Government of the People’s Republic of BangladeshInternal Resources DivisionNational Board of RevenueSegunbagicha, Dhaka.Nothi No. 1(10) Customs Valuation/PSI Agency/Appoinment/2007 (Part-1)/ Date:30 /09/ 2010Request for Expressions of Interest (EOI) for Appointment ofPre-Shipment Inspection (PSI) Agencies1.0 The Government of The People’s Republic of Bangladesh has decided to appoint Pre-shipmentInspection (PSI) Agencies for a new term pursuant to the provisions laid down in the Pre-ShipmentInspection Rules, 2002 (Notification S.R.O No. 255-Law/ 2002/ 1973/ Customs, dated 19 September,2002 including amendments, if any, brought from time to time to the said Rules).2.0 The National Board of Revenue now requests internationally reputed PSI Agencies to send theirExpressions of Interest (EOI) for the aforementioned purpose.3.0 The main tasks of the PSI Agencies shall, as laid down in the above mentioned Rules, among others, bethe following:(a) To verify description, quantity and quality of goods, as per invoices, packing lists and otherdocuments supplied by the Exporters for items as and when determined by National Board ofRevenue (NBR) time to time.(b) To determine the correct HS Code of the goods, for which pre-shipment inspection is applicable, inaccordance with existing law and Rules;(c) To determine and certify correct value of the goods, for which pre-shipment inspection isapplicable, in accordance with existing law and Rules;(d) To ensure compliance with shipment procedures container sealing and complying Import policy asper Rules and orders;(e) To issue CRFs or NNRF after undertaking proper inspection (physical and otherwise) prior toshipment of the consignments to be exported as per Rules;(f) To help prepare and sustain a Valuation Database.4.0 The Expressions of Interest must include the following information/documents:(i) Background of the firm(s) with brochures (it will include profile of the agency);(ii) Copy of contracts, authenticated by Notary Public, for providing PSI service with minimum 2countries of the world for at least 2 years;(iii) Certificate from the Government appointing agencies testifying satisfactory completion of theassigned works in accordance with the contract for the full term of the contract;(iv) Certificate of membership of the International Federation of Inspection Agencies (IFIA);(v) A concise statement (maximum 3000 words) regarding functions, manpower, logistics(including laboratory facilities) etc. of the Head Office and its offices, branches and agenciesthroughout the world of the applicant;(vi) A declaration, authenticated by Notary Public, about the company’s own database, regardinginformation on description, quality, quantity, classification and value of the goods inspected andcertified by the Inspection Agency.5.0 PSI Agencies will be selected in accordance with the procedure set out in “The Public ProcurementAct, 2006” and “The Public Procurement Rules, 2008”.
