<strong>Minutes</strong> <strong>of</strong> <strong>the</strong> 54 th <strong>Meeting</strong> <strong>of</strong> <strong>Central</strong> <strong>Sub</strong>-Committee on Crop Standards, Notification andRelease <strong>of</strong> Varieties for Agricultural Crops held under <strong>the</strong> Chairmanship <strong>of</strong>Pr<strong>of</strong>. S.K. Dutta, Deputy Director General (Crop Sciences), ICAR, on 24 th – 25 th October, 2009at Karnataka State Seeds Corporation Ltd., Bellary Road, Hebbal Bangalore.The Chairman, <strong>Central</strong> <strong>Sub</strong>-Committee on Crop Standards, Notification and Release <strong>of</strong> Varietiesfor Agricultural Crops welcomed members <strong>of</strong> <strong>the</strong> <strong>Sub</strong>-committee, Managing Director, Karnataka StateSeeds Corporation and special invitees. The list <strong>of</strong> <strong>the</strong> participants who attended <strong>the</strong> meeting is annexedas Annexure-I.Member-Secretary <strong>of</strong> <strong>the</strong> <strong>Sub</strong>-committee provided <strong>the</strong> account <strong>of</strong> <strong>the</strong> earlier Committee and itsfollow-up action and <strong>the</strong> particulars <strong>of</strong> <strong>the</strong> present <strong>Sub</strong>-committee issues to be discussed. Since no comments have been received, <strong>the</strong>refore, <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> meeting wereconfirmed.Item No.2:Review <strong>of</strong> follow up action <strong>of</strong> <strong>the</strong> 53 rd meeting <strong>of</strong> <strong>Central</strong> <strong>Sub</strong> Committee on CropStandards, Notification and Release <strong>of</strong> Varieties for Agricultural Crops.Proposals received for release and notification for various crop/varieties for <strong>the</strong> 53 rd meeting havebeen considered and those were found as per requirement, recommended for notification. The GazetteNotification in this regard has been issued vide S.O. It is alsonot having any reference from where basic material hasbeen drawn for developing <strong>the</strong> variety and informationabout its organization details and <strong>the</strong> acknowledgementgiven to <strong>the</strong> organization, etc. The Committee desired toknow <strong>the</strong> registration number to be registered with <strong>the</strong>Ministry <strong>of</strong> Science and Technology to conduct research in<strong>India</strong>.Besides, <strong>the</strong>y have not given any particulars about <strong>the</strong>package and practices for production <strong>of</strong> <strong>the</strong> hybrid seeds.12 Pearl Millet CSBV 16 (MP 479) The cultivar under reference has been rejected fornotification as <strong>the</strong> cultivar has not shown any superiority inyield. Moreover, <strong>the</strong> composite is not suitable to sou<strong>the</strong>rnstates and no significant data has been generated foragronomic trials on all locations.13 Sorghum CSV 24SS (SPSSV –6)The cultivar under reference has been deferred as <strong>the</strong>proposal in question has not been submitted in <strong>the</strong>prescribed pr<strong>of</strong>orma. Moreover, <strong>the</strong> cultivar underreference has been tested during <strong>the</strong> year, 2006 andidentified during <strong>the</strong> year, 2009. The reason <strong>of</strong> takingthree years delay may be explained.14 Sorghum CSV 25 (SPV 1746) The cultivar under reference has been rejected fornotification as it is not shown any significant in yield.Moreover, <strong>the</strong> cultivar under reference has been testedduring <strong>the</strong> year, 2006 and identified during <strong>the</strong> year, 2009.The reason <strong>of</strong> taking three years delay may be explained.15 Green Gram PKV AKM -4 (AKM9904)The cultivar under reference has been deferred for want <strong>of</strong>information about <strong>the</strong> date and venue <strong>of</strong> workshop inwhich <strong>the</strong> cultivar has been recommended foridentification and States covered under <strong>Central</strong> and SouthZones <strong>of</strong> <strong>India</strong>. The Committee also fur<strong>the</strong>r advised thatDirector <strong>of</strong> Research, Dr. PDVK Akola should ensurewhile re-submitting <strong>the</strong> proposal that <strong>the</strong> papers bearranged in a seriatim and proper care should be taken tosubmit proposals to <strong>the</strong> Committee in future.16 Linseed Ruchi(LCK-5021) The cultivar under reference has been deferred as <strong>the</strong>proposal in question has not been submitted in <strong>the</strong>prescribed pr<strong>of</strong>orma. Therefore, <strong>the</strong> Committee advised<strong>the</strong> sponsoring authority to re-submit <strong>the</strong> proposalalongwith <strong>the</strong> relevant data.8

