Northern Irel<strong>and</strong> – EPES ArchitectureTo each prescription a 2D barcode was added which contained a unique identif<strong>ie</strong>r <strong>of</strong>the prescription, pat<strong>ie</strong>nt information, prescriber information <strong>and</strong> medicationprescribed information. Essentially all <strong>of</strong> the information on a paper prescription wasencoded into the barcode using XML technolog<strong>ie</strong>s, so rather than investing inelectronic transmission <strong>of</strong> prescription from prescribers to pharmacists the paperprescriptions were used to transmit the information.Once the prescription is presented by the pat<strong>ie</strong>nt at a pharmacy all <strong>of</strong> the informationcontained in the 2D bar code can be read <strong>and</strong> automatically transferred into thepharmacy’s IT system using commercially available 2D barcode readers. Pharmaciststhen use their clinical judgment to dispense or alter the prescription <strong>and</strong> prescription<strong>and</strong> dispensing information is fully recorded in the pharmacy, along with manualinput <strong>of</strong> the pat<strong>ie</strong>nt’s payment or claim eligibility for free medication.A full record may then be sent by the pharmacy to the central EPES database wherethe information is used to reimburse the pharmacy <strong>and</strong> to check Social SecurityAgency records for any fraudulent claims by pat<strong>ie</strong>nts. The paper prescription is alsosent to the Prescribing Pricing Division <strong>of</strong> the NHS Business Services Authority wherea full scan is made <strong>and</strong> it is added to the record on the EPES database. Finally apat<strong>ie</strong>nt’s receipt can be generated by the pharmacist <strong>and</strong> given to the pat<strong>ie</strong>nt as arecord <strong>of</strong> the transaction. Prior to the implementation <strong>of</strong> the system, in manyinstances <strong>of</strong> fraudulent activity pat<strong>ie</strong>nts initially accused community pharmacists <strong>of</strong>29
