way everywhere.” (Service provider, Tbilisi)Indeed, it is not surpris<strong>in</strong>g that the populati<strong>on</strong> lacks<strong>in</strong>formati<strong>on</strong> and awareness when those c<strong>on</strong>sidered experts<strong>in</strong> issues of gender-based domestic violence andservice providers for the victims hold such ideas themselves!And if <strong>in</strong> the Georgian reality “psychological violencehas traditi<strong>on</strong>ally not been perceived as violence”,is that a valid argument for not deem<strong>in</strong>g it violencenowadays? If so, we should revive the traditi<strong>on</strong> of notallow<strong>in</strong>g women to speak unless they are spoken toThus, it is evident that Georgian society does lack anunderstand<strong>in</strong>g of what gender-based domestic violencemeans and serious educati<strong>on</strong>al work should be undertakenat all levels of society, start<strong>in</strong>g from the victims,who may have been victimized for decades without realiz<strong>in</strong>gthey have been victims, and end<strong>in</strong>g with expertsand service providers, who aim to help victims and tochange the percepti<strong>on</strong>s of the society without realiz<strong>in</strong>gthey hold the same percepti<strong>on</strong>s themselves.How and Why Is <strong>Violence</strong>ExperiencedThe victims of violence, as well as policemen, experts,and service providers are unanimous <strong>in</strong> their ideasabout the agents of violence. They state that domesticviolence is ma<strong>in</strong>ly perpetrated by a husband and hisfamily (mostly mother-<strong>in</strong>-law), especially when the husbandis drunk.“ I have been married for six years now and my husbandhas been beat<strong>in</strong>g me for six years... My husband is dependent<strong>on</strong> women - his mother and sisters. He doesn’thave his own op<strong>in</strong>i<strong>on</strong>. They have always <strong>in</strong>sulted me andI couldn’t defend myself... Unemployment has its ownimpact. In order to work, my husband has to ask permissi<strong>on</strong>from his mother. I tried to work and he was ask<strong>in</strong>ghis mother whether I was allowed to work. He was ask<strong>in</strong>gher about everyth<strong>in</strong>g. I wouldn’t have had any problemif he hadn’t beaten me; <strong>in</strong> such a case we would stillbe liv<strong>in</strong>g together.” (Victim liv<strong>in</strong>g <strong>in</strong> a shelter)“I was experienc<strong>in</strong>g physical and ec<strong>on</strong>omic violence frommy husband and psychological violence from his family,especially his mother.” (Victim liv<strong>in</strong>g <strong>in</strong> a shelter)“As so<strong>on</strong> as my husband got drunk he started to curseand beat me. I went to my mother-<strong>in</strong>-law for help butshe always accused me, say<strong>in</strong>g I was guilty for him hav<strong>in</strong>gsuch an attitude towards me, and she made everyth<strong>in</strong>geven worse.” (Victim not liv<strong>in</strong>g <strong>in</strong> a shelter)“I experienced all types of violence from my husband atdifferent stages of our life together. It happened quitefrequently. As so<strong>on</strong> as he got disturbed, he immediatelybecame aggressive to me. And it has been last<strong>in</strong>g for al<strong>on</strong>g time - I have been married for 20 years now... In mycase, the ma<strong>in</strong> cause was my husband’s family members’behaviour - they provoked my husband. My father-<strong>in</strong>lawwas less resp<strong>on</strong>sible for this, ma<strong>in</strong>ly mother-<strong>in</strong>-law<strong>in</strong>fluenced my husband.” (Victim not liv<strong>in</strong>g <strong>in</strong> a shelter)Tak<strong>in</strong>g <strong>in</strong>to c<strong>on</strong>siderati<strong>on</strong> the mother’s dom<strong>in</strong>ant role <strong>in</strong>a Georgian family and her <strong>in</strong>fluence even <strong>on</strong> her adultchildren’s private lives (especially the s<strong>on</strong>’s life, as heis the <strong>on</strong>e who, as a rule, br<strong>in</strong>gs his wife to his family’shouse), backed up by the abovementi<strong>on</strong>ed “cult ofmother” <strong>in</strong> Georgian culture, these women’s words arenot surpris<strong>in</strong>g. Moreover, even a service provider who issupposed to protect such women from their husbands’and their immediate family members’ violence statesthe follow<strong>in</strong>g:“... Of course, not gett<strong>in</strong>g <strong>in</strong>volved at all is not an opti<strong>on</strong>- I have s<strong>on</strong>s and know that if my daughter-<strong>in</strong>-lawbehaves <strong>in</strong>appropriately, I w<strong>on</strong>’t be able to rema<strong>in</strong> silentor tolerant though it’s a matter of form.” (Service provider,Tbilisi)Policemen charged with deal<strong>in</strong>g with cases of domesticviolence <strong>on</strong> a daily basis also c<strong>on</strong>firm that the mostfrequent cases of violence are perpetrated by husbandswhen they are drunk.“Most of the cases of violence I have encountered work<strong>in</strong>gat the police stati<strong>on</strong> over the past year happen whena husband is drunk, when a wife reports that he dr<strong>in</strong>ksand becomes aggressive to her. When we ask her howhe behaves while sober, she usually replies that he is likean angel with w<strong>in</strong>gs.” (Policeman, Tbilisi)The sec<strong>on</strong>d most widespread form of violence is parents’violence aga<strong>in</strong>st their children (based <strong>on</strong> the victims’reports, there were two cases <strong>in</strong> which a fatherwas beat<strong>in</strong>g his teenage daughter).