Item No. 5:Registration <strong>of</strong> varieties which have been recommended for release/notification are tobe registered simultaneously with <strong>the</strong> PVP Authority.The Committee noted that <strong>the</strong> breeder who develops <strong>the</strong> variety has not take any initiative forpreparing <strong>the</strong> documents and not following <strong>the</strong> relevant procedures to register <strong>the</strong> variety with <strong>the</strong> PVPAuthority so as to protect <strong>the</strong> public variety. After <strong>the</strong> in-depth discussion with regards to time to be takenfor preparing <strong>the</strong> documents to register with <strong>the</strong> PVP and to submit <strong>the</strong> proposal for release andnotification, it was decided that whenever <strong>the</strong> variety entered into AVT 1, <strong>the</strong> breeder simultaneously hasto prepare <strong>the</strong> document for registering <strong>the</strong> public variety with <strong>the</strong> PVP. <strong>Sub</strong>-Committee advised that <strong>the</strong>breeder concerned to expedite <strong>the</strong> procedure along with <strong>the</strong> AVT trials in advance so that registrationprocess with PVP will be started. It was also resolved that <strong>the</strong> breeder concerned should take initiative toregister hybrid as well parent lines with PVP. Whenever <strong>the</strong> proposal to be submitted by <strong>the</strong> sponsoringauthority to <strong>the</strong> <strong>Sub</strong>-Committee for release/notification, <strong>the</strong>y should indicate in <strong>the</strong> proposal about <strong>the</strong>initiative taken to register <strong>the</strong> variety with <strong>the</strong> PVP in future.Item No.6:Protocol/procedure to be developed for testing <strong>the</strong> Bt. Cotton BGII, fused gene ando<strong>the</strong>r events:The Committee noted that Government <strong>of</strong> Andhra Pradesh, Department <strong>of</strong> Agriculture informedvide <strong>the</strong>ir letter No.SRC (4) 124/07 dated 23.09.09 that seed stocks <strong>of</strong> Bt. cotton BGII are being sold in<strong>the</strong> State <strong>of</strong> Andhra Pradesh large quantities to <strong>the</strong> extent <strong>of</strong> about 40 lakhs packets every year. However,<strong>the</strong>re is no procedure available to regulate <strong>the</strong> quality <strong>of</strong> such seeds by way <strong>of</strong> sampling and analyzing <strong>the</strong>same in <strong>the</strong> notified seed testing laboratories. In <strong>the</strong> meeting, Department <strong>of</strong> Seed Certification, Govt. <strong>of</strong>Tamil Nadu has provided <strong>the</strong> basic material for testing procedure for Cry 1 Ac/BG1, ELISA method forCry 1 Ac, Cry 2 Ab.BGII and ELISA method for BGII Cry 1 Ac and Cry 1 Ab and fused gene (Cry 1 Ac& Cry 1 Ab)-ELISA method for <strong>the</strong> perusal <strong>of</strong> <strong>the</strong> Committee. The Chairman <strong>of</strong> <strong>the</strong> <strong>Sub</strong>-Committeeperused <strong>the</strong> basic material and discussed with <strong>the</strong> Director, <strong>Central</strong> Cotton Research Institute, Nagpur overphone about this issue. The Chairman <strong>of</strong> <strong>the</strong> sub-Committee directed <strong>the</strong> Director, <strong>Central</strong> CottonResearch Institute, Nagpur to provide <strong>the</strong> required procedure to test <strong>the</strong> Bt. cotton BGI, BGII and fusedgene and o<strong>the</strong>r events, if any, to <strong>the</strong> <strong>Sub</strong>-Committee so as to circulate to all <strong>the</strong> state seed testinglaboratories and to follow <strong>the</strong> procedure for testing <strong>the</strong> transgenic gene at <strong>the</strong> earliest. It was also decidedthat till that time, <strong>the</strong> procedure given by Department <strong>of</strong> Seed certification, Govt. <strong>of</strong> Tamil Nadu may bekept in abeyance and not to circulate as it requires some more improvement.11


