Minutes of the 54 th Meeting of Central Sub-Committee on Crop Standards, Notification andRelease of Varieties for Agricultural Crops held under the Chairmanship ofProf. S.K. Dutta, Deputy Director General (Crop Sciences), ICAR, on 24 th – 25 th October, 2009at Karnataka State Seeds Corporation Ltd., Bellary Road, Hebbal Bangalore.The Chairman, Central Sub-Committee on Crop Standards, Notification and Release of Varietiesfor Agricultural Crops welcomed members of the Sub-committee, Managing Director, Karnataka StateSeeds Corporation and special invitees. The list of the participants who attended the meeting is annexedas Annexure-I.Member-Secretary of the Sub-committee provided the account of the earlier Committee and itsfollow-up action and the particulars of the present Sub-committee issues to be discussed. The GazetteNotification in this regard has been issued vide S.O. Moreover, the composite is not suitable to southernstates and no significant data has been generated foragronomic trials on all locations.13 Sorghum CSV 24SS (SPSSV –6)The cultivar under reference has been deferred as theproposal in question has not been submitted in theprescribed proforma. Moreover, the cultivar underreference has been tested during the year, 2006 andidentified during the year, 2009. The reason of takingthree years delay may be explained.14 Sorghum CSV 25 (SPV 1746) The cultivar under reference has been rejected fornotification as it is not shown any significant in yield.Moreover, the cultivar under reference has been testedduring the year, 2006 and identified during the year, 2009.The reason of taking three years delay may be explained.15 Green Gram PKV AKM -4 (AKM9904)The cultivar under reference has been deferred for want ofinformation about the date and venue of workshop inwhich the cultivar has been recommended foridentification and States covered under Central and SouthZones of India. The Committee also further advised thatDirector of Research, Dr. PDVK Akola should ensurewhile re-submitting the proposal that the papers bearranged in a seriatim and proper care should be taken tosubmit proposals to the Committee in future.16 Linseed Ruchi(LCK-5021) The cultivar under reference has been deferred as theproposal in question has not been submitted in theprescribed proforma. Therefore, the Committee advisedthe sponsoring authority to re-submit the proposalalongwith the relevant data.8

Item No. 5:Registration of varieties which have been recommended for release/notification are tobe registered simultaneously with the PVP Authority.The Committee noted that the breeder who develops the variety has not take any initiative forpreparing the documents and not following the relevant procedures to register the variety with the PVPAuthority so as to protect the public variety. After the in-depth discussion with regards to time to be takenfor preparing the documents to register with the PVP and to submit the proposal for release andnotification, it was decided that whenever the variety entered into AVT 1, the breeder simultaneously hasto prepare the document for registering the public variety with the PVP. Sub-Committee advised that thebreeder concerned to expedite the procedure along with the AVT trials in advance so that registrationprocess with PVP will be started. It was also resolved that the breeder concerned should take initiative toregister hybrid as well parent lines with PVP. Whenever the proposal to be submitted by the sponsoringauthority to the Sub-Committee for release/notification, they should indicate in the proposal about theinitiative taken to register the variety with the PVP in future.Item No.6:Protocol/procedure to be developed for testing the Bt. Cotton BGII, fused gene andother events:The Committee noted that Government of Andhra Pradesh, Department of Agriculture informedvide their letter No.SRC (4) 124/07 dated 23.09.09 that seed stocks of Bt. cotton BGII are being sold inthe State of Andhra Pradesh large quantities to the extent of about 40 lakhs packets every year. However,there is no procedure available to regulate the quality of such seeds by way of sampling and analyzing thesame in the notified seed testing laboratories. In the meeting, Department of Seed Certification, Govt. ofTamil Nadu has provided the basic material for testing procedure for Cry 1 Ac/BG1, ELISA method forCry 1 Ac, Cry 2 Ab.BGII and ELISA method for BGII Cry 1 Ac and Cry 1 Ab and fused gene (Cry 1 Ac& Cry 1 Ab)-ELISA method for the perusal of the Committee. The Chairman of the Sub-Committeeperused the basic material and discussed with the Director, Central Cotton Research Institute, Nagpur overphone about this issue. The Chairman of the sub-Committee directed the Director, Central CottonResearch Institute, Nagpur to provide the required procedure to test the Bt. cotton BGI, BGII and fusedgene and other events, if any, to the Sub-Committee so as to circulate to all the state seed testinglaboratories and to follow the procedure for testing the transgenic gene at the earliest. It was also decidedthat till that time, the procedure given by Department of Seed certification, Govt. of Tamil Nadu may bekept in abeyance and not to circulate as it requires some more improvement.11

Item no.7:List of crop/varieties to be offered for OECD Seed Scheme.The Committee noted that India became the OECD member for OECD seed scheme duringOctober, 2008. As to comply the requirement with regards to updating the annul list of crop/varieties andparental constituents of OECD, a Workshop has been convened during the month of August, 2009 inwhich list of varieties to be provided to the OECD has been prepared. Joint Secretary (Seeds), who is theNational Designated Authority for OECD desired that the list identified in the Workshop has to be broughtto the notice of the Sub-committee before sending to the OECD. Accordingly, the list of varietiesidentified in the Workshop has been circulated to the all members of the Committee for perusal.The Committee studied this issue in depth and decided that the Project Coordinator of theconcerned crops are to be discussed and to get their view on what basis these crops/varieties are to beapproved. The issue related to parentage, registration with PVP, the impact on account of providing thelist of varieties to other foreign countries in the absence of registration with the PVP, etc. are to be studiedin detail. Taking into consideration of the above, the Committee desired that a formal letter listing outvarieties to be sent to the OECD for Varietal Certification Scheme may be forwarded to the DirectorGeneral, ICAR from the level of the Joint Secretary (Seeds) for comments and approval as the issue underreference is out of the purview of the Sub-committee.Item no.8: Notification of Wheat variety Pusa Borlaug (HD 2967).During the discussion, with the approval of the Chairman, Head, Seeds Science and Technology,IARI, Pusa, New Delhi, who is the member of the Sub-committee stated that IARI developed the Wheatvariety named as Pusa Borlaug (HD 2967) has not been listed for consideration in this meeting as thevariety to be named after Borlaug to honor the Nobel price winner and the service rendered by him toIndian farmers. It was also stated by the Head, SS&T, IARI that a World Conference is going to be held inthe month of November, 2009 in which Hon’ble Minister of Agriculture, Government of India, manyprominent world famous scientists and administrators are expected to attend the meeting. Therefore, sheproposed that the variety to be considered for notification to salute Dr. Borlaug for his service rendered toIndian farmers and this has to be announced in the World Conference. Since the proposal has not beenreceived for consideration, the Chairman directed the Head, Seeds Science and Technology, IARI, Pusa,New Delhi to get the proposal on fax.12

Accordingly, the proposal has been received by fax and studied the proposal in depth inconsultation with the experts. The experts stated that the variety under reference is not performing uptothe mark compares to the existing verities DWR-17. The yield advantage is not at all superior over thecheck variety and also it is susceptible to diseases. The Committee comes to the conclusion that the IARIWheat variety Pusa HD 2967 is not at all eligible to name after Dr. Borlaug. Therefore, it is suggested thatthe best variety i.e. DWR-17 has to be re-named as Pusa Borlaug(DWR-17). The Chairman, Subcommitteedirected the Head, SS&T to initiate necessary action to re-name DWR-17 as PusaBorlaug(DWR-17) to mark the respect to Dr. Borlaug in consultation with the Director General, ICARand subsequently Gazette Notification for amendment to re-name the variety will be issued.Meeting ended with vote of thanks to the Chair.13
