It is appropriate, in thisc<strong>on</strong>text, to menti<strong>on</strong> the new Nature C<strong>on</strong>servati<strong>on</strong> Act that enteredforce <strong>on</strong> 1 July 1999, which c<strong>on</strong>tains provisi<strong>on</strong>s regarding the import,cultivati<strong>on</strong> and distributi<strong>on</strong> of living organisms that aims at protectingbiological diversity against the undesirable effects of alien plant andanimal species in accordance with item h of Article 8 of the<str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>. Regulati<strong>on</strong>s have been set regarding the import andcultivati<strong>on</strong> of alien plant species, and a committee of expertsappointed to advise the government <strong>on</strong> these matters in accordancewith the provisi<strong>on</strong>s of the Act. The legislati<strong>on</strong> also c<strong>on</strong>tains provisi<strong>on</strong>sapplying to landscape features and ecological systems, such as p<strong>on</strong>ds,lakes, moorlands, salt water marshlands and mud flats that enjoyspecial protecti<strong>on</strong> by law, and am<strong>on</strong>g other things, corresp<strong>on</strong>d to itemd of Article 8 of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, which applies to the protecti<strong>on</strong> ofecosystems, natural habitats and the preservati<strong>on</strong> of viable populati<strong>on</strong>sin natural surroundings. The protecti<strong>on</strong> provisi<strong>on</strong>s of the naturec<strong>on</strong>servati<strong>on</strong> laws where also changed in order to strengthen thec<strong>on</strong>servati<strong>on</strong> and protecti<strong>on</strong> of organisms, habitats and ecologicalsystems. A comprehensive Nature C<strong>on</strong>servati<strong>on</strong> Strategy is to bepresented to the Parliament at five-year intervals, for the first time in2002. These plans represent full compliance with item b, Article 6 ofthe <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, which discusses the plans and objectives of varioussectors of society and their implementati<strong>on</strong> of c<strong>on</strong>servati<strong>on</strong> measuresand sustainable utilisati<strong>on</strong> of biological diversity. In this c<strong>on</strong>text, it isimportant to c<strong>on</strong>sider ideas for co-ordinating these plans inc<strong>on</strong>necti<strong>on</strong> with work <strong>on</strong> the framework plan for the exploitati<strong>on</strong> ofhydro and geothermal power that was initiated in 1999 by the Ministryof Industry and the Ministry of the Envir<strong>on</strong>ment. In additi<strong>on</strong> to theaspects of the nature c<strong>on</strong>servati<strong>on</strong> laws menti<strong>on</strong>ed above, it isworthwhile citing the provisi<strong>on</strong>s for the commercial utilisati<strong>on</strong> ofplants and the authorisati<strong>on</strong> to make regulati<strong>on</strong>s applying to this area,including informati<strong>on</strong> <strong>on</strong> species and the quantity utilised.At the same time, temporary provisi<strong>on</strong>s have been added to theAct <strong>on</strong> Utilisati<strong>on</strong> of Resources in the Earth, under the Ministry ofIndustry, according to Articles 15-19 of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, dealing withaccess to the thermophilic micro-organisms found in hot springs andtheir exploitati<strong>on</strong>. These provisi<strong>on</strong>s are currently under review by theMinistry for the Envir<strong>on</strong>ment and the Ministry of Industry, which arepreparing legislati<strong>on</strong> that will apply to genetic resources, access tothem, informati<strong>on</strong> exchange, technology transfer and the divisi<strong>on</strong> ofprofits from their exploitati<strong>on</strong> in accordance with the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>. Bylaw, authorisati<strong>on</strong> is required from the Institute of Natural History inorder to export samples of these micro-organisms and to m<strong>on</strong>itor

Birch woodland mixed with willows in Skaftafell Nati<strong>on</strong>al Park, with thehighest peak in Iceland Hvannadalshnjúkur in the background.research into micro-organisms from geothermal areas and their geneticmaterial.Other recent Acts cover nature c<strong>on</strong>servati<strong>on</strong> as an integral part ofother activities, stressing that attenti<strong>on</strong> must be given to nature inother c<strong>on</strong>texts as well, such as the new Act <strong>on</strong> Physical Planning andBuilding where it is clearly stated that the Act shall c<strong>on</strong>tribute to wiseand ec<strong>on</strong>omic use of the land and its resources, ensure thec<strong>on</strong>servati<strong>on</strong> of nature and the cultural heritage and preventenvir<strong>on</strong>mental damage and overexploitati<strong>on</strong>, with sustainabledevelopment as <strong>on</strong>e of its goals.The objective of the Fisheries Management Act is to promote thec<strong>on</strong>servati<strong>on</strong> and efficient utilisati<strong>on</strong> of marine stocks and thus ensurestable employment and settlement in the country. It covers marineanimals and plants, harvested or likely to be harvested, withinIcelandic waters.The objective of the Act <strong>on</strong> Afforestati<strong>on</strong> is to combatdeforestati<strong>on</strong> by c<strong>on</strong>serving and managing forest remnants in thecountry, and by encouraging afforestati<strong>on</strong> where practicable. The goalof the Act <strong>on</strong> Soil C<strong>on</strong>servati<strong>on</strong> is to combat soil erosi<strong>on</strong>, destructi<strong>on</strong>of the vegetati<strong>on</strong> cover, and to reclaim eroded land. Both of these actswere adopted before the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> and understandably do notmenti<strong>on</strong> c<strong>on</strong>servati<strong>on</strong> of biological diversity or emphasise reestablishingearlier or lost habitats or ecosystems. They are <strong>on</strong> theother hand both under revisi<strong>on</strong> and these issues will be c<strong>on</strong>sidered inthat process.In 1997, the Icelandic Government adopted an Acti<strong>on</strong> Plan <strong>on</strong>Sustainable Development in force until the end of 2000, following a29
