Secretary General GeneralSince my last report I have attended severalmeetings along with the ISRRT President Mr RobertGeorge. These meetings have been reported byRobert George but I would like to re-emphasise theimportance of these meetings and the agreementsreached. Robert and I have continually kept in touchthroughout the months using SKYPE which hasproved of great benefit and is cost free.In late December 2008 I attended an importantmeeting in Geneva accompanied with PaiviWood. This was a meeting with the World HealthOrganisation and many international organisationsand was concerned with furthering diagnostic andtherapy provisions and educational facilities globally.In <strong>May</strong> 2009 a further meeting will be held at theWHO headquarters where the role and work ofthe radiographer in all areas of the world will bediscussed. The results of this meeting will be reportedin the next issue of the newsletter.Following our very successful first time presence atthe RSNA as part of the Associated Sciences groupwe are now fully participating in the educationalprogramme at this event. In January this yearProfessor Michael Ward represented the ISRRT at theprogramme planning session for 2009.Our attendance at the European Congress ofRadiology in Vienna in March 2009 gave usthe opportunity to meet with officers from theInternational Atomic Energy Agency. These contactsare extremely important related to the participation ofthe ISRRT in medical radiation protection issues andalso results in continuing co-operation and supportfor workshops. While in Vienna we met with thenewly formed European Federation of RadiographySocieties and with several companies related to futuresponsorship.During April I participated in a site visit to thevenue for the ISRRT World Congress in 2010.This Congress will be held on the Gold Coast inAustralia which is a great location. There is goodaccess from all areas of the world and those attendingwill be rewarded by excellent facilities, lecturesprogramme and social activities. In addition therewill be ISRRT Board and Council meetings duringwhich several important issues will be debatedincluding the future structure and organisation on theISRRT. The Congress is being held in conjunctionwith the Australian and New Zealand Societies ofRadiography and is sure to be a great success. Pleasevisit the website www.<strong>isrrt</strong>.org for full details of theCongress.The ISRRT website keeps me busy but I wouldencourage everyone, particularly ISRRT Councilmembers, to provide me with news and stories whichI can include on the website. The website can only bekept up-to-date by your co-operation, and informationis welcome. The website has been supported byELEKTA Company for the past three years and I amvery pleased to report that this company have agreedto continue this support.The online continuing education programme which issupported by Philips is proving to be a great successand it is hoped to extend this in the future. Thanksare due to the ISRRT volunteers who give of theirtime for this venture and to Philips for providing thefacility.I have good news and bad news regarding thenewsletter. First of all I must apolgise to many ofour subscribers and Associate Members who haveeither received the last edition of the newsletter lateor not received it at all. This was due to a changein the management of the publisher resulting inthe newsletter not being supported. All newslettersshould now have been posted and I would appreciateit if you would contact me and let me know if youhave received the second edition of 2008 or not. Thepublishers, as compensation, did not charge for theprinting of that edition.The good news is that the first edition of thenewsletter will be published in French and Spanish.This is a trial project and will be initially availableon the ISRRT website late <strong>May</strong>. Report2008 a successful year educationallyReport by Cynthia Cowling, ISRRT Director of Education2008 was an active and successful year educationally. Thehighlight of the year must be the Durban Congress wherea varied and professional program allowed all participantsto enjoy a high standard of radiography education. Afull program included everything from Role extension;Clinical audits; Advanced Practice in all modalities, tosimple teaching tools in Cote D’Ivoire and becomingan article reviewer. The organizing committees all did aterrific job and produced the best quality congress yet.An electronic system to acknowledgea attendance forContinuing Professional Development (CPD) was also inplace. This will definitely be a requirement for all futureworld congresses. During the Congress, teaching CDs onRadiation Safety, developed by IAEA were distributed.Copies of these excellent teaching tools are freely availablevia the ISRRT website.One result from the meetings held at Durban wasthe widening of the region Europe/Africa to includerepresentatives from each area. I am happy to report thatwe have Jenny Motto from South Africa representingAfrica and Ian Henderson from the UK representingEurope. Both bring a wealth of knowledge and expertiseand have been active already. I welcome them to ourgroup.There were other activities during 2008. There weretwo Workshops, one on Maintenance in Trinidad andTobago for the East Caribbean region and a Digitalworkshop in Tanzania. Both were partially funded byWHO or PAHO and this partnering relationship appearsto be growing and cementing. This is terrific because itbecomes impossible for ISRRT