President’s Message MessageDear Colleagues,For the most part 2009 has indeed been a busy andchallenging year for many. It is good to see someupturn in the world economy which has also seen thereserves of ISRRT improve as well.You will see from the Reports from the Boardmembers that they have been working hard intheir various portfolios on your behalf – it is worthremembering that they are also working daily in fulltime employment so spend much of their spare timeon ISRRT activities.You will also sadly have read an Obituary forPeter Lloyd, the late husband of our Director ofEducation. Peter died in September 2009, and wesend our sincere condolences to Cynthia. Many ofyou will have met and even worked with Peter onISRRT projects. His good natured enthusiasm madehim great fun to be with and he will be sadly missedby us all.Sandy Yule, our CEO, will mention in his report,the ISRRT Board Meeting which was held in HongKong earlier this year July 2009 and was a productiveand concentrated two days of activity. While it isan expense for the Board to meet it is essential foroverall management and planning. We plan a locationbased on the cheapest fares and access and thankMaria Law and the Hong Kong Poly U for theirsupport as well as the Hong Kong Societies whohosted us for an evening.I was invited to represent the ISRRT at theAnnual National Meeting of the Canadian Societyin June 2009 and present the Address at the OpeningSession. It was a good opportunity to join with theCanadian Council Member Rita Eyer to promote theinternational education work of ISRRT and to alsothank the Canadian Society for their generous andstrong support of ISRRT. They were very generousand warm hosts during my visit.I was also able to meet with the representativesof the Society of Radiographers at the UK meetingand meet with the staff at the John Rylands Libraryof the Manchester University to discuss and sign theagreement for them to officially hold the materialforming the Archives of the ISRRT. This material willbe used as the basis of a formal History of the ISRRTwhich will be produced to mark the 50th Anniversaryof the ISRRT to be celebrated in Canada in 2012.Of more practical benefit however is the workbeing done on the educational front in many locationsfrom Tanzania to Fiji – Cynthia Cowling, CaesarBarare and Jenny Motto headed up a team which hasbeen widely commended for its work with QA inDigital Imaging and we hope this will be the basis forongoing projects. The Fiji project in conjunction withWorld Health has been similarly acknowledged andwe thank Soji from the Fiji School of Medicine forhis work on this project.You will also have been advised of the recentrecognition of the role of ISRRT by the RadiologicalSociety of North America (RSNA). We are seen asthe focus for Technologists internationally and this isan excellent fit with the plan to increase activities forTechnologists at the RSNA Meeting. Our AmericanSociety colleagues are also increasing their exposureat the RSNA Meeting so it now becomes a veryworthwhile event on the Technologists calendar.Cynthia Cowling and I will be presenting materialwith an International focus at the Associated SciencesForum and giving those attending increased accessto ISRRT. We also offer any Society Representativesattending the RSNA Congress the opportunity to joinus for an informal Meeting of interested Societies– a forum to exchange current issues affectingtechnologist Societies internationally. The date, timeand location are available from the CEO.We have also strengthened our relationship withboth the World Health Organisation (WHO) andThe International Atomic Energy Agency (IAEA).We have invited Dr Madan Rehani, an expert onRadiation Protection from IAEA to attend our WorldCongress in 2010 and to be part of a focus of thisimportant issue. Secretary General GeneralFollowing the site visit to The Gold Coast inAustralia to view the excellent facilities to be usedfor the World Congress in 2010 I spent a busy fewmonths attending meetings and of course in preparingfor and taking part in the ISRRT Board meeting inHong Kong in July. It was an extremely successfulmeeting and a summary of the decisions taken isavailable on page of this issue.In May I attended two meetings in Geneva. Thefirst was a meeting of the Global Steering Groupof which then ISRRT is a permanent member. Onthis occasion I was accompanied by the ISRRTDirector of Education, Cynthia Cowling. The secondmeeting was the WHO General Assembly and I metwith representatives from other Non GovernmentalOrganisations. This meeting enables an exchange ofviews to be made with international organisationswho have similar aims and objectives as those of theISRRT.The ISRRT Archives have been on the Boardagenda for some years now. Because of the fact thatthe position of the CEO has been located in differentparts of the world has made it difficult to find asuitable repository for the Archives. I am pleased tosay that following lengthy discussions and a finalmeeting in May it has been agreed that the ISRRTArchives will be looked after by the John RylandsUniversity\Library in Manchester. They will behoused in a custom-built Repository and will beavailable for research purposes.The United Kingdom Radiological Congress tookplace in Manchester in early June. Unfortunately dueto another commitment I was only able to attendon one day. However the booth was ably staffed bythe ISRRT President Robert George and by my wifeAlison. Robert George delivered a paper and mademany excellent new contacts and also meeting withnew and old colleagues.Following the Board meeting in Hong Kong Ispent a ten day holiday in France in August duringwhich time I managed to keep up with my ISRRTemails in various Internet Cafes.In September I attended the first conferenceof The International Association of ForensicRadiographers (IAFR) and was invited to give theopening address. The IAFR is an up and coming,progressive organisation and now has members on allsix continents. It is recognised as the special interestgroup for forensic radiography by UK Society andCollege of Radiographers, the South African Societyof Radiographers, the Irish Institute of Radiographersand the American Society of Radiologic Technologistsas well as the ISRRT and is to be congratulated on itsachievements. Imaging is playing an increasing rolein forensic science and with the increasing regulationsit is important that the radiological professions rise tothe challenges ahead. Forensic radiography requiresthe production of high quality examinations withscrupulous attention to detail and it will be veryworthwhile visiting the website www.afr.org.uk.Also in September I had the opportunity tomeet with the Senior Managers of GE Healthcareand ELEKTA to discuss future sponsorship. Bothcompanies are Corporate Members and in additionGE Healthcare funded the translation of thenewsletter into French and Spanish and ELEKTAhave sponsored the ISRRT website for the past fouryears. I must also mention the excellent support givenby Philips Healthcare in providing access to identifiedcountries to the “International Access to Learning”online courses.I will mention three important areas in whichthe ISRRT have been active in promoting during2009. Firstly the ISRRT are now accepted as part ofthe Associated Sciences programme at the RSNA.Radiographers and Technologists who belong tomember societies of the ISRRT are now entitledto become members of the RSNA and details