Gene's experiencein the legislative arena and thereputation of his firm are keyassets for CMHI. While Geneworks for the passage of CMHIsponsored legislation, he alsomonitors all legislative and regulatoryissues that could positivelyor negatively impact ourindustry and customers.Mr. Erbin's work as a liaisonwith our industry regulators is ofspecial importance in maintainingthe excellent relationshipswe enjoy with the agenciesinvolved with our industry.2006 LEGISLATIVE ANDREGULATORY PROGRAMCMHI has a long history ofsponsoring and supporting legislationfor the benefit of ourhomeowners and industry. Asthe industry "watch dog", wealso oppose legislative and regulatoryissues that are not in ourbest interest. Our primary focusis to support legislation thatensures, maintains or improvesthe value of manufactured housingas a viable option for currentand potential homeowners.For the legislative year 2006we'll be focused on the following:• FOB Sales: CMHI sponsoredAB 1203 has beenintroduced and voted out ofthe Assembly HousingCommittee. This bill clarifiesthe conditions under which amanufactured home can besold F.O.B. with the homebuyerresponsible for theinstallation.• Installation Standards: Wewill work closely with HCD toensure that our installationrequirements are in concertwith those required by theFederal ManufacturedHousing Improvement Actof 2000.• Dispute Resolution: Alsorequired in the ManufacturedHousing Improvement Act, isa viable dispute resolutionprogram. With HCD's help,we will develop any necessaryrefinements toCalifornia's existing programto ensure compliance withthe federal requirements.• Definitions: We will continueour work to more clearlydefine the differencebetween mobile, manufacturedand factory-builthomes.STATE AGENCY RELATIONSDepartment of Housing andCommunity DevelopmentMaintaining a cooperativeprofessional relationship withHCD is essential to the wellbeing of the factory constructedhousing industry in California.Throughout its history, CMHIhas worked with HCD as a valuablepartner in our efforts toprovide safe, durable, high valueand quality homes. With theseas common goals, cooperationand mutual respect have beenthe hallmarks of our relationshipwith the Department of Housingand Community Development.Department ofTransportationThe Department ofTransportation's primary responsibilityis public safety on thestate's highways.In an effort to ensure the safeand timely shipment of ourmember's products, CMHI maintainsa good working relationshipwith Cal-Trans.In ad-hoc meetings with Cal-Trans officials, we have successfullynegotiated alternativesto cumbersome shippingrequirements and moratoriums.CMHI also works with theTransportation Departments oflocal jurisdictions on transportationand safety issues. Forexample, we participated in thenegotiation for an exemption forthe shipment of manufacturedhomes during a holiday shippingmoratorium in SacramentoCounty.LOCAL GOVERNMENTBillie Tribbett, CMHI's Directorof Local Government Relations,serves as our industry liaisonwith California's 536 cities andcounties, the League ofCalifornia Cities, the CaliforniaState Association of Countiesand the CaliforniaRedevelopment Association.Maintaining a dialogue withlocal governments and monitoringtheir actions affecting housingconstruction and land developmentare essential elementsof CMHI's local governmentrelations program. CMHI's goalis to develop and disseminateinformation and technical assistancethat local government officialsand planners perceive asaccurate and reliable. This informationcan be used by localgovernments as resource materialsfor designing regulatoryand fee structures that are sensitiveto the industry and thatrecognize the role manufacturedhousing plays in the state'sshelter market.Likewise, CMHI attempts tokeep abreast of changing localregulatory strategies outlined ina myriad of local codes, housingelements and special reports.CMHI worked with the followingjurisdictions during last year:• Non-DiscriminatoryZoning: Helped the cities ofRidgecrest, California Cityand Crescent City developarchitectural and installationordinances that ensure nondiscriminatoryzoning formanufactured housing.• Riverside County: Ensuredthat changes in theTransportation UniformMitigation Fee did not alterthe exemptions for manufacturedhousing. Additionally,CMHI helped favorablyresolve permit processissues for manufacturedhomes installed on permanentfoundations.• Sacramento County: CMHIparticipated in the negotiationsfor shipping exemptionfor manufactured homes duringa holiday shipping moratorium.• Santa Cruz: Negotiatedalternatives for transportationpermits which areissued in conjunction withthe county’s parking ordinancefor land-lease communities.FEDERAL GOVERNMENTCMHI represents the industryon Federal Issues throughmembership in the FederatedStates Division of theManufactured Housing Institute.CMHI has played an importantrole by informing its membersabout actions proposed andtaken by the FederalGovernment; by giving advice totrade association representativesabout how proposals willaffect the industry in California;and by assisting CMHI membersnotify the CaliforniaCongressional Delegation aboutindustry support for or oppositionto proposals and actions.2005Membership Report3

