General InformationRegistrationAll conference participants including: attendees, spouse/guests,speakers, exhibitors, and award recipients are required to registerfor the conference. Registration will be on Sunday from 4:00 pm– 7:00 pm and Monday and Tuesday from 7:30 am – 3:00 pm inthe Civic Center, West Lobby. The conference registration form isavailable on page 10 of this program.Conference FeesFull conference registration includes admission to all technical sessions,vendor exhibits, annual business meeting, all entertainmentactivities, awards ceremonies and all other association activitiessponsored during the Conference. Sunday Night Welcome ReceptionSunday, June 23 - Reception at 5:30pm / Dinner at 7pm, Deer Lake (rain location, Civic Center)The Welcome Reception will be held at Deer Lake this year. Deer Lake is part of BoyneMountain's property and is located across the street from the Monument Golf Course. Dinner andentertainment will be held outside where you can view the beautiful sunset over Deer Lake. Thereception is at 5:30pm, followed by dinner and entertainment. <strong>Michigan</strong>'s<strong>Water</strong> <strong>Quality</strong> <strong>Event</strong>June 23-26, 2013 | Boyne Mountain Resort | Boyne Falls, <strong>Michigan</strong>Keynote SpeakerInvited SpeakerDr. John Hartig is trained as a limnologist with 30 years of experience in environmental science and natural resourcemanagement. He currently serves as Refuge Manager for the Detroit River International Wildlife Refuge and serves on the DetroitRiverfront Conservancy Board of Directors. From 1999 to 2004 he served as River Navigator for the Greater Detroit American HeritageRiver Initiative established by Presidential Executive Order. Prior to becoming River Navigator, he spent 12 years working for theInternational Joint Commission on the Canada-U.S. Great Lakes <strong>Water</strong> <strong>Quality</strong> Agreement. John has been an Adjunct Professor atWayne State University where he taught <strong>Environment</strong>al Management and Sustainable Development, and has served as President ofthe International <strong>Association</strong> for Great Lakes Research. He has authored or co-authored over 100 publications on the Great Lakes,including his most recent book titled Burning Rivers that was a 2011 Green Book Festival winner in the ‘scientific’ category anda 2011 Next Generation Indie Book Awards finalist in the ‘science/nature/environment’ category. John has received a number ofawards for his work, including the 2013 Outstanding <strong>Environment</strong>al Professional of the Year Award from the <strong>Michigan</strong> <strong>Association</strong>of <strong>Environment</strong>al Professionals, a 2010 Green Leaders Award from the Detroit Free Press, a 2005 White House Conference onCooperative Conservation Award for Outstanding Leadership and Collaboration in the Great Lakes, the 2003 Anderson-Everett Awardfrom the International <strong>Association</strong> for Great Lakes Research, and the 1993 Sustainable Development Award for Civic Leadership fromGlobal Tomorrow Coalition.Jon W. Allan assumed leadership of the Office of Great Lakes for <strong>Michigan</strong> in October of 2012. He serves this cabinetpost as an Executive on Loan from Consumers Energy. The office focuses on myriad Great Lakes policies for the State and acrossthe region related to planning, protection, restoration, utilizing and sustaining the Great Lakes. The office concentrates on supportfor the Great Lakes Restoration Initiative’s Area of Concern program, the Coastal Zone Management Program, issues related toaquatic invasive species and issues related to water use within the Great Lakes through deep and abiding partnerships across theState and region.Jon serves on a host of governance bodies in the region including as Head of the <strong>Michigan</strong> delegation for the Great LakesCommission, the Great Lakes Executive Committee for the <strong>Water</strong> <strong>Quality</strong> Agreement and supports the Governor’s leadership ofthe Council of Great Lakes Governors.At Consumers Jon was Executive Director of <strong>Environment</strong>al Policy and Intergovernmental Affairs for Consumers EnergyCompany where he worked to develop and integrate the utility’s sustainability strategy in relationship to state and federalgovernmental and regulatory affairs and outreach activities with external stakeholders. He also advised on regulatory complianceand ethical culture within the Corporation. He has been with the company since 1994.Prior to that he was Executive Director of <strong>Environment</strong>al and Laboratory Services where he oversaw an extensive array ofenvironmental compliance services and ran a multi-disciplined analytical laboratory. He was also previously the Manager of NextGeneration responsible for technical, planning and policy work related to the development of new generation assets. He startedwith Consumers as a Sr. <strong>Environment</strong>al Planner dealing with infrastructure siting, environmental assessment, wetlands delineationsand many other ecological investigations.He has worked on many environmental policy issues within the State and region. He is a former chairman of the <strong>Michigan</strong>Chamber of Commerce’s <strong>Environment</strong>al <strong>Quality</strong> Committee, served as advisor to the Great Lakes Compact negotiations and wasco-chair of <strong>Michigan</strong>’s <strong>Water</strong> Conservation Advisory Council. He served on the <strong>Michigan</strong> Climate Action Council and the MidwestGovernor’s Greenhouse Gas Reduction Accord Advisory Group and on the <strong>Environment</strong>al Advisory Council for the <strong>Michigan</strong>Department of <strong>Environment</strong>al <strong>Quality</strong>. He recently co-chaired the Governor’s Blue Ribbon Panel on State Parks and Recreation.Prior to joining Consumers he worked for the Institute for <strong>Environment</strong>al Toxicology at <strong>Michigan</strong> State University. He has taughtcourses over the years in ecology and natural sciences, environmental impact assessment and marine biology at <strong>Michigan</strong>State University, Lansing Community College and for the Academy of Natural Sciences of Philadelphia. He has participated on anumber of community boards and commissions including as Chairman of East Lansing’s Commission on the <strong>Environment</strong> and asPresident of the <strong>Michigan</strong> State University Museum Associates Board of Directors.He holds an undergraduate degree in Fisheries and Wildlife, a Masters Degree in Zoology (Aquatic Ecology) from <strong>Michigan</strong> StateUniversity, and additional post-graduate work (ABD) in <strong>Environment</strong>al Policy and Law also at MSU. He is a published author on anumber of topics related to wetlands, stream ecology, impact assessment and water policy.Special GuestCordell W. Samuels is the 2012-2013 President of the <strong>Water</strong> <strong>Environment</strong>Federation (WEF), an international organization of water quality professionals headquartered inAlexandria, Va.He is the Plant Superintendent for the Duffin Creek WPCP in the Regional Municipality of Durhamin Ontario, Canada. In that capacity, he manages one of the largest wastewater treatment plants inOntario. Prior to his current position, Cordell worked in the City of Toronto for 22 years.Cordell has been a WEF member since 1994 and served on the Federation’s House of Delegatesand several WEF committees. He has been an active member of both the <strong>Water</strong> <strong>Environment</strong><strong>Association</strong> of Ontario (WEAO) and the Canadian <strong>Water</strong> and Wastewater <strong>Association</strong> (CWWA),serving as President of the <strong>Water</strong> <strong>Environment</strong> <strong>Association</strong> of Ontario in 2005.A member of the Select Society of Sanitary Sludge Shovelers; Cordell has received a number ofWEF awards including the Hatfield Award in 1996, and the Arthur Sidney Bedell Award in 2008. Heholds Class IV Wastewater Treatment, and Collection Systems Licenses in the Province of Ontario.Cordell has received the Higher National Diploma in Mechanical Engineering (H.N.D. Mech.