andadvantages of being a member are to be found on theRSNA website www.rsna.org. Secondly the ISRRTis now recognised as a member of the “Alliancefor Radiation Safety in Pediatric Imaging” and the“Image Gently” campaign. The Image gently website(www.imagegently,org) has recently been updatedwith new content.Thirdly the ISRRT actively promoted WorldRadiography Day, 8th <strong>Nov</strong>ember, 2009 and produceda poster and logo: “Radiographers Care About YOURProtection”. This continued with the theme of the“Image Gently” campaign by raising he awarenessof everyone about radiographic imaging and therapyand the crucial role they play in the diagnosis and thetreatment of patients and, most importantly, ensuringradiation is kept to the minimum required, henceimproving the quality of patient care.Finally I will briefly comment on the ISRRTSurvey which took place during 2009. The Survey hasbeen completed, the results analysed by an independentcompany and distributed to all Member Societies. ReportRegional Western Pacific workshopQuality Assurance For Radiographers and Practice andProtocols in General and Vascular UltrasonographyFiji, June 16-26, 2009Report by Cynthia Cowling, ISRRT Director of EducationISRRT collaborated withWHO and the Fiji Schoolof Medicine (FSM)to run two workshopsfor radiographers in theWestern Pacific Region.Although based in Fiji,the participants` camefrom seven small Pacificnations, Kiribati, Tonga,Samoa, Solomon Islands,Vanuatu, Nauru, as well asFiji itself. The majority offunding came courtesy of WHO, whose principle leadersin the region, Drs Ken Chen and Juliet Fleischl are strongsupporters of the work done by health professionals suchradiographers. The workshops could not have happenedwith out the organization, commitment and passion of SojiAbijulu, the Head of Medical Imaging at FSM.The responsibility of ISRRT was to provide instructionfor practical, application based workshops in QualityAssurance and Ultrasound. The workshops were trulycollaborative with teaching was provided by Dr TonySmith from the University of Newcastle, Peter Lloyd,Workbook author, and Maureen Philips from the Universityof South Australia in Adelaide and Nilesh Kumar fromAuckland, New Zealand, as well as ISRRT Director ofEducation. FSM Faculty members Reshmi Kumar andKriti Kaushal also providedinstruction and assistancewith practical sessions. Sojioffered valuable insightin the discussion periodsThe workshops weredivided equally betweentheory, practical anddiscussion. Evaluation ofthe QA workshop, whichwas uniformly excellent,cited the discussions asthe highlight. These wereopportunities to look at real issues through the practicalexperiences of the participants.The only concerns were that for the QA workshop ,the equipment at RSM was in such excellent repair, theattendees could not use their problem solving knowledgeto fix them!. For Ultrasound, more hands-on work was theonly concern. The importance of thorough knowledge inultrasound in order to become a first rate sonographer, wasacknowledged, with more than one participant looking intodistance based graduate programs.As with all workshops the most important personnelwere the participants. For some, this was the first continuingeducation experience for 17 years. Many were performingultrasound without any sound training background. Theproblems of distance were fundamental to the issues relatedto QA and maintenance. For both QAand US, lack of experienced medicaland clinical practitioners often means nofeedback and the feeling you are workingin a vacuum.These workshops are designed astrain the train and each participantreceived workbooks and CDs enablingthem to run these programs elsewhere. Itis always the intent of ISRRT to followup on all workshops to establish that notonly has learning occurred but that it hasbeen put into place. ReportSynopsis of ISRRT Board MeetingHong KongJuly 2009Report by Sandy YuleThe Board of the ISRRT met in Hong Kong during thethird week in July. A plan of action was agreed and themain points are set out below.The results of the Survey undertaken early 2009 werediscussed in full by the Board. It was emphasised by thePresident, Robert George, that the Survey was requestedby the Council of the ISRRT and it was important thatmember societies be given the opportunity to both seeand comment on the findings and have to opportunity todiscuss them.The Board felt that it should be seen to be listening toany proposals made by member societies. However it wasagreed that the Board would provide guidance relatingto the possible way forward particularly with respect toproposals which may involve the expenditure of fundsand with this in mind Board Officers will look at theSurvey in detail to see how it may affect their areas ofresponsibility.This information will be sent to member societiesbefore the end of 2009.An Open Forum will be held prior to the Councilmeeting in 2010 at which time a full discussion will takeplace which will be devoted to the Survey.Many other items were discussed and below is a summaryof the decisions taken.The 50th Anniversary of the founding of the ISRRT takesplace during the World Congress in Canada in 2012. Ateam will be initially set up facilitated by the presentDirector of Public Relations, Fozy Peer, to look at possiblecelebrations to celebrate the anniversary. It was alsoagreed that a history of the first 50 years of ISRRT willbe produced.Regular communications between ISRRT Officers andMember Societies is important and this will be facilitatedin the future by a blanket email every two months fromBoard Members to Societies in their Regions to updatethem on ISRRT activities.The ISRRT has been involved in many workshopsduring the last five years and it is the intention to increasethese during 2010. Board members were asked to informthe Director of Education regarding the need for workshopsin their areas in order to ensure that all Regions benefitedfrom these projects. This includes Radiotherapy, Ultrasoundand Nuclear Medicine and Professional Practice.The Director of Education agreed to consider theestablishment of funds to be provided for research purposeson an international perspective. Maria Law, Vice Presidentfor Asia/Australasia, was made Chairperson and since theBoard meeting the criteria for applying for the grant anda sum of money has been identified. The details will bepublished on the ISRRT website and in the newsletter andthe first award will be made in 2010 (see notice on right).For some time now the Board has been consideringthe setting up of an international academic accreditationsystem. To further this, a working group is being set upwhich will be facilitated by the Director of Education,Cynthia Cowling. Progress will be reported during theCouncil meeting in 2010.This year (2009) the ISRRT was accepted as part of the“Image Gently” campaign and are now actively promoting theexcellent work done by that group. In addition to radiationsafety the Board is also concerned about environmentaleffects in general. The Director of Professional Practice willproduce a policy document to demonstrate that the ISRRTis environmentally conscious and how this can be achievedand disseminated to members.The cost of producing and distributing the newsletteris increasing significantly on an annual basis and the hardcopy also contributes towards environmental waste. TheBoard will produce a detailed document outlining the costsinvolved in the production and distribution of the newsletterand the implications to Member Societies and AssociateMembers if the newsletter is produced in electronic forminstead of hard copy. Again a report and recommendationwill be given during the 2010 Council meeting.The Code of Ethics, which has been in preparation formore than two years, will be finalised and distributed prior12 ISRRT <strong>Newsletter</strong>


