<strong>EPrescribing</strong> <strong>and</strong> <strong>Electronic</strong> <strong>Transfer</strong> <strong>of</strong> <strong>Prescriptions</strong>: an International Rev<strong>ie</strong>wHealth Information <strong>and</strong> Quality Authority1. Prescribing systems include GP Practice management systems <strong>and</strong>community care practice management systems which are developed <strong>and</strong>suppl<strong>ie</strong>d by system vendors after they have passed a rigorous certificationprocess.2. The N3, the New NHS Network, is the NHS national broadb<strong>and</strong> networklinking hospitals, medical centres <strong>and</strong> GPs in Engl<strong>and</strong> <strong>and</strong> Scotl<strong>and</strong>.3. The dispensing systems reside in the pharmacy domain <strong>and</strong> are thesystems used during the dispensing process in pharmac<strong>ie</strong>s <strong>and</strong> includebarcode scanners <strong>and</strong> smartcard readers.4. Pharmac<strong>ie</strong>s are obliged to contract with systems suppl<strong>ie</strong>rs for networkconnectivity to N3. The most common way pharmacy management systemssuppl<strong>ie</strong>rs use to connect to N3 is to connect large multisite organisations oraggregate single pharmac<strong>ie</strong>s through a data centre <strong>and</strong> then onwards to thenational network.5. The Transaction Messaging Service (TMS) is a service supported centrallywithin the spine. It is the NHS mechanism for routing <strong>and</strong> delivering electronicmessages to <strong>and</strong> from the intended components within the spine.6. The <strong>Electronic</strong> Prescription Service (EPS) is a component <strong>of</strong> the spine. It isa trans<strong>ie</strong>nt message store which holds the electronic messages sent duringboth the prescribing <strong>and</strong> dispensing processes.7. The Identity Agent (IA) is the service which checks users’ credentials <strong>and</strong>informs the prescribing <strong>and</strong> dispensing systems <strong>of</strong> the access rights t<strong>of</strong>unctionality for individual users. The prescribing <strong>and</strong> dispensing system usesthis information to allow users access to functionality within the respective ITsystems.8. The Personal Demographics Service (PDS) contains demographicinformation on users <strong>of</strong> the NHS, including name, address, associateddemographics <strong>and</strong> nominations <strong>and</strong> holds a unique number, known as theNHS number, for each registered user <strong>of</strong> the NHS.9. NHS choices (NHSC), the website which provides access to individuals,pr<strong>of</strong>essionals <strong>and</strong> suppl<strong>ie</strong>rs to information about NHS services, holdsinformation on the level (EPT 1 or EPT Release 2) for dispensing sites.10. The NHS Prescription Service is the service which reimburses pharmac<strong>ie</strong>sfor prescriptions dispensed, where eligible.Several reasons were identif<strong>ie</strong>d for taking a gradual <strong>and</strong> phased approach toimplementing ePrescribing in Engl<strong>and</strong>. One obvious reason was the logisticalchallenges posed by an implementation <strong>of</strong> the size <strong>of</strong> the project in Engl<strong>and</strong>. The25
