1. Transition to the Helmholtz<br />
Association<br />
IFM-GEOMAR‘s transition to the Helmholtz<br />
Association was prepared at various levels<br />
throughout the year 2011. The key parameters<br />
at the administrative and political levels<br />
were:<br />
• strategic fit reviewed by the Senate Commission<br />
of the Helmholtz Association at<br />
IFM-GEOMAR on 28 February 2011;<br />
• preparation of the third phase of programme-oriented<br />
funding (POF-III). Drafting<br />
of a programme application: “The blue<br />
ocean - from the deep sea to the atmosphere<br />
(OCEANS)”. Furthermore, participation<br />
in the programme application managed<br />
by the Alfred Wegener Institute for<br />
Polar and Marine Research (AWI) as well<br />
as in the application made by the German<br />
Research Centre for Geosciences (GFZ).<br />

• adoption of a new name for the Institute:<br />
GEOMAR | Helmholtz Centre for Ocean<br />
Research Kiel;<br />
• signing of the Consortium Agreement by<br />
the Federal and State Ministries and the<br />
Cooperation Agreement KAIMS (CAU/<br />
IFM-GEOMAR) at the Representation of the<br />
State of Schleswig-Holstein in Berlin on 9<br />
May 2011;<br />
• adoption of the Establishment Act, taking<br />
the Institute‘s petition as presented by the<br />
State Government on 26 August 2012 into<br />
consideration;<br />
• advertisment of the newly created position<br />
of Administrative Director, appointment of<br />
a Selection Committee;<br />
• approval by the General Assembly of the<br />

Helmholtz Association to accept the Institute<br />
in the Helmholtz Association as from 1<br />
January 2012;<br />
• first successful proposals for funding by<br />
the Helmholtz Association. This included:<br />
funding for applications within the scope of<br />
Calls for Proposals issued under the Initiative<br />
and Networking Fund: junior research<br />
group “Marine and Atmospheric Chemistry”<br />
led by Dr. Christa Marandino, financial support<br />
for equipment to ensure excellence<br />
and appointment of Professor Heidrun<br />
Kopp to a professorship (W3) for “Marine<br />
Geodesy”, financial support as part of<br />
the appointment of Professor Anja Engel,<br />
Helmholtz Russia Joint Research Group<br />
“European and Russian Extreme Events:<br />
Mechanisms, Variability and Future Climate<br />
Change (EUREX)” by Professor Douglas<br />
Maraun;<br />
• basic concept for a new Corporate Design<br />
for GEOMAR was completed and implemented;<br />
• Administration Department and auditors<br />
for GEOMAR prepared the switch to commercial<br />
accounting (Doppik double-entry<br />
accounting system) as from 1 January<br />
2012;<br />
• definition of the starting values for GEO-<br />
MAR in the Helmholtz Association for the<br />
years 2012 to 2014. The increase in the<br />
starting value at the beginning of the programme-oriented<br />
funding in 2014 amounts<br />
to € 7.8 mio. plus investments in the<br />
amount of € 3.9 mio.. In addition to the<br />
progressive increase in the starting values<br />
for the years 2012 and 2013, investment<br />
funds in the amount of € 3.5 mio. and<br />
€ 3.7 mio. respectively were approved for<br />
the years 2012 and 2013.<br />