Repoere Reportto the next Council Meeting. The Board has asked that asmall booklet should be developed and printed for use byMember Societies.A document on The Role of a Professional Societywas discussed and it was decided that a brief documentbe prepared giving details of the areas which should beconsidered from an International perspective. Since theBoard meeting this has been finalised by the Director ofPublic Relations, Fozy Peer. The document is now on theISRRT website.The website is continually under review and severalCouncil members have suggested that there should be a“closed” section for members and this is being costed. Thewebsite “Search Facility” is also being improved..The celebration of World Radiography Day on the 8th of<strong>Nov</strong>ember is now recognised in many countries throughoutthe world and the ISRRT is anxious to promote this. It wasdecided by the Board to produce a theme and a poster as arun up to the day. The theme decided on is, “RadiographersCare About Your Protection” and the poster, produced byFozy Peer, is now on the ISRRT website and has been sentto all Member Societies. NOTICEISRRT Research FundIn July 2009, the Board of Management passed a resolution to set up the ISRRT ResearchFund to encourage research which will help to improve the standards of delivery and practicein medical imaging and radiation therapy.Details of the Research Fund will be published in the ISRRT <strong>Newsletter</strong>.Application for the Fund is now open until 31 March, 2010.Application forms can be obtained from the CEO at <strong>isrrt</strong>.yule@btinternet.com.The name of the successful applicant will be announced by 31 August, 2010.Volume 45 – No. 2 13


ReportWHO Meeting:Consultation on The Role of the WHO inDiagnostic ImagingGenevaMay 7-9, 2009Report by Cynthia Cowling, Director of EducationMany stakeholders involved in Diagnostic Imaging wereasked to attend this meeting. Sandy Yule and I attendedon behalf of the ISRRT and joined 26 other participants inGeneva. There was only one other participant representingradiographers, Olasoji Ajibulu, Head of diagnosticImaging at the Fiji School of medicine in Suva, Fiji. Theparticipants represented all sectors of imaging includingultrasound and nuclear medicine as well as organisationssuch as International Society of Radiologists (ISR), PanAmerican Health Organization (PAHO) and InternationalAtpmic Energy Agency (IAEA). Participants had beenasked to frame their presentations around The Worldhealth Report 2008 in Primary Health Care, “Now MoreThan Ever”.I will be commenting on some aspects of the discussionsand the excellent contacts andfollow ups that were achieved.Professor Peter Rinckprovided an extremely thoughtprovoking presentation whichhighlighted the lack of resourcestraditionally put to diagnosticImaging in the WHO (0.005%of the budget). He said that 80%of all expenditures on diagnosticimaging happen in 20% of theworld, and emphasised the needfor better training in QA, andmaintenance, exactly the kindof work ISRRT is involvedwith. He later spoke with meand congratulated ISRRT on theexcellent and timely report onthe digital situation in Tanzania.The report pulled no puncheswith regards to the situationthere and he felt more reports ofthis nature were in order. Thisbecame even more evident whenthe Consultation group clearlySoji Ajibulu, Cynthia Cowling, Sandy Yule.advocated the installation of digital equipment whereverpossible.Sandy had been requested to give a presentation titledThe Role of Technologists and Support Staff. His reportwas received enthusiastically and I felt that there wasgenuine interest and a realization that all the policies andprocedures will not result in improved services unless theoperators of the equipment are properly trained and givencontinued upgrading.The presentations resulted in some spirited discussion.What is the role of WHO in screening programs? Is itreasonable to promote a breast screening program globally(probably not). Is the Chest X ray returning as the screeningtools of choice in TB eradication (yes, in all probability). Isthere a place for global accreditation of radiographic andradiological educational programs?Everyone applauded the idea butrecognized that it would be anextremely complex task. Howrealistic is it to convert analogueto digital wherever possible andto introduce teleradiology to theremotest of regions? Again thiswas wholeheartedly supportedbut with the recognition thathuge infrastructure, demographicand technical problems would beencountered.Away from the discussion table,I was able to make some excellentcontacts and continue dialoguepreviously begun on a number ofprojects and ideas.Pablo Jimenez from PAHOremains very keen to workclosely with the ISRRT in QA andMaintenance issues.Dr Don Mclean of IAEA wasvery keen to see the MaintenanceContinued on page 2814 ISRRT <strong>Newsletter</strong>

ReportPACORI 2009The 5th Pan African Congressof Radiology and ImagingAbuja, NigeriaAugust 10-14, 2009Report by Caesar Barare, ISRRT Regional Director AfricaIntroductionBefore I talk about PACORI 2009, let me inform that I have had a busy time in the first half of this year. Immediately afterthe ISRRT Management Board meeting in Hong Kong, my travels took me to the Abuja, the Federal Capital of Nigeria. Thisis a blessed country in terms of both human and natural resources. Let me restrict myself to radiology; out of a populationof about 120 million, there may be only 400 radiologists and about 800 radiographers serving within the country.The Sheraton Hotel and the International Conference Centre in Abuja played host to the biennial PACORI this timearound. It was the first time this auspicious event was held in West Africa; the first four congresses were held in Kampala- Uganda, Dar-es-Salaam - Tanzania and twice in Nairobi - Kenya. This historic step has serious import that PACORI willtruly be a Pan African activity as was initially envisioned. Just to illustrate this before I narrate about PACORI 2009, thenext such session will take place in Lusaka – Zambia.Day 1This was dedicated to the traditional pre-conferenceworkshop on various medical imaging modalities mainlyon ultrasound. This was the case in Abuja. The participantswere mainly from various states within Nigeria.The LOC was kind enough to invite us later toa welcoming cocktail after a hard day’s travel andparticipation at the National Hospital – Abuja.African beauty delegates at PACORI 2009.Day 2The theme “Challenges of Radiological Practice in Africa”was aptly selected due to its current relevance in thecontinent. This was the first day of the congress whichconceded with the opening ceremony by Prof. BabatundeOshotimehin – Honourable Minister of Health on behalf ofthe Grand Patron of PACORI 2009 His Excellency Al HajUmaru Musa Yar’ Adua – President of the Federal Republicof Nigeria.Opening CeremonyIn his opening ceremony speech, thepresident commended the organisersof PACORI 2009 for hosting suchan event which is a likely forum forradiology professionals not only tointeract but share best