It covers marineanimals and plants, harvested or likely to be harvested, withinIcelandic waters.The objective of the Act <strong>on</strong> Afforestati<strong>on</strong> is to combatdeforestati<strong>on</strong> by c<strong>on</strong>serving and managing forest remnants in thecountry, and by encouraging afforestati<strong>on</strong> where practicable. The goalof the Act <strong>on</strong> Soil C<strong>on</strong>servati<strong>on</strong> is to combat soil erosi<strong>on</strong>, destructi<strong>on</strong>of the vegetati<strong>on</strong> cover, and to reclaim eroded land. Both of these actswere adopted before the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> and understandably do notmenti<strong>on</strong> c<strong>on</strong>servati<strong>on</strong> of biological diversity or emphasise reestablishingearlier or lost habitats or ecosystems. They are <strong>on</strong> theother hand both under revisi<strong>on</strong> and these issues will be c<strong>on</strong>sidered inthat process.In 1997, the Icelandic Government adopted an Acti<strong>on</strong> Plan <strong>on</strong>Sustainable Development in force until the end of 2000, following a29
