The RDC Annual Research<br />
Conference features research<br />
from current or recent projects<br />
carried out in a Research Data<br />
Center (RDC) or at CES.<br />
CES’ longest serving economist retired in September <strong>2011</strong>.<br />
Dr. Sang V. Nguyen began his career at CES in 1982, the year<br />
CES was founded. Among his many accomplishments, Sang<br />
authored over two dozen journal articles—including highly<br />
cited research published in the RAND Journal of Economics <strong>and</strong><br />
the International Journal of Industrial Organization—as well<br />
as numerous book chapters <strong>and</strong> working papers. Some of his<br />
research relied on the Ownership Change Database, which he<br />
helped develop, <strong>and</strong> which tracks owners of manufacturing<br />
plants from 1963 to 2002. Sang also served as the editor of the<br />
CES discussion paper series from 1990 to 2009, <strong>and</strong> as a branch<br />
chief in LEHD. To honor his career <strong>and</strong> accomplishments, CES<br />
staff presented Sang with a bound volume of some of his most<br />
prominent works. A second copy of the nearly 600 page Selected<br />
Works of Sang V. Nguyen resides in CES’ library.<br />
The <strong>2010</strong> RDC Conference<br />
was held November 18, <strong>2010</strong>,<br />
at the University of Maryl<strong>and</strong>,<br />
<strong>and</strong> was hosted by the Center<br />
for Economic Studies in collaboration<br />
with the Maryl<strong>and</strong><br />
Population Research Center <strong>and</strong><br />
the Department of Economics<br />
at the University of Maryl<strong>and</strong>.<br />
<strong>Census</strong> <strong>Bureau</strong> Director Robert<br />
Groves kicked off the conference<br />
with a discussion on the future<br />
of research at the <strong>Census</strong> <strong>Bureau</strong>.<br />
Rebecca Blank, Undersecretary<br />
for Economic Affairs at the<br />
Commerce Department, gave<br />
the keynote speech on “Using<br />
Data to Address Policy Issues:<br />
Perspectives from the Policy<br />
World.” RDC <strong>and</strong> CES researchers<br />
presented 18 papers <strong>and</strong> 16<br />
posters on a variety of topics,<br />
grouped by the restricted-access<br />
<strong>Census</strong> <strong>Bureau</strong> data used:<br />
• Business data <strong>and</strong>/or linked<br />
employer-employee data<br />
• Individual <strong>and</strong> household data<br />
• Health data, including projects<br />
using data from the<br />
National Center for Health<br />
Statistics (NCHS) <strong>and</strong> the<br />
Agency for Healthcare<br />
Research <strong>and</strong> Quality (AHRQ).<br />
There were also three information<br />
sessions focused on these<br />
three types of data available in<br />
the RDCs. Guidance was provided<br />
on submitting proposals<br />
<strong>and</strong> conducting research in an<br />
RDC.<br />
The <strong>2011</strong> RDC Conference was<br />
held on September 15, <strong>2011</strong>, at<br />
the University of Minnesota, <strong>and</strong><br />
was hosted by the Minnesota<br />
<strong>Census</strong> RDC <strong>and</strong> the Minnesota<br />
Population Center. The keynote<br />
address on “The History <strong>and</strong><br />
Future of Large-Scale <strong>Census</strong><br />
Data” was given by Steven<br />
Ruggles, University of Minnesota<br />
Regents Professor of History,<br />
<strong>and</strong> Director of the Minnesota<br />
Population Center. RDC <strong>and</strong> CES<br />
researchers presented 20 papers<br />
at six sessions organized around<br />
the data used, including LEHD<br />