to fund these types ofworkshops with the right instructors and the relevantpeople (radiographers) attending. It is too expensive forthem to fund themselves and in some instances largedistances have to be traversed. A big thank you mustgo to all the people involved who gave so willingly oftheir time. Full reports on these workshops are or willbe publishedWe did also help fund a third workshop in FrancophoneAfrica with the able help of Philippe Gerson and FrenchAssociation. This was also on the subject of DigitalImaging and was held in Burkino FasoI want to emphasize one very important point aboutall of these workshops. They all had truly international /global input. In the case of Tanzania, The workshop wasdeveloped by a Canadian and taught by an Australian andSouth African and coordinated by Jenny Motto our Ed.Rep for Africa. The Trinidad workshop was headed by IanMcClleland from Australia and coordinated by AnushkaKattick, Trinidad and Tobago Council Member, JustinMahabirsingh and Cynthia Cowling. Participants includedthe PAHO representative in Trinidad and Tobago, and theregional PAHO Officer from Cuba.Philippe Gerson was also instrumental in a successfuleducational session at the International Congress ofRadiology in Morocco. Without his commitment (andknowledge of French!) this would have been impossibleto launch. It was extremely successful with standing roomonly for all the sessions.An important part of the mandate of the ISRRT is tobe the voice of our profession globally. The Director ofEducation gave a short presentation to the Western PacificRegion in Manila in September. It was later discovered thatthis had been video conferenced to all WHO offices in thePacific region. This helped in later discussions with WHOin Fiji this February, where a joint Workshop has beenagreed to in QA and Ultrasound with ISRRT, WHO and FijiSchool of Medicine as joint sponsors.PAHO has indicated they have funding for more QAworkshops in South America in 2009 and we will beworking with them to facilitate this activity.Materials for a CT workshop are being developedwith a draft ready for approval with the assistance of PamRowntree the Asia/Australasia educational representative .Following Tanzania, we now have some excellentmaterial to run more digital workshops. Good feedbackfrom instructors and participants will be able to make thismore relevant for the “on the ground’ delivery. We are indiscussions with WHO and hope that, should they proceedwith installation of any more digital equipment, we will bethere to provide the appropriate training for radiographersand other operators.An agreement was signed with Philips to allow accessto their online learning centre for our members and we arerunning a pilot in Estonia, India and Fiji. We have had amixed response to this and will be publishing a report. Wehave learnt much about challenges many of our membersexperience when using the internet. Thanks to Lori Boyd ofCanada for being the project officer for this venture.A databank of all education programs for our websiteis also pending. ReportProfessional Practice ReportReport by Päivi Wood, Director of Professional PracticeBSS activities ongoingRenewal of the BSS (Basic Safety Standard by IAEA) startednearly two years ago in July 2007; ISRRT participated inthe technical meeting and the process isstill ongoing. Thelatest activities have been conducted by e-mail. ISRRT,Professional Practice has been working on theterminology,mainly in the parts of the BSS that directlyinvolveradiographers. The updated BSS is awaiting release.Code of EthicsIn Durban, the frame work for the ISRRT Code of Ethicswas presented by Dr Peter White. The ISRRT boarddecided to carry on developing the code and it was givento Professional Practice to finalise it. Currently the codehas been reviewed by the board and corrective actions havebeen made. Presently the code is being circulated amongstthe Regional Coordinators for further comments. Somefurther work will be carried out and the first draft will begiven to the ISRRT Board at its meeting in July. The aimis to present the international code at the ISRRT WorldCongress in Australia 2010.European Guidelines for Clinical Audit forDepartments using Ionizing Radiation in MedicalSettingsIn Europe new European Guidelines for Clinical Audit isdue to be released. As the ISRRT Professional PracticeDirector I had the honour to be part of the Panel of Experts,representing radiographers, amongst other professionalgroups, using ionizing radiation in medical applications.The Panel of Experts had a vital role in developing theGuidelines. The Guidelines will give recommendationsto European Union countries as to how to carry out theclinical audit in radiological/nuclear medicine/radiationtherapy departments as a whole audit process, taking intoaccount all the factors that affect the safe us of radiation,from referral of the patient to the final report.WHO: Technical Meeting GLOBAL INITIATIVE (GI)RADIATION SAFETY HEALTH CARE SETTINGSHealth Department, arranged a meeting in Geneva andISRRT was invited to attend the meeting along with otherProfessional Societies with international NGO status. Thismeeting was to discuss, amongst other things, the globalinitiative: a strategic approach leading to a work plan witha set time line. It was agreed unanimously that efforts,already undertaken by various professional and scientificorganizations and societies needed to be coordinated toavoid duplication and to concentrate efforts to achieve theset