Item no.7:List <strong>of</strong> crop/varieties to be <strong>of</strong>fered for OECD Seed Scheme.The Committee noted that <strong>India</strong> became <strong>the</strong> OECD member for OECD seed scheme duringOctober, 2008. As to comply <strong>the</strong> requirement with regards to updating <strong>the</strong> annul list <strong>of</strong> crop/varieties andparental constituents <strong>of</strong> OECD, a Workshop has been convened during <strong>the</strong> month <strong>of</strong> August, 2009 inwhich list <strong>of</strong> varieties to be provided to <strong>the</strong> OECD has been prepared. Joint Secretary (Seeds), who is <strong>the</strong>National Designated Authority for OECD desired that <strong>the</strong> list identified in <strong>the</strong> Workshop has to be broughtto <strong>the</strong> notice <strong>of</strong> <strong>the</strong> <strong>Sub</strong>-committee before sending to <strong>the</strong> OECD. Accordingly, <strong>the</strong> list <strong>of</strong> varietiesidentified in <strong>the</strong> Workshop has been circulated to <strong>the</strong> all members <strong>of</strong> <strong>the</strong> Committee for perusal.The Committee studied this issue in depth and decided that <strong>the</strong> Project Coordinator <strong>of</strong> <strong>the</strong>concerned crops are to be discussed and to get <strong>the</strong>ir view on what basis <strong>the</strong>se crops/varieties are to beapproved. The issue related to parentage, registration with PVP, <strong>the</strong> impact on account <strong>of</strong> providing <strong>the</strong>list <strong>of</strong> varieties to o<strong>the</strong>r foreign countries in <strong>the</strong> absence <strong>of</strong> registration with <strong>the</strong> PVP, etc. are to be studiedin detail. Taking into consideration <strong>of</strong> <strong>the</strong> above, <strong>the</strong> Committee desired that a formal letter listing outvarieties to be sent to <strong>the</strong> OECD for Varietal Certification Scheme may be forwarded to <strong>the</strong> DirectorGeneral, ICAR from <strong>the</strong> level <strong>of</strong> <strong>the</strong> Joint Secretary (Seeds) for comments and approval as <strong>the</strong> issue underreference is out <strong>of</strong> <strong>the</strong> purview <strong>of</strong> <strong>the</strong> <strong>Sub</strong>-committee.Item no.8: Notification <strong>of</strong> Wheat variety Pusa Borlaug (HD 2967).During <strong>the</strong> discussion, with <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Chairman, Head, Seeds Science and Technology,IARI, Pusa, New Delhi, who is <strong>the</strong> member <strong>of</strong> <strong>the</strong> <strong>Sub</strong>-committee stated that IARI developed <strong>the</strong> Wheatvariety named as Pusa Borlaug (HD 2967) has not been listed for consideration in this meeting as <strong>the</strong>variety to be named after Borlaug to honor <strong>the</strong> Nobel price winner and <strong>the</strong> service rendered by him to<strong>India</strong>n farmers. It was also stated by <strong>the</strong> Head, SS&T, IARI that a World Conference is going to be held in<strong>the</strong> month <strong>of</strong> November, 2009 in which Hon’ble Minister <strong>of</strong> Agriculture, Government <strong>of</strong> <strong>India</strong>, manyprominent world famous scientists and administrators are expected to attend <strong>the</strong> meeting. Therefore, sheproposed that <strong>the</strong> variety to be considered for notification to salute Dr. Borlaug for his service rendered to<strong>India</strong>n farmers and this has to be announced in <strong>the</strong> World Conference. Since <strong>the</strong> proposal has not beenreceived for consideration, <strong>the</strong> Chairman directed <strong>the</strong> Head, Seeds Science and Technology, IARI, Pusa,New Delhi to get <strong>the</strong> proposal on fax.12


Accordingly, <strong>the</strong> proposal has been received by fax and studied <strong>the</strong> proposal in depth inconsultation with <strong>the</strong> experts. The experts stated that <strong>the</strong> variety under reference is not performing upto<strong>the</strong> mark compares to <strong>the</strong> existing verities DWR-17. The yield advantage is not at all superior over <strong>the</strong>check variety and also it is susceptible to diseases. The Committee comes to <strong>the</strong> conclusion that <strong>the</strong> IARIWheat variety Pusa HD 2967 is not at all eligible to name after Dr. Borlaug. Therefore, it is suggested that<strong>the</strong> best variety i.e. DWR-17 has to be re-named as Pusa Borlaug(DWR-17). The Chairman, <strong>Sub</strong>committeedirected <strong>the</strong> Head, SS&T to initiate necessary action to re-name DWR-17 as PusaBorlaug(DWR-17) to mark <strong>the</strong> respect to Dr. Borlaug in consultation with <strong>the</strong> Director General, ICARand subsequently Gazette Notification for amendment to re-name <strong>the</strong> variety will be issued.<strong>Meeting</strong> ended with vote <strong>of</strong> thanks to <strong>the</strong> Chair.13