practices anddevelop common strategies for commonchallenges with Africa. However HisExcellency was perturbed by the lackof policy or the non-implementation ofsuch on medical equipment donationto prevent the dumping of near-enduse equipment in Africa. He challenges professionals from Africato propagate homegrown solutions in conjunction withother international bodies to curb such trends. Allan made a presentation onUltrasound in Oncology, where extolled the virtues ofultrasound as not only being non-ionising but may be usedin diagnosis, staging, disease burdening monitoring duringtreatment and post-treatment assessment of disease todetermine response. Other uses would be in intraoperativeradiotherapy in liver or brain, endoluminal applicationssuch as in biopsy.The session that followed the opening ceremonywas on radiation oncology and neuroradiology withpresenters dwelling on the merits and challenges relatedto, the relationship between treatment time and dose ratein brachytherapy; microwave ablation, SPECT and PET incancer management; CT evaluation in intracranial SOLs;and tumour volume definition using carbon nanotubecoupled superparamagnetic contrasts.Day 3The sessions were moved to the magnificent InternationalConference Centre. Apart from some light humour where aprofessor publicly admonished her former student for a herpresentation that was seen as conclusive without adheringto set out research tenets, the first half on the morning wasdedicated to ultrasound with one presentation turning onthe multidisciplinary breast tumour board approach takenby the University of Ibadan Teaching Hospital. It is hasbeen demonstrated that despite not being a conclusivestand-alone modality in diagnosis, ultrasound plays a veryvital role in medical imaging and even in some cases ofJenny Motto, left, ISRRT Reg. Kawooya’spresentation on Ultrasound in Paediatric Alimentary Canal;the merits and justifications were enumerated and casestudy examples provided to support. The challenges aresimilar to those that are encountered during anytime when ahealth practitioner has to undertake paediatric work.During the mid-morning the sessions was a hotchpotch ofsorts with presentations despite the session being dedicatedto musculoskeletal, chest and digestive system imaging.There were presentations and demonstration in evaluationof lumbago using MRI and CT evaluation in obstructivejaundice.The afternoon session was dedicated to CT angiography;this was fascinating to participants as Dr Christoph Herborndelved it a subject he well conversant with. At the end, itwas concluded that the technology within the continentcan be utilised to achieve many of the examinations if theexisting applications and protocols are upgradedwithout necessarily purchase of new and expensiveequipment; this was an eye-opener.PACORI 2009 Gala Dinner Awardees. I was greatlyhumbled when the truespirit of Harambee playedjust in front of my eyeswhen a prominent member,Pastor Wole Adeoye,pledged to contribute thebalance of the remainderof the required amount to purchase the plot. This triggeredmore pledges and the international friends of ARN, yourstruly included, gave their modest contributions to theproject. When invited to speak, the regional director calledfor unity among radiographers; commended the currentARN leadership for steering the profession to such heightsdespite the challenges; called for unity of purpose withradiologists despite the almost-obvious wedge betweenthe two groups in Nigeria; embrace role extension at allcosts; and members should redeem their pledges to ensureactualisation of project Radiography House. Congratulations tothem all.Day 4Radiation protection and physics took centre stage in themorning discussions withpresenters very diligent intheir topics; thermographicand adjunct therapeutic usesof infra-red in pain alleviationamongst other conditionswere illustrated however,this could not be conclusivedue to the sample size. Theneed to match patient sizeand technique factors alludedto what best practice is inradiation protection. Fromthe emphasis on radiationprotection once can discernthat this particular areawould require strengtheningthrough capacity buildingand the enforcement arm.There was an interludewhere one of the previous


Reportnights award recipients reflected on the history of radiologyin Nigeria and the current advancement.Jenny Motto’s presentation on “Why Role Extensionfor Radiographers?” elicited a lot of discussion thatone feels that it should be a sub-theme in subsequentcongresses in Africa. The lecture covered and dweltwith the prerequisites and requisites for such right frompreparation stage, the focus and the need of the society atthat particular time. The selection criteria on who shouldundertake such role extension should be very clear. Shealso challenged radiologists not to view role extensionas competition, but complementary to service provision,hence there should be willingness to extend that role notonly to “mundane” examinations such as barium enemabut other specialisations that are in dire need for capacitybuilding.There was a dedicated session radiography in theafternoon where attendance was mainly radiographers. Thetopics ranged from challenges of equipment managementpolicies (now that many radiographers in managementpositions in Africa do not have a say in what is broughtinto their respective departments), the role of radiologyin management of accident and emergency cases, Q/A indiagnostic radiology, way forward in radiological practice(in the light of new technology such as digital radiology),CT angiography on a 16 slice spiral scanner and patientdose reduction in computed chest imaging.Pot PourriOut of the seven papers only three were presentedinterestingly by speakers from outside Nigeria; Dr E.Kiguli – Malwadde’s paper dealt on problem-based learningin Makerere University in Uganda, Dr Z. Muyinda spoke onthe prevalence of lymphoepithetial cysts and diagnosticultrasound patterns of parotid glands in HIV seropositivepatients at Mulago Hospital in Uganda, while Dr R.Nyabanda presented her findings on hypervascular liverlesions on CT/MRI at the Kenyatta National Hospital inKenya.Last Words and CommentsI did not have the opportunity to attend the official closingceremony, but as I alluded to you earlier, the next PACORIthat is in 2011 shall be hosted in Lusaka – Zambia, justwatch this space. From the attendance in Abuja, it was quitesuccessful, although a lot more was expected. My prayer isthat the PACORI 2011 LOC to start involving radiographersin substantive areas of responsible to ensure success. To theradiography leadership in Africa, try and take lead in suchevents so as you presence and contribution counts.I would wish to thank the LOC particularly Dr A.Adeyinka and Mr A. Okhiria who worked tirelessly toensure that our stay in Abuja was without much incident.To ISRRT, I wish to thank the Board for their support andwould wish it continues if not increased. ReportForensic RadiologyThe International Association of ForensicRadiographers Annual Conference 2009Manchester Conference CentreSeptember 12, 2009This year’s annual conference of the IAFR took placeat the Manchester Conference Centre on Saturday 12thSeptember 2009. The highly successful event, sponsoredby Xograph, was attended by over 100 delegates, somecoming from as far afield as Ireland, the Netherlands andeven Australia!After registration, the day began in earnest with awarm welcome