targets. Indentifying overlaps, gaps and requirementswas vital with cooperation and interaction is being the wayto achieve the desired results.Our organization was represented by CEO SandyYule, who gave a presentation on ISRRT activities pastand present and highlighted future targets. I attended themeeting in Geneva as an invited speaker to speak on “Theview of radiographers and radiation technologists” in asession called Scaling-up the role of radiographers. Thissession also included talks form medical physicists.The first phase of the plan is to create an Outline of theStrategy for GI. The aim is to indentify, by consulting thevarious stakeholders, including ISRRT, on how to buildpartnerships between all the partners and to put “knowhow” and existing information together.The second phase will take place in June 2009. Thedecision was to further develop the work plan so that withinsix months from the first meeting it should be a possible tohave a general platform with terms of references, workinggroups and also have task coordinators for each set team– not forgetting budgetary considerations and ideas forfundraising.Actual Implementation of GI will then include pilotingwith the experience gathered being used. After the firsttasks have been completed the working groups will beginoperating. The timeline for this is June 2011 which includesmonitoring by the working groups and evaluating thefeedback.Three years from the start of the GI program, inDecember 2011 there should be concrete results.At this stage ISRRT will be participating in the work ofthree working groups:˙ Prevention of unintended exposures(priority given to children)˙ Human resources (education, training & staffing)˙ Reducing unnecessary medical exposuresIn December 2008 the WHO, Radiation and EnvironmentalVolume 45 – No. 1 11


ReportQuality Assurance of X-ray Equipment:Maintenance and RepairsWorkshop: Eric Williams Medical CentreMount Hope, Trinidad & TobagoJune 27-30, 2008Report by Cynthia CowlingA workshop administered and funded jointly byISRRT and Pan American Health Organization (PAHO)was successfully run at the Eric Williams MedicalSciences Centre in the last week of June. Attendees camefrom a total of ten Caribbean countries and participantsincluded radiographers(11), bio medical engineers(5) andgraduating radiography students(2).The organizing of this workshop proved formidablesince 10 separate countries were involved, each of whichhad Health Ministries that had to be properly notified. Addedto this were the complexities of PAHO administration withcountry, regional and central centres all needing to beinvolved. The ISRRT and the workshop were very fortunateto have an excellent Trinidad and Tobago Council memberAnushka Kattick- Mahabirsingh. With her husband, JustinMahabirsingh , Anoushka organized much of the facilityand teaching requirements. She had the solid support ofthe Society of Radiographers of Trinidad and Tobagoand their President Mr.Aleth Bruce. ISRRT was fortunatealso to have the active support of Vice President of TheAmericas, Mrs. Patricia Johnson in the region to ensure theworkshop did take place. Ms Marilyn Entwistle from theTrinidad and Tobago PAHO office was also instrumentalin having the Workshop successfully run and she attendedall four days of the workshop. Ileana Fleitas, PAHOregional officer from Cuba, also attended the workshopas a participant to gain better knowledge of QA in x rayequipment.“I really enjoyed attending the workshop and learned alot and have a greater appreciation and respect for thework of radiographers.”Marilyn Entwistle PAHOThe workshop was led by Mr Ian McClelland, authorof the second Workbook developed collaborativelybetween ISRRT and WHO, X-RAY EQUIPMENTMAINTENANCE AND REPAIR. The Director ofEducation, Cynthia Cowling coordinated the workshopand assisted in some of the teaching. Anoushka and JustinMahabirsingh assisted with the teaching as well as makingsure all the facilities were available. They also completeda full CD for each participant at the end of the workshop.This gave the attendees access to all the PPP and teachingmaterials so that they could run another such workshop intheir own region or country.“Ian’s method of simplifying things and most of theworkbook is quite impressive”Evaluation respondentThis was the second such workshop, first being held inIndia in 2007. The workshop was slightly streamlinedfrom the first but contained all the essential elements ofpre and post tests, instructional lectures, demonstrations,practicals and group discussions. This combination provedextremely popular with all participants who appreciated theopportunity to perform hands on tests as well as interactingwith fellow radiographers and engineers and discussingsimilar issues in the field.The mix of participants was a very positive part ofthe workshop, although initially not planned for. In thisregion, some bio medical technicians and engineers aregiven responsibility for X ray equipment without fullyunderstanding it. The workshop was a good exercise todemonstrate that learning can take place in both directionsfor radiographers and engineers/technicians.The main thrust of the workshop was to show howradiographers could maintain equipment in simple ways,use their powers of observation to notice deteriorationin equipment, and how to communicate effectively withservice engineers and managers if repair was required .Discussions and role playing emphasized the need foraccuracy of reporting and how some simple tests andrepairs can in fact be secured without the need for a serviceindividual (who may be far away or too busy to attend).One incident was recalled during a discussion period of amammography unit failing to work (for a very simple and12 ISRRT <strong>Newsletter</strong>


