SMONMOUTHCOUNTYheriffPMONMOUTHCOUNTYrosecutorKim GuadagnoIN NOVEMBER 2007 KIM GUADAGNO was elected to serve a three-year term as theSheriff <strong>of</strong> <strong>Monmouth</strong> <strong>County</strong>. She is the first woman to serve as <strong>County</strong> Sheriff.As chief executive and administrative <strong>of</strong>ficer <strong>of</strong> <strong>Monmouth</strong> <strong>County</strong>'s largest lawenforcement agency, Sheriff Guadagno has supervision over the 735 employees whoserve in the Law Enforcement Division, the 1,328 bed maximum security <strong>Monmouth</strong><strong>County</strong> Correctional Institution, the Youth Detention Center, the Civil Division, andthe Public Safety and 9-1-1 Emergency Dispatch Center.Of the 3,088 sheriffs’ <strong>of</strong>fices in the United States, the <strong>Monmouth</strong> <strong>County</strong> Sheriff'sOffice is the only one nationally accredited in all areas <strong>of</strong> operation and, today, continuesto maintain or exceed these nationally accepted standards.The <strong>Monmouth</strong> <strong>County</strong> Sheriff ’s Office has developed innovative programs andpartnerships including the Citizens Leadership Council, Citizen's Police Academy,Sheriff Youth Week, Prison Awareness Program, Identification Card Programs, IdentityTheft Programs, seat belt safety awareness and court security initiatives.Cooperative efforts with the Office on Aging resulted in "Senior Scan-SeniorsFighting Terrorism," "Project Lifesaver," an electronic monitoring program for peoplewith memory disorders, "Safe Surfing for Seniors," a program on Internet safety, andTriad, bringing law enforcement and seniors together to address the needs <strong>of</strong><strong>Monmouth</strong> <strong>County</strong> seniors. Partnerships with the Superintendent <strong>of</strong> Schools resultedin the "My 8 Rules <strong>of</strong> Safety" program, "Safe Surfing" - a child internet safety program,and "Reach For Your Dreams," an innovative drug and violence prevention program forintermediate and high school students.During her distinguished legal career, Ms. Guadagno served as deputy director <strong>of</strong>the New Jersey Attorney General's Division <strong>of</strong> Criminal Justice and as an Assistant U.S.Attorney, during which time the U.S. Department <strong>of</strong> Justice twice awarded her its highesthonor for her prosecution <strong>of</strong> corrupt public <strong>of</strong>ficials.Prior to her election as Sheriff, Kim Guadagno served as a Commissioner in theBorough <strong>of</strong> <strong>Monmouth</strong> Beach, and as a member <strong>of</strong> the Plannning and Zoning boards.Sheriff Guadagno graduated with honors from both the Washington College <strong>of</strong> Law,American University, and Ursinus College. She teaches at Rutgers University School <strong>of</strong>Law, Newark.Sheriff Guadagno is married and has three sons.LUIS A. VALENTINTHE COUNTY PROSECUTOR is appointed by the Governor to serve a five-year term. The<strong>Monmouth</strong> <strong>County</strong> Prosecutor's Office deals with approximately 15,000 cases annuallyand employs over 50 lawyers, 80 detectives and a support staff <strong>of</strong> more than 150. Aschief law enforcement <strong>of</strong>ficer, the Prosecutor works closely with municipal, county, stateand federal law enforcement agencies to investigate and prosecute crimes committed in<strong>Monmouth</strong> <strong>County</strong>. The Prosecutor's Office has many diverse and specialized investigativeunits which focus on violent crimes, sex crimes, child abuse, <strong>of</strong>ficial misconduct,public corruption, gangs, financial and computer crimes. The Prosecutor has the ultimateresponsibility for determining which criminal cases should be brought to trial. TheProsecutor also supervises all municipal prosecutors.Luis A. Valentin earned an undergraduate degree in Psychology from Seton HallUniversity in 1986 and a Juris Doctor from Rutgers University School <strong>of</strong> Law in Newarkin 1989. He is admitted to the New Jersey Bar and the United States District Court forthe District <strong>of</strong> New Jersey.Mr. Valentin began his legal career as an Assistant Prosecutor at the Hudson <strong>County</strong>Prosecutor's Office serving in numerous divisions within the <strong>of</strong>fice and ultimately asSenior Trial Counsel in the Sexual Assault Victim's Assistance Unit. In 1998, Valentin wasappointed as an Assistant U. S. Attorney for the District <strong>of</strong> New Jersey where he workedin the Criminal Division, Fraud and Public Protection Division and Special ProsecutionsDivision. In 2003, he was named Chief <strong>of</strong> the Violent Crimes Unit by U. S. AttorneyChristopher Christie.Mr. Valentin was nominated by Acting Governor Richard J. Codey and wasconfirmed by the New Jersey Senate Judiciary Committee and New Jersey Senate andsworn in as <strong>Monmouth</strong> <strong>County</strong> Prosecutor on July 29, 2005.Mr. Valentin serves as an executive board member on the National District AttorneysAssociation, New Jersey <strong>County</strong> Prosecutors Association, M.C. Police Chiefs' Association,M.C. Police Academy, M.C. Human Relations Commission, M.C. 200 Club, Friends <strong>of</strong> theM.C. Child Advocacy Center, and the Juvenile Justice Youth Commission.