from Catherine Rock, Chair of the IAFR,to all the delegates, speakers & committee memberswho had travelled from far and wide to attend the event.Catherine then introduced Sandy Yule, General Secretaryof the International Society of Radiographers & RadiologicTechnologists (ISRRT) who gave his opening address,taking examples from film and television to illustratehow important and interesting the world of forensics hasbecome to members of the general public. Sandy alsomade comparisons with some famous forensic charactersfrom literature and television, to some of the lecturers thathad kindly agreed to speak to us, proving that although theentertainment industry might make the job look easy, thejob does indeed get done by a wide and varying range ofhighly skilled and professional individuals.Before the lectures began, it was announced the FUJIhad donated a study award of £100 (A$180). As a result ofthis, one delegate was awarded a cheque to cover the cost oftheir registration fee. All names went into an envelope andthe winner was picked at random by Sandy Yule. WilliamPriestley, an APT from the Glasgow Police Mortuary, wasthe lucky recipient of the award and is seen below leftcollecting his prize from Sandy YuleWe were honoured to have the first lecture of the day,our keynote address, presented by Professor Gil BrogdonMD (pictured below), Forensic Radiologist & EmeritusProfessor of the University of South Alabama and IAFRpatron.Professor Brogdon’s lecture, entitled ‘Who are we?Where have we come from & where are we going?– Forensic Radiology: Past, Present & Future’, gave afascinating insight into the history of forensic radiographydating back to 1896 when the first forensic x-ray was shownat a conference and demonstrated how both localisationand extraction of a bullet was helped by the use ofradiography. As a result of this, both the cause and mannerof death was proved, and this would not have been possiblewithout the use of a simplex-ray. Professor Brogdonthen continued to chartthe use of forensic x-raysthrough history discussinghow they became invaluablein cases of professionalmalpractice, postal fraud& false documentationas well as how they wereused in cases against both apotential diamond thief and afraudulent diamond broker!The professor continuedshowing how radiographymade its way into the worldof forensic science and toldof how, in 1921, a document20 ISRRT <strong>Newsletter</strong>


Reportwas produced that first mentioned standardisation ofprojections, the importance of the patient’s ID on the imageand the significance of anatomical markers! The lectureentered its final stages with an insight into how imaging ofthe living came to take on such an important role in forensicradiology through the evaluation of trauma and in theinvestigation of sudden infant death. Thoughts also turnedto the future and how cross sectional imaging is makingits way into normal forensic practice throughout the worldand how in some cases ‘Virtopsy’ may even replace theconventional invasive post mortem examination.After refreshments, the morning session continued withan intriguing lecture entitled ‘The Human Jigsaw Puzzle– From Bone Age to Bosnia’ which was jointly presentedby Julie Roberts (Forensic Anthropologist) and Mark Viner(CEO of the Inforce Foundation & Honorary Treasurer ofthe IAFR). Both Julie & Mark explained how important itwas to have a systematic approach to the recovery, analysisand identification of archaeological remains. Followingon from this was Dr Nicholas Marquez-Grant, a SpecialistForensic Examiner in Anthropology & Archaeology. Hislecture, ‘Age Concern – Estimation of Age in LivingIndividuals using Radiographic & AnthropologicalTechniques’ discussed some of the issues surroundingillegal immigration and the necessity of aging peoplecorrectly, particularly those who may be involved incriminal activity or those seeking asylum.The final lecture before lunch saw Alan Puxley,Director of Planning and Training for Kenyon InternationalEmergency Services discussing the subject of personaleffects and human identification in a lecture entitled ‘FromiPod to iDentity’Mr Puxley considered the differences between itemsthat some people might discard and what others consideredto be key items of personal importance.Just before lunch, the results of a competition wereannounced that had been running via the IAFR website.IAFR had put up a prize of £1,000 (A$1,800) that wouldgo towards the cost of sending one of the members toSeattle, USA to attend the annual conference of theAmerican Association of Forensic Sciences in February2010. Members were invited to submit a forensic casestudy that they or their department had been involved in andthe winner was chosen by an IAFR selection committee.The winner was Dan Parr, Specialist Radiographer fromYork Hospitals NHS Foundation Trust. Dan chose to writeabout a local investigation that radiographers were involvedin that assisted the police and coroner in both identifyingthe victims and identifying the cause of death. Dan is seenbelow left receiving his prize from Professor Gil Brogdon.Lunchtime came along, and during this period the IAFRAGM also took place. Before the afternoon session began,a forensic text book, donated by the publishers ‘TaylorFrancis’ was presented to one of the delegates in the form ofa free raffle. Each delegate pack had a raffle ticket attachedand one of these was drawn at random. The winner, JoyThorpe, from the Sheffield Children’s Hospital, is seenbelow right receiving her prize: The Virtopsy Approach byMichael Thali from Sandy YuleThe afternoon session began with Graham Wheeler,DR & IT Product Manager for Xograph, who talked indetail about the forensic challenges and digital solutionsthat modern equipment has to deal with in difficult forensicsituations. Graham went on to refer to how their equipmenthas been used in recent archaeological investigations andin war zones by the military. Rengit SinghIt is great pleasure to report that the First NationalConference of SORRT, India was grandly held underthe Chairmanship of Mr A.P. Berry, President SORRT,on September 26 & 27, 2009. Generally such NationalConference of Radiographers are held in top Hospitalsof Metropolitan/Cosmopolitan cities. But in spite ofbeing the second largest populated country in the world,the conference was held in a small tourist town viz:Kanyakumari, in the southern most end of India in a veryappreciable manner.Even at the face of the great festival season of inIndia and also the threat of the Swine Flu epidemic, I amhappy to report that about 400 delegates from all over thecountry participated in the conference and made it a grandsuccess. The participation of world famous radiographersProf. Philip W. Ballinger, Emeritus Professor, Ohio StateUniversity, Columbus, USA who delivered lectures at theconference made it even more significant.There is a good academic feast by technologistsof the country’s top medical institutions like AIIMS,New Delhi, Christian Medical College, Vellore, TATAMemorial Hospital, Mumbai, Columbia Asia Hospital,Bangalore etc. presenting technical papers, which washugely beneficial to all participants.The inaugural function of the conference was organisedwith the customary ceremony of hoisting the nationalflag by Mr A.P. Berry, President SORRT. Mr S.A.Wajid,known as father of Indian Radiographers, was honouredwith the Marjorie Aline Gordon Award. In the conferencea Souvenir containing the messages of