BARHAM, ROBERT D. CLIFTONSEATED DIRECTOR LILLIAN G. BURRYMONMOUTH COUNTY is governed by five Freeholders elected at-large for three yearterms. Each January, the Freeholders select one <strong>of</strong> their members to serve as thedirector <strong>of</strong> the board, to preside over the meetings and activities <strong>of</strong> the board.The Board <strong>of</strong> Chosen Freeholders collectively oversees five mandatoryfunctions <strong>of</strong> county government delegated to it by the state. Each freeholder is assignedresponsibility for one <strong>of</strong> the functional areas. The following are the areas assigned to theindividual Freeholders: Director Lillian G. Burry, Public Services & Regulation;Deputy Director Robert D. Clifton, Finance & Administration; William C. Barham,Public Works & Engineering; Barbara J. Mc Morrow, Human Services; JohnD’Amico, Jr., Planning, Commerce & Education.In total, the Board is responsible for more than 70 county departments.Ordinarily, the Board meets twice each month, generally on the second and fourthThursdays at 2:00 p.m. in a workshop session, followed by a formal Regular Meeting at 7:00P.M. in the Hall <strong>of</strong> Records. During the months <strong>of</strong> March through September, the secondregular meeting <strong>of</strong> the month (7:00 P.M.) is held in one <strong>of</strong> the 53 municipalities thatcomprise <strong>Monmouth</strong> <strong>County</strong>.Regular Meetings are those in which the Freeholders vote on resolutions and take formalaction on the issues on the agenda. Workshop meetings are informal discussions <strong>of</strong>items to be considered at the next Regular Meeting.