Reportfixable defect) precisely at the time a localbank was offering free mammogramsfor a month. It remained unfixed untilafter the offer was withdrawn. In anotherrole playing example, radiographers werevery eager to dump chemicals from theirprocessors without getting to the bottomof the problem. An administrator in thegroup quickly red flagged the increase inchemical costs.Pre and post tests were given. Thepretest result average was 69% which isquite high and indicative of the seniorlevel of most of the participants. Thepost test result,which had an increasedemphasis in the application of knowledge,was 89%. There was therefore a clearindication that learning did take place!An evaluation of the workshop bythe participants was very positive with 75 percent ormore agreely very strongly that the workshop was wellorganized, taught by knowledgeable professionals and hadexcellent catering!“Thank you for bringing this workshop to this region. It isvery much needed”Evaluation respondentOver 75% felt that information could and would be usedin their own workplace. All were extremely pleased tohave a copy of the Workbook, which they felt was wellwritten, clear and practically based. Most wanted furtherworkshops with QA, Digital, CT and Mammography themost highly rated.A final thank you for all who participated, attended andhelped make this happen. A thank you must be extendedto the supervisors and staff of Eric Williams MedicalSciences Centre who provided all the facilities for theworkshop including several x ray rooms, free of charge.Also a special thanks to CASi Health Care Technologieswho hosted delightful dinner at the Millenium Golf Clubfor all participants and volunteer helpers. It is the intentionof ISRRT to carry out follow up studies to determine thedownstream, long term affects of this workshop and tooffer it in other locations where there is a need. Report5th Baltic Congress of RadiographersLatvia, JurmalaSeptember 12-13, 2008Report by Elita Rutka, LRAA PresidentThe Radiographer Association of Latvia had thehonour to organise the 5th Baltic Congress of Radiographers.It is now several months since the 5th Baltic Congress washeld and since then there has been a long cold winter withmuch snow and now spring has come. The RadiographersAssociation of Latvia remember the warm feelings,sincerity, joy and satisfaction shown during the congressfrom both the guests and participants of the congress. Thecongress had a friendly and creative atmosphere. It was agreat event for the radiographers of Estonia,Lithuania and Latvia only a few years ago, in February15, 2003, in Parnu, the Radiographers Association ofEstonia organised the first international conference of theBaltics in honour of its 10th year anniversary. Radiographersfrom Estonia, Latvia and Lithuania participated in thisfirst congress. Our Estonian colleagues were the first ofour organisations to host the congress and gave over 200radiographers the opportunity to come together and sharetheir professional experience and discuss future plans andopportunities. The first Baltic Conference was the first oneheld by the radiographers in this regions since the regainingof the Baltic States independence.Up to now four congresses have taken place organisedin turn by the Radiographers Associations of Lithuania,Estonia and Latvia.The 5th Baltic Congress of Radiographers took placein Jurmala, a charming seaside resort of Latvia. Jurmala isthe largest resort city in the Baltic States and is well knownfor its natural treasures – the mild climate, sea, healthy air,curative mud and mineral water. The main attractions ofJurmala are in its almost 33km long white sandy beach,the large pine forest and the natural border of the city – theRiver Lielupe.497 delegates from 12 different European citiesparticipated at the congress under the main theme “QualityAssurance in Radiography: Education for Practice.”The large group photograph is of the European Federation of Radiographic Societies.14 ISRRT <strong>Newsletter</strong>


ReportThe Scope of Practice –The radiographic profession in 2008!Radiotherapy is very high on the health agenda in the UK. Radiotherapy radiographers and the SCoR in particular areworking with government agencies to improve access for patients and to ensure that innovations in radiotherapy are promptly androbustly introduced. This is providing opportunities for radiographers to take on new roles in planning and dosimetry and for thefour-tier career structure to become even more widely recognised as the basis of the very best services.Consultant practice continues to develop across the profession. There are now over 40 consultant radiographers in the UK,providing leadership, excellent clinical services and research in all speciality areas of radiography. Advanced practice is also nowvery widespread with radiographers (for example) undertaking 20% of the plain x-ray reporting across the country.The SCoR is pleased to see the establishment of the European Federation of Radiography Societies (EFRS). Sandie Mathers,our representative on ISRRT Council has also been elected as a member of the inaugural Board of EFRS. The Federation is alreadyinfluencing the European legislative process where this affects radiography. The SCoR looks forward