Housing policiesThe City of Vancouver adopts the following policiesto ensure an adequate supply of housing for all economicsegments of the community. These policiesare consistent with and implement Policy Section2.0 of the Community Framework Plan, adopted byClark County and local jurisdictions, and planningpolicy 36.70.A.020(4) of the Washington GrowthManagement Act (see Appendix A).H-1 Housing optionsProvide for a range of housing types anddensities for all economic segments of thepopulation. Encourage equal and fair access tohousing for renters and homeowners.H-2 AffordabilityProvide affordable housing by formulating innovativepolicies, regulations and practices,and establishing secure funding mechanisms.Target affordability programs toward householdswith incomes below the median.H-3 Housing improvementEncourage preservation, rehabilitation andredevelopment of existing housing stock. Supportneighborhood based improvement efforts.H-4 Innovative zoningEncourage innovative housing policies thatprovide for affordable housing and maintainneighborhood character.H-5 Housing placement near services and centersFacilitate siting of higher density housing nearpublic transportation facilities and in designatedcenters and corridors.H-6 Special needs housingFacilitate housing for special needs populationsdispersed throughout Vancouver and theregion.