political leaders,leading Doctors, Government officials and advertisementof leading hospitals, Institutions, Companies etc. andscientific papers presented by various individuals wasreleased. A trade exhibition by allied companies wasinstalled where handicraft items, books etc were for sale.Important scientific posters were exhibited as well.Mr P.K. Popli of AIIMS, New Delhi arranged aQuiz Competition among the radiographers and studentsas good brain exercise, winners were presented withprizes. In the afternoon sessiona Dumb Charred show was arranged to encourage theparticipants. At the end a valedictory function was heldunder Chairmanship of Mr A.P. Berry, President SORRT.Mr Rama Genga, Manager Northern Territory MedicalImaging, Australia participated as special guest and gaveaway prizes and mementos. The session was concludedafter the National song.On the following day,Monday 28, as gesture tothe participants coming fromafar, arrangements were madefor sightseeing as the venueis surrounded by many touristspots.During the entireconference, delicious food ofvarious varieties was arrangedby Mr Kingston, Treasurer andChairperson for the CateringCommittee. The venue of theconference is in a high altitudefrom where the participantscould enjoy and witness thesunrise and sunset which hasgeographical importance atthis place. All the participantsavailed a joyous momentduring their entire stay here.As an OrganisingSecretary, I made all effortsto make the Conference asuccess leaving no stone unturned, and am confident that inthe future too, in the Asian level or International level, I canconduct any such event very successfully. The teamhas attended various meetings and activities intheir respective regions and policy documentshave been compiled and/or reviewed.‘The Role of a Professional Organization’has been compiled as a guideline and isavailable on the ISRRT website. A powerpointpresentation entitled ‘Why Radiography as aCareer’ is available from the CEO for use bymembers to promote Radiography. The criteriafor corporate membership have been reviewed.The guidelines on hosting congresses are inthe process of being updated. To promotethe ISRRT and its activities the presentation on ‘ISRRT anInternational Perspective’ and/or the flyer ‘Why Support theISRRT’ may be used. Also available are the criteria for theuse of the ISRRT logo.At the recent board meeting, it was proposed that the 50thanniversary of ISRRT be commemorated during the WorldCongress in Canada in 2012. The ISRRT was founded in1962. The history of the ISRRT is to be compiled and madeavailable by 2012. Ideas for the celebration of this event,newsworthy historical items and pictures are welcomed.The theme adopted by the ISRRT for the WorldRadiography Day celebrations for 2009 is “RadiographersCare about YOUR Protection”. This is in keeping with“Image Gently” initiative of the ‘Alliance for RadiationSafety in Pediatric Imaging’. By agreeing to become anaffiliate of the alliance, the ISRRT has agreed to:• Endorse the primary objective of raising awareness inthe imaging community of the need to adjust radiationdose when imaging children and the ultimate goal ofchanging practice.• Communicate the Alliance messages through ourorganization’s electronic and print media on specifiedrelease dates.• Communicate the Alliance’s goals to their membersand constituents through mail, email, conferences, andmeetings.• Offer contributions to the body of knowledge forpossible inclusion on the Alliance website.• Refer questions and media queries to the designatedpublic spokespersons from the founding memberorganisations.The ISRRT website is constantly reviewed and updates arerequested. Ward, Regional Director for the Americas, ISRRTThe overall objective for the attendance of the ISSRTVice President and Regional Director for the Americasto the 12th International Congress of the InternationalRadiation Protection Association congress in Buenos Aires,Argentina, October 20-24, 2008 was to develop andexpand contacts within the South American portion of theAmerica’s Region. IRPA 12 provided an outstanding forumfor making contacts in the region. The Vice President wasalso invited to participate in a scientific roundtable duringthe international congress.During the congress, Mrs Johnson and Dr Wardmet with Mr Edgar H. Nino who was an importantlink for helping to establish contacts within the SouthAmerican portion of the Americas. He is very enthusiasticabout the idea of establishing an official relationshipwith the ISRRT by assisting to organise workshops inCordoba, Argentina. We discussed how, with his help,the ISRRT would like to sponsor educational workshopsin South America as a means by which to introduce/reintroduce ISRRT to South America and to encouragenational and individual membership to the ISRRT. Mr.Nino volunteered to draft some suggestions/ideas for topicsfor a 2-3 day workshop that would be held in Cordoba,Argentina.The Regional Officers met up with the President ofIRPA, Phillip Metcalf, who we had previously met at the2008 Durban, South Africa meeting of the ISRRT. DrMetcalf invited us to attend the IRPA General Assemblyand to meet the incoming President of this organisation,Mr Ken Case. Both Dr Metcalf and Mr Case expresseda strong desire for our two organizations to continue towork together and to collaborate on initiatives in thefuture.The Vice President participated in a roundtablepresentation on “Networking in Radiation Protectionin the Americas.” She was one of seven speakersinvited to participate in the general discussion“Networking in Radiation Protection,” and ISRRT wasrecognised as an International Association representingover 300,000 radiographers and radiologic technologistsworldwide.Discussions were also held with Dr Maria del RosarioPerez, a scientist with the Public Health and Environmentsection of the WHO. She expressed a strong desire tocontinue to work closely with ISRRT and the RegionalOfficers of the Americas and PAHO on much neededprojects and initiatives in Latin America and theCaribbean.The Regional Officers had an hour meeting withthe newly elected IRPA President, Ken Case and VicePresident, Renate Czerwinski (from Vienna, Austria) todiscuss how ISRRT and IRPA could liaise with one anotherin the future.GuatemalaA very successful workshop on Radiation Protection wasjointly sponsored by ISRRT and PAHO in 2008. Thefacilitators were ISRRT’s Educational Chairperson andPAHO’s officials. This workshop accommodated Spanishspeaking radiographers from the neighboring countries inthe region.GuyanaPAHO and ISRRT are very much involved in trying torestart a radiography programme within the University ofthis Member State. There is no longer a viable society.El SalvadorThrough some assistance from an interpreter, some membersare asking for a follow-up workshop in this member state. Ithas been a few years since the last workshop. Considerationis being given to host a follow up workshop.JamaicaThis member society has been busy throughout the year,having their regular meetings and workshops. Within theyear they ended their Radiographers Week’s activitieswith a formal banquet. We wish Mrs Clennon wellin the future.BarbadosThis member society continues to play an active rolewithin the region. They have successfully planned manyactivities throughout the year. The society has been giventhe mandate by the Health Professional body to manageits own members, ensuring that continuing education andprofessionalism