to developing the Europeanwork alongside our commitment to the wider international agenda through ISRRT. It is clear that the two organizations arecomplementary and mutually supportive of the profession and of excellence in patient care wherever radiography is carried out.The SCoR Scope of Practice 2008 is a major piece of research about where the profession stands in the UK. There is a story atwww.sor.org/stories/radiographic-profession-2008 which has been published below.The SCoR Scope of Practice 2008 – a significant pieceof research commissioned by the Society and College ofRadiographers – provides a benchmark in the developmentof the profession.It is the clearest, most detailed picture of the radiographyprofession to date.The research was led by Dr Richard Price, Head ofSchool at the University of Hertfordshire, UK and thereport was compiled in collaboration with the Institute forEmployment Studies.Commenting on the project, Richard Price said:“Scope of Practice provides an objective view of therole of radiographers nationally and their contribution tohealthcare.”The first Scope of Practice was published in 2003 and wasbased on literature reviews and a short qualitative survey.This new study used a range of research methodologies,including an online survey, to investigate the radiographicworkforce in the primary and independent sectors, educationas well secondary and tertiary provision.“No other work has looked across the whole spectrumof the profession to the extent that this project has,”explained Richard Price.“Since the first Scope of Practice document theprofession has advanced significantly. The establishmentof consultant and advanced practitioner posts, the extent ofradiographer-led research in radiotherapy, and the quantityof research in HEIs are but three significant advances.”The research revealed a number of important findings,including:˙˙˙The number of centres adopting new roles across thespectrum of radiographic practice has continued togrow;The number of extended roles withdrawn in the past fiveyears is minimal;Radiographer-led focused abdominal sonography intrauma is being practiced at a number of centres;˙ There many new practices for radiographersevolving within the field of gastrointestinal imagingwith radiographers performing colonoscopies andsigmoidoscopies;˙˙˙˙Radiotherapy practitioners are using Grenz rays forsuperficial dermatological therapy and are providinga skin laser therapy service, for treatment of tattoos,haemangiomas, and pigmented skin lesions;Agenda for Change (AfC) was seen as both a barrierand a factor that encouraged role advancement. Itis clear, however, that there is a lack of consistencyin the application of AfC bandings across the careerprogression framework;Service need and supportive radiologists are key factorsin supporting role extension. Barriers to role extensioninclude lack of funding, dissatisfaction with AfCbandings and the attitude of some radiologists;In imaging, scope for future development may well liein community-based centres and by forming allianceswith clinicians outside the imaging department.Continued on page 30Volume 45 – No. 1 17

Prospects in teleradiologyexist with the fast development of the internet in Africa.I have seen the difference since my first trip in BurkinaFaso in 1999 where it was very difficult to call direcet toFrance and in 2008 where the modest hotel I was living inhad free Wifi available in any room.Communication technology is growing very fast,imaging too, so we need to always be ready and availablefor workshops.A new board of ABPPER was created in last August.The transition between the President M. Aoue G. Kora andhis successor was made outstandingly. This new agencyhas a lot of projects for all of the Burkina Faso radiologicaltechnologists and AFPPE and ISRRT are there to supportthem.I also want to thank Mrs Valérie Marcade from thecompany STEPHANIX and Mr Stéphane Chanois fromthe company CARESTREAM, who where in charge of allthe coffee breaks during these three days of training. Thesetwo companies and their colleagues always stand besidethe African radiological technologists and assist in everyseminar or workshop that we have organised in Africa in thelast decade.I would like to thank once again the ISRRT board forits financial and moral support. I would like to remind youthat this vocational training cost price was only 20 euros forthree days!ISRRT is a charitable organization. Its main goal is tohelp promote training all over the world but in particularfor the poorest countries. It has totally respected these maingoals.All our african colleagues, always happy and cheerful,ended the training with a pleasasnt and simple party.Mr Boniface YAO, president of ANTIMCI announcedthat the next national congress of Radiological technologistswill be held in Abidjan in April 2009.He also invited to this congress all the radiologicaltechnologists from French-speaking Africa because solidlinks now exist between all the radiological technologistsassociations of French-speaking Africa.In October 2009, the Cameroonian association willorganize in cooperation with AFPPE and ISRRT the fifthconference for French-speaking radiological technologists,which will probably take place in Douala. And then, it will beup to our malian colleagues to set up new training in Bamakoin February 2010.There are a lot of prospects of meeting for our africancolleagues, always ready to inform themselves and to followtrainings in a nice and brotherly atmosphere. ReportEffecting