<strong>GED</strong> <strong>Testing</strong> <strong>Service</strong> TM <strong>Policies</strong> <strong>and</strong> <strong>Procedures</strong> <strong>Manual</strong><strong>GED</strong> C<strong>and</strong>idate Eligibility <strong>and</strong> Registration to Take the<strong>GED</strong> TestsOverviewAn important element in maintaining the integrity <strong>and</strong> security of the <strong>GED</strong> <strong>Testing</strong> Program isproper identification of c<strong>and</strong>idates <strong>and</strong> the determination of their eligibility to be administeredthe <strong>GED</strong> Tests.4.1 Eligibility of C<strong>and</strong>idates to Take the <strong>GED</strong> TestsPOLICY: The <strong>GED</strong> Tests may be administered to eligible c<strong>and</strong>idates only. The followingminimum guidelines must be met:A)B)C)D)Individuals shall be at least 16 years of age <strong>and</strong> not currently enrolled in an accredited highschool, including those accredited by regional accrediting bodies <strong>and</strong> also those approvedby the jurisdiction’s department or ministry of education. Only persons who do not hold a st<strong>and</strong>ard high school diploma are eligible to take the<strong>GED</strong> Tests. Under no circumstances may the <strong>GED</strong> Tests be administered to persons less than 16 yearsof age.Jurisdictions shall administer the <strong>GED</strong> Tests to any qualified adult in accordance with jurisdictionalrules, regulations, <strong>and</strong>/or code.The registration process should be designed to clearly establish <strong>GED</strong> testing eligibility. The<strong>GED</strong> Chief Examiner or <strong>GED</strong> Examiner shall establish that all c<strong>and</strong>idates are eligible to takethe <strong>GED</strong> Tests at the time of testing.4.1-1 <strong>Testing</strong> of Non-citizensNon-citizens, including refugees, legal <strong>and</strong> illegal immigrants, resident <strong>and</strong> nonresident aliens,<strong>and</strong> other foreign nationals, are eligible to take the <strong>GED</strong> Tests in the opinion of <strong>GED</strong>TSSection 4: <strong>GED</strong> C<strong>and</strong>idate Eligibility <strong>and</strong> Registration to Take the <strong>GED</strong> TestsThe only allowable exception to this policy is for states that are approved by <strong>GED</strong>TS to operate the <strong>GED</strong> Option Program, <strong>and</strong>only then shall they test students in accordance with their approved <strong>GED</strong> Option Program plan.Persons who have been awarded a high school equivalency diploma or other non-st<strong>and</strong>ard high school diploma are eligible to takethe <strong>GED</strong> Tests.June 2008 34