are strictly adhered to. The society hasbeen working with its government to accomplish thispractice for many years. The society had a very successfulRadiographers’ Week, culminating with a dinner/lecture.The guest speaker was Mr. Sergio Guilband, a radiographerfrom the U.S.A., and who is a member of the ASRT.TrinidadUSAThe ASRT continues to be a source for the region’scontinuing educational programmes. Radiographers are ableto download and study the many programmes available onthe ASRT’s website. Within the last year, two radiographersfrom the English speaking member states wrote andsuccessfully passed the American Registry’s examinationin Radiography and one person passed the Mammographyexaminations.CanadaCongratulations to the Canadian Association (CAMRT) fortheir successful bid to host the Americas Congress in 2012.The other regional member states are being encouraged tofully support this congress.The Michener Institute continues to play an integral rolein the region by hosting educational mini workshops andthree-day courses. Trinidad continues to also play an active role within theregion. They have accommodated many workshops, the lastone sponsored by ISRRT/PAHO. The Vice-President wasa featured speaker at the last conference held at the end ofRadiographers’ Week. The society has recently decided tosupport and promote the Educational Trust Fund (WRETF)by placing a link to the fund on its website. The society is tobe applauded for such a gesture. Ideally a three way collaboration betweenWHIA, ISRRT and WHO could result in the developmentand publishing of workbook based in design like the QAbook but based on simple digital equipment such as thatused in Tanzania. We will stay in close contact.Mr Bayani San Juan from the Bureau of HealthDevices and Technology in the Philippines is very keento have ISRRT involved with the improvement of QA andMaintenance in his country.Dr Lawrence Lau is keen to continue to explore theconcept of international accreditation of services andeducation with ISRRT.Dr Rodrigo Restrepo Gonzalez from Columbia, raised thevery important issue of radiographers or ultrasonographerswho are given very basic training so that they can practicein remote areas, infiltrating the bigger centres because oflack of regulation. This is a real problem when you createseveral levels and standards of training and a subject whichI believe the ISRRT should tackle.A moratorium was placed on all activities related todiagnostic imaging by the WHO after Harald Osttensenretired. Theafternoon continued with an absorbing lecture from JackWild (below left), Family Liaison Manager & Coordinatorfrom Greater Manchester Police, entitled The Importanceof Identity – Family Liaison & Human Identificationwhich explained about the role of the family liaison officerand how the role has developed & come into it’s ownover the years.The final lecture of the day fell on the shoulders of JohnPollard (below right), HM Coroner for Manchester South,with the title ‘Who Are You? – How the Coroner Evaluatesthe Evidence’Mr Pollard proceeded with what questions, as a Coroner,he would want answering. After we learnt how the Coronerassesses all the evidence presented to him, Mr Pollardsummed up by giving everyone some highly valuableadvice on what would be required of professionals whenproducing a statement or report, what should be included init and how it should be written. Councillor Councillor ProfileDonna NewmanISRRT Council Member, United States of AmericaI began my career in radiography in 1990. I graduated from theSt. Alexis School of Radiologic Technology in North Dakotaand worked in radiography for a year before moving to nuclearmedicine. I spent my evenings at school learning nuclear medicinewhile I finished my bachelor’s degree during the day. I have spentthe past 18 years in nuclear medicine and have earned advancedcertifications in PET, or positron emission tomography, andcardiology.In 2005, I helped start the PET and Cardiac PET departments atMeritCare Medical Group in Fargo, N.D., a 585-bed facility. I manage the PET department. MeritCarehas two PET scanners, one in the cancer center for oncology and CT planning and the other in the heartcenter. MeritCare is one of only 100 facilities in the United States performing rubidium cardiac PETscans.I have had many profession opportunities throughout my career at MeritCare including helping tostart a preceptor training program for facilities adding cardiac PET imaging. I led our PET center’saccreditation process by the American College of Radiology, or ACR. MeritCare’s oncology PETdepartment has been approved for its second three-year term by ACR and our cardiac PET departmenthas also passed accreditation.I have been a clinical preceptor, teaching nuclear medicine students in our area, and I am working witha cardiologist on a PET research project. I have had many opportunities to be involved in the purchaseof new PET equipment, and I enjoy public speaking engagements on cardiac PET and oncology PETimaging. I just finished collaborating on a national Webcast for medical centers contemplating startingcardiac PET imaging.Nuclear medicine technology has been a very exciting profession to work in and has provided me withmany opportunities for growth. I have been actively involved in my profession from the beginning ofmy career, serving on city and state professional boards before advancing to leadership roles in theAmerican Society of Radiologic Technologists, or ASRT, where I served on the Board of Directors forfive years. The course,Health Care Ethics: An Introduction has been revised.• Cardiac CT, a new Quick Self Study (QSS) course, hasalso been developed. Other QSS courses have beenrevised: Contrast Media, Computed Radiography (CR):an overview, and Cultural Competence in Health CareProvision. Mammography 1 & 2 are in the process ofbeing revised.• Working continues on several projects, two of which arethe project to develop preceptor guidelines and the otherone to develop national guidelines for maintenance ofcompetence programs.• A report on the CAMRT CT-Operation Gap AnalysisWorkgroup was released in mid-summer. This group wastasked with identifying the gaps in knowledge, skills andjudgment that exist for therapists and radiological andnuclear medicine technologists when they operate CTunits either within the context of their existing practiceand/or when they cross into another discipline’s scopeof practice. The findings in the report will inform thedevelopment of processes for technologists/therapists toachieve competency in the areas currently identified asgaps. These processes will require a variety of learningapproaches because many technologists/therapists havealready achieved various levels of competency.For International Educated Medical RadiationTechnologists (IEMRTs):A number of components of the CAMRT project addressingissues and challenges facing internationally educatedmedical radiation technologists (IEMRTs) were completedthis summer. Within this project, research to identify areasof the examination that pose the greatest challenges toIEMRTs was completed. This provided the basis for thedevelopment and publication on-line of exam preparationguides and practice exams for all four disciplines. Nationalguidelines for the establishment of support/bridgingprograms were also developed. These will be posted onthe CAMRT website and made available to all interestedstakeholders as a valuable tool in the development andmaintenance of bridging programs. CAMRT staff arehopeful of receiving additional funding to further theCAMRT’s work regarding IEMRTs. One project woulddevelop three distance education courses to address thecompetency areas where IEMRTs have the greatest difficultyin the CAMRT certification exam. A second project woulddevelop a national standard to assess whether IEMRTshave the required preparation to be permitted to write thecertification exam.Strategic Direction #2CAMRT will provide the highest possible value and serviceto its members.At our June 2009 meeting, the CAMRT Board ofDirectors received a report from Mr. John French, chair ofthe editorial board of the Journal of Medical Imaging andRadiation Sciences. He advised that• the editorial board restructuring was now underway• that a reciprocal agreement with the Society andCollege of Radiographers to exchange access to eachother’s journals was now in place• an agreement on collaboration with the AustralianInstitute of Radiology regarding each organization’sjournals was at the discussion stage• The Journal of Medical Imaging and Radiation Sciencesis now available on line.Strategic Direction #3CAMRT will promote the profession and encourageprofessionalism in the practice of medical radiationtechnology.Professional Practice:The CAMRT Director of Professional Practice, MarkGiven, continues to make great strides in this area forCAMRT members. The research on these guidelines hasbeen completed and will be examined at the forthcomingmeeting of the CAMRT Professional Practice AdvisoryCommittee in October 2009.• A continuum of practice symposium is planned for laterin the fall of 2009, to examine with all stakeholdersthe variances in definitions of the various levels ofpractice from province to province. Work continueswith the Canadian Association of Radiologists (CAR)on a collaborative approach to the advanced practiceinitiative for radiological technologists.Strategic Direction # 4The CAMRT will advocate on behalf of the MRT professionto influence public policy and to address issues that impactthe profession, the health care system and quality of patientservices.Advocacy:The CAMRT continues to address with the federalgovernment the concerns of membership with respect to theongoing shortage of supplies of medical isotopes and hasbeen sought out by the media for comment on the impactof the shortage. CAMRT submitted a brief to the Houseof Commons Standing Committee on Natural Resourcesoutlining concerns related to both patient care and theimpact of the shortage on health human resources. A newCritical Issues section of the CAMRT website has beencreated in order to provide weekly updates from HealthCanada and industry forecasts on current isotope supply.The first phase of research associated with the initiativeto rebrand, or strengthen the image of our profession,began shortly after our Annual General Conference with the assistance of an external consulting group. I havebeen fortunate to have been named Chair of the CAMRTRebranding Committee so will be working very closely withthis consulting group and the CAMRT Director of Advocacy,Communications and Events, Mrs. Leacy O’Callaghan-O’Brien. All CAMRT members are encouraged to ‘havetheir say’ with respect to the image of the profession, byparticipating in an online survey that we began to conductin September and by joining focus groups that have beenscheduled throughout Canada over the course of the nextfew months.Communications and Events:• A new design for the website home page is in theprocess of being developed and a new e-news has beenadded to the CAMRT communications product line.• CAMRT now has six listservs- one for leadership,education, radiation therapy, mammographers,interventional radiographers- and just newly addedradiationsafety officers.• As well, Facebook pages for both CAMRT in generalas well as for the Journal of Medical Imaging andRadiation Science are now available.• CAMRT has partnered with the U.K based organisation,Professional Association Research Network (PARN)to create an online survey on membership usage of theinternet and social network sites.• The CAMRT Annual General Conference in Vancouverwas very successful from both an educational andsocial perspective – and ISRRT President RobertGeorge provided a sensational Keynote Address for ourconference. She iscurrently employed as the radiotherapymanager for a private hospital groupand is based in Durban. We wish herwell in this new position.Radiographers who served on the Professional Boardfor Radiography and Clinical Technology of the HealthProfessions Council of South Africa (HPCSA) were in thepast elected by radiographers. As of 2009, the Minister ofHealth will be appointing the 5 members to serve on thisboard. This board will serve for a period of 5 years.The new four year degree qualifications, includingthe Masters and Doctorate degrees for all four disciplines(i.e. Diagnostic, Radiotherapy, Nuclear Medicine andUltrasound) have been approved by the South AfricanQualifications Authority. Many tertiary institutions havealready started re-curriculating for the new degrees. This isquite an exciting time for educational institutions as it willallow them to refine their curriculum to meet the demandsof the new technological era currently experienced inRadiography.SORSA is committed to providing CPD opportunitiessuch as seminars and workshops, for radiographers atbranch level, at least twice a year. Such activities areaccredited by SORSA allowing awarding of ContinuingEducational Units (CEU’s) per event. These CEU’s areneeded by radiographers to maintain Board registration.In addition there is a growing demand for directed readingprograms (DRPs) from members and non members alike.Directed reading programs are self-directed exercises thatallow radiographers to obtain CEU’s after reading an articleand completing multiple choice questions. Thisrecommends that imaging should not be performed solelyfor producing souvenir <strong>images</strong> of the embryo or foetus.European activityThe SCoR is an active member of the recently formedEuropean Federation of Radiographer Societies (EFRS).There are a number of Europe-wide directives and legalframeworks that affect radiography and the Federationis able to present a unified voice for radiographers. Mostnotably, the Directive dealing with radiation protection iscurrently being reviewed. Radiographers are obviouslycentral to enacting the regulations that refer to medicalapplications and we are actively involved in the consultationprocess of the revision process. Another Directive that hasbeen causing anxiety in the diagnostic imaging communitydeals with safety implications of electromagnetic fields. TheSCoR alongside other EFRS members has been workinghard to ensure that the implementation of the Directive doesnot falsely restrict clinical MRI practice while ensuring thehighest standards of safe practice.ISASThe Imaging Services Accreditation Scheme (ISAS) waslaunched at the UK Radiology Congress in June. The Schemeoffers the opportunity for diagnostic imaging services of allsizes to examine their practices and procedures against aset of standards. These standards were developed jointlyby SCoR with the Royal College of Radiologists. There isa great deal in the concept of measures for clinical qualityin the UK and this scheme is the first to be built entirely onstandards conceived and generated solely by professionalbodies.