quality care despite our differencesPort of Spain, TrinidadNovember 1-2, 2008Report by Timothy DeanThe Society of Radiographers of Trinidad and Tobagohosted its 2008 Annual Conference on November 1-2 atthe Crowne Plaza Hotel, Port of Spain, Trinidad. The themeof the conference was “Effecting quality care despite ourdifferences” and it marked the start of the Radiographers’Week.The Opening ceremony took place on the morning ofSaturday 1st with the Honorable Minister of Health JerryNarace in attendance along with Mrs Marilyn Entwistle, theAdvisor in Health Services Administration of PAHO/WHOand Mrs Patricia Johnson (Barbados) Vice President of theAmericas of the International Society of Radiographers andRadiologic Technologists (ISRRT).The Society’s president, Mr Aleth Bruce recognizedthe dignitaries present and the many local, regional andinternational radiographers who came from far and wide tothis year’s conference. The president launched the society’swebsite (www.soradtt.com) at the opening ceremony and itmarked a significant milestone in the society’s history.Addresses by Mrs Johnson, Mrs Entwistle and theHonorable Minister followed. TheMinister gave a very heartfelt deliverywith respect to current issues in thecountry and encouraged radiographersin their development in continuingeducation, professionalism and patientcare.The Minister afterwards presentedawards to a number of retiredradiographers whom the societyacknowledged for their dedicationand commitment to the practice asradiographers in Trinidad and Tobago.Radiographers that awards weredesignated to included: Mrs Shirley St.Rose, Mrs Rajwatte Bhaggan Wegner,Mrs Lydia Baah, Mrs Gloria Ramdial,Dr Allan Regisford, Mr Alroy “Buddy”Nicholls, Mrs Marcelle Delpeche, MrsMarjorie Yates, Mrs Angela Telesford,Mrs Lilla Huntley, Mrs ConstanceRetiree Award recipients.Jodhan and Mrs Cynthia Montano.Two specially invited guests from the USA gavetheir featured presentations on both the two days ofthe conference: Ms Paula Frank, Diagnostic Directorof Radiology Department of the world acclaimed JohnsHopkins Hospital in the United States; and Mrs VictoriaHolas, Program Director of the Radiologic TechnologyProgram of the Arizona Western College also of the UnitedStates. Both of these guest presenters were sponsored bytheir respective institutions and the society commends themfor their invaluable contribution.Radiographers from public and private, local and regionalinstitutions gave world-class presentations and set the tonefor continued high standards of research and study forfellow colleagues. ReportFiji quality assuredReport by Cynthia Cowling, ISRRT Director of EducationCynthia Cowling, The Director of Educationpaid a “flying” visit to Fiji to meet with AjibuluOlusegun, Head of the Radiography program at theFiji School of Medicine. The main objective wasto confirm and organize collaborative workshopsbetween WHO, ISRRT and The Fiji School ofMedicine. This was achieved and workshops inQuality Assurance and Ultrasound will be offeredfrom June 15th-26th. Up to 12 regional Pacificcountries will be able to participate thanks to agenerous contribution from WHO. The school willhost the activity in their excellent facilities, donatedby the European Union. Mr. Olusegun runs a terrificbaccalaureate program and the workshops will be ofthe highest quality.Cynthia and her husband Peter Lloyd tookadvantage of this trip and met with radiographerson both sides of the main island of Viti Levu. A meetingwas arranged with the Society of Radiographers at CWMHospital in Suva and Cynthia and Peter were very kindlyhosted to a dinner in the Suva hinterland. A special thanksgoes to John Brown and Jone Salabucco for organizingthese functions. It provided an excellent opportunity fordialogue and gave the visitors a good sense of the realneeds of the Fijian radiographers. There seemed to beconsiderable interest in the 2010 Gold Coast congress andseveral Fijian radiographers hope to attend. ReportTanzania workshopDar Es SalaamNovember 6-8, 2008Report by Yvette HechterBackgroundFirstly, I would like to thank everyone involved withthis project and for allowing me the opportunity to playa part in it. Personally, I am enthusiastic about traininganywhere where input and involvement is positive. It wasa wonderful experience and an incredible learning curvefor all.I was encouraged by the enthusiasm and willingnessof the participants to gain knowledge as well as the twodoctors that attended the course. Equally impressive, wasthe fact that all delegates were present right up to the lastmoment on the Saturday – really a first for me!The workshop was designed by Alex Gontar,lecturer atthe Michener/University of Toronto radiological sicencesprogram with input from Ben Keir, medical physicist fromQueensland Health, Australia. Ben was lead instructor andwas also mandated to provide a preliminary analysis ofthe equipment for WHO. Jenny Motto from the Universityof Johannesburg acted as coordinator, and Caesar Barare,Board member from Kenya, provided ISRRT input.Lectures were given by Ben and myself, adapting Alex’smaterial to the specifc needs of the group. It was difficultto teach some of the digital information due to the lack ofexposure to this technology by many of the participants.In future workshops, a reduction in physics principles andmore hands on would be beneficial, although the lack ofthis very knowledge hampered the degree of success ofthe participants.I feel very strongly that we will have to follow thiscourse up with a intensive program in quality control (QC)and quality assurance (QA) in order to make the hands onfor the CR (computed radiography) more logical.At the culmination of day two we divided theparticipants into smaller groups of 5-6 people and gavethem questions on all the lectures to answer and discussamongst themselves. The feedback was amazing as well asencouraging and it was very apparent that the participantshad learnt a substantial amount. I was concerned that theirlack of knowledge of the radiographic techniques andprinciples such as the importance of kV and mAs impededthier ability to grasp all the factors.Not all the practicals could not be performed andtested to the full potential primarily due to the lack of22 ISRRT <strong>Newsletter</strong>