CMHIprovides a liaison to not only legislativebodies like the StateLegislature and city councils, butalso to regulatory bodies like theDepartment of Housing andCommunity Development, theDepartment of Transportation andlocal planning and buildingdepartments.CONSUMER REFERRALSeveral thousand consumerscall CMHI each year. They wantto know who builds homes, wherethey can be purchased, how theycan get them financed and wherethey can site them. CMHIresponds to those inquiries byproviding professional consumerliterature, a video tape showingmodern factory constructed housing,and a list of retailers andmanufacturers to contact. CMHIalso maintains a consumer orientedwebsite.INDUSTRY INFORMATIONCMHI is a clearinghouse forinformation about the factory constructedhousing industry. CMHIupdates member companies ongovernment policies, marketingtrends, public relations and technicalmatters by issuing newsletters,special bulletins, technicalreports, brochures and directadvice. We are the industry'sinformation Resource!NETWORKING AND EDUCATIONRegional Chapter meetingspromote new ideas, strategies forsuccess, industry trends and businesscontacts.Seminars covering importanttopics affecting the factory constructedhousing industry are heldas the need arises. Thesegroups include potential homebuyers,local and state governmentregulators, real estate interests,developers, finance institutionsand the general public.Advantage...ManufacturedHousing is a media promotionalprogram that began in 1993.Each year 30-second televisionspots are broadcast in most metropolitanareas of the state aswell as many less populatedareas that have notable manufacturedhousing activity. CMHI'swebsite address is on the televisioncommercial for the consumerto contact. Those who respondare sent a survey card, consumerbrochure, a 5 minute video tapeand a directory of the manufacturersand retailers in their geographicarea. All leads receivedfrom this promotion are forwardedto every manufacturer and retailermember.CMHI belongs to the League ofCalifornia Cities, the CaliforniaState Association of Counties andthe California RedevelopmentAgency for the purpose of providinginformation to their membersabout today's manufacturedhome.For the past two years, CMHIhas participated in statewide conferenceson affordable housingthat were sponsored by theDepartment of Housing andCommunity Development and theCalifornia Housing FinanceAgency. In 2003, our participationincluded the installation of amodel two-story manufacturedhome on an infill lot in inner-cityOakland. The purpose was todemonstrate to those state-widelocal government officials andother interested parties the abilityof our industry to quickly andaffordably produce houses on infilland scattered lots, compatiblewith any neighborhood.MEDIA RELATIONSCMHI identifies public issuesand perceptions and developsprograms to help build relationshipswith the public, the pressand local decision makers. A professionalpublic relations firmstands ready to spread our storiesat every appropriate time.ADVICE AND REFERRALA trade association is unique inthat it has the widest possible perspectiveon industry trends andoutlooks. Because our associationis free of competitive businesschallenges, association staff cangive advice and offer referralswithin its membership, a servicethat simply cannot be duplicatedby any other organization.INDUSTRY COOPERATIONMembers have access to awide range of industry informationbecause CMHI maintainsliaisons and/or memberships withseveral organizations including theCalifornia Building IndustriesAssociation, the ManufacturedHousing Institute, the WesternManufactured HousingCommunities Association, TheManufactured Housing EducationalTrust, the California Park OwnersAlliance, the Golden StateMobilehome Owners League,California RedevelopmentAssociation, the League ofCalifornia Cities and the CaliforniaState Association of Counties.
