Focus <strong>of</strong> theDocumentPurposeThe purpose <strong>of</strong> this document is to assist agencies which are planning,designing, implementing, or operating and maintaining transportationmanagement centers. This document specifically should assist these agencies in:• Understanding what a concept <strong>of</strong> operations is• Understanding how to develop an effective concept <strong>of</strong> operations• Understanding how to use a concept <strong>of</strong> operations in planning, design,procurement, implementation, or operation and maintenance <strong>of</strong> a TMCThe issues, processes, and concepts contained in this document are drawn fromfreeway, arterial, and transit management examples, and thus should beapplicable to a broad range <strong>of</strong> transportation management situations.AudienceThere are three primary audiences for this document:• Agencies planning to implement a TMC• Agencies currently operating a TMC, and seeking to improve the TMC’soperation• Agencies currently operating a TMC, and planning to replace major systems inthe near-term time frameThe document, having been assembled from inputs received from agenciesoperating freeway management systems, traffic signal control systems, andtransit (both bus and rail) management systems, should prove to be <strong>of</strong> value toa wide range <strong>of</strong> transportation management agencies. It also reflects lessonslearned in concepts <strong>of</strong> operations for command and control centers in otherareas, such as spaceflight control and air traffic control.The document will also prove to be <strong>of</strong> value to agency teams who work closelyin joint management <strong>of</strong> transportation, such as at the 4 agencies in the HoustonTranStar TMC, Caltrans’ 8 urban TMCs, each <strong>of</strong> which is jointly owned andoperated by Caltrans and the California Highway Patrol, or Maryland’s satelliteTMCs, each <strong>of</strong> which is located in a Maryland State Patrol barracks.1-1