The ITtechnician, William, was trained by the company (CR Techfrom Israel) to do all of the previous mentioned but he doesnot have the expertise or knowledge on radiology to do this.Language is also a big problem.I was a bit disturbed by the fact that the equipmentwas donated without substantial research regarding thecapabilities of the equipment versus the needs of thehospitals in question. Ocean Road Cancer Institute needshigh quality, high resolution, digital equipment to detectthe smallest changes in cancer. Not one of the three venueswhere this equipment is installed is there any link to aworkstation, printer (medical laser or ordinary desktopprinter) or archive. Images acquired on these systems arethus futile as it remains on the hard drive of the computerattached to the digital equipment and the radiographer isunable to distribute the <strong>images</strong>. It would have been verybeneficial to have a adminstrative levelradiographer fully conversant withthe product, who could have trainedothers.I fully understand that Sub-SaharaAfrica is an upcoming and growingcontinent lacking in technology due tocosts and training, however so muchmore reason to provide equipment ofhigh quality. This would be instrumentalin broadening their horizons and buildon improving radiology (and treatmentof diseases) in these countries.support, is that high spec, reliable and user friendlyequipment should be the order of the day, especially in anoncology setup.Despite all the obstacles we faced, the workshop wasa success with the means available to us. I would like,in future, to play a part again in giving back some ofmy knowledge on digital imaging to Africa and see theprofession grow. The costsinvolved for the artwork and the logistics of sending thefolders to the different countries requiring them, madethem not such a feasible proposition.The cost to have the ISRRT <strong>Newsletter</strong> printed inSouth Africa (SA) was cheaper than at the present supplier.However, the cost to then ship the <strong>Newsletter</strong>s from SAto the members (mainly Australian) increased the costdramatically and it was found not to be financially viable.Many public relations activities are undertaken by RobertGeorge and Sandy Yule in their roles as President and CEOrespectively who promote the ISRRT extensively duringtheir travels.News from the RegionsAs per the Council resolution – Europe and Africa are tohave separate regional representatives.EuropeAt the last Council meeting there were no nominationsfor a public relations representative for Europe. Councilaccepted the proposal by the European Federation ofRadiographic Societies (EFRS) to submit a nomination forthe regional PR representative for Europe. We welcomedStefano Braico as the regional representative for Europe.Stefano is very familiar with this role as he has previouslyserved as regional Public relations representative forEurope-Africa.AfricaSumbo Oyedele was elected as public relationsrepresentative for Africa. Sumbo is no stranger to theISRRT - she has represented Nigeria as Council memberfor many years. Itwas a big event where we had the honour of the Presidentof Singapore, Mr SR Nathan to grace the Golden JubileeGala Dinner. The 2 Day Event was a big success with a totalof more than 300 participants from 6 different countriesjoining us. Mr Robert George, the president of ISRRT wasone of the invited speakers for this joyous occasion.An international certifying examination for Image andInformation Management Administrator (PACs) wasinitiated by Japan and Korea Society of RadiologicalTechnologists. An International Accreditation board wasalso formed by both societies to administer the exam. Theexam was held yearly in September. Last year, participantsfrom 6 different countries in the region; Japan, Korea,R.O.C., Hong Kong, Macao, and Thailand participated inthe exam.AmericasSean Richardson our usual busy bee for the Americas hashad a somewhat quite period – perhaps the effect of thecurrent economic recession!The contribution of the regional PR representatives isappreciated. ArticleGood morning VietnamBy Philippe Gerson, ISRRT Council Member, FranceFor about two years, a project to help train Vietnameseradiographers has been in preparation. Initiated by theEpicentre Network company, represented by Mr Nguyen,this project aims to put in relation French and Vietnamesetraining centres and in future, to develop a distanceeducation structure.Hai Duong University, located near Hanoi, started thisproject in collaboration with the radiographer school ofOrleans, represented by director Mrs Le Goazigo.In 2008, it welcomed a Hai Duong teachers delegationto do work shadowing. AFPPE was also contacted becauseof the relationship it has had with their Vietnamesecolleagues in the Hanoi area for the past 10 years.Mrs Zerroug, Director of Radiographer School in Paris,and myself joined this training project. Before beginningour work in Hai Duong we were welcomed by Dr Bernatas,Health Counsellor for the French Embassy in Hanoi, inorder to talk about the situation of radiology in Vietnam.Vietnam has some technical equipment including CT, MRI,and CR while Radiotherapy and Nuclear Medicine are lessdeveloped. PET Scan is also used in Hanoi.Thanks to the work of the GREF (group of radiologistsand teachers of French language) many Vietnameseradiologists have been trained in our territory. As forradiographers it is unrealistic to consider training themin France. It seems more useful and more productive toeducate the trainers and to structure training.To follow up that idea we met the X-ray technicians andthe radiologists’ teachers before leaving for Hai Duong.Pr Vu Long and the manager of the X-ray Departmentof Bach Mai Hospital in Hanoi met us to put together apreliminary analysis of the training needs.In Vietnam radiographers’ training is managed byHai Duong who is the director of a major asset — aAbove: Mrs Zerroug and Mrs Le Goazigo with radiographers and students26 ISRRT <strong>Newsletter</strong>

Theprinciple of teaching is the following: at the end of theirstudies students are able to x-ray patients supervised by aradiologist teacher who check the films. Patients benefitfrom reduced fees.The project to improve training has now begun so itshould be continuous and lasting.X-ray work is only open to men because of theperceived radiation hazard and the difficulty of the job.According to the country’s laws women are not allowed toundertake work which involves radiation.There is no national diploma and each university is freeto put in place a two, three or four-year training programas required. Nowadays the two-year training programis mostly designed for radiographers doing “projectionimaging” however this is being given up. Indeed with theboom of imaging (Bach Mai hospital has seven scannersand three IRM) Vietnamese universities have turned to afour-year training. It is important to mention that the lastyear is mainly dedicated to work placements.As AFPPE, we have decided to keep our relationshipwith our Hanoi collaborators in order to help them toupdate their training courses.Our first mission was in Hai Duong,where we havecontinued our work in collaboration with the local trainingteam which includes two radiologists.Finally we would like to thank all those who helped theproject in Hai Duong and Hanoi universities and forwelcoming us and sharing with us their culture. ProfileCouncillor ProfileSumbo OyedeleISRRT Regional Coordinator for Public Relations, AfricaSumbo was born April 15th, 1953 to loving parents and a close knit family.She went from one of the best girls’ schools, Queen’s School Ede/Ibadan,to study Radiography in the Federal School of Radiography, Lagos, Nigeriawhere she qualified in October, 1975 with a Diploma of the College ofRadiographers, London.Sumbo then commenced her professional journey in December 1975 asa basic radiographer at the radiology department of the University CollegeHospital, Ibadan, Nigeria where she rose to become the Deputy Director ofRadiography up till date.In her over 30 years of practice in this premier hospital and the biggesthospital in West Africa, she took time out to attend courses in management,radiation protection and especially Computerized Tomography.She trained for her Computerized Tomography course in the University of Wales, Cardiff under the tutelage ofDr Sandy Yule. She has thus used the training and experience to train over 300 radiographers in the CT Specialty.She was vice president of her national body, the Association of Radiographers of Nigeria for six years andlater became the President of the association for three years. She is now a fellow of the association.Sumbo is a familiar face at most of the international conferences, the UKRC, the ISRRT congresses and theRSNA. These outings have helped her tremendously in practice. She has been the council member representingNigeria in the ISRRT for over 10 years and she has been recently elected the Regional Coordinator on PublicRelations for Africa in the ISRRT and also the Vice Secretary of the Pan African congress of Radiology andImaging (PACORI).Sumbo is a proud mother of a daughter, Adenike who is a banker and two sons. Ward is the Associate Dean for Student Programs andProfessor for Goldfarb School of Nursing at Barnes-Jewish College in St.Louis, Missouri. He received his bachelor’s degree in Radiologic Sciencefrom St. Louis University in 1981, where he graduated Magna CumLaude. He holds a Master’s degree in Educational Administration from theUniversity of Missouri – St. Louis and a Doctor of Philosophy degree inHigher Education Administration from Saint Louis University.Dr Ward has served on and chaired numerous committees and commissionand has been very active in local, state, national and international radiologicscience organizations. At the Missouri affiliate level, he has held the officesof Treasurer, Vice-President, and twice has served as President and Chairman of the Board. In October 1987, theMissouri Society presented Dr Ward with the first “Mallinckrodt Award of Excellence” and later honored himwith “Life Membership” in 1995.At the national level, Dr Ward has served as Vice-President, President-Elect, President, and Chairman of theBoard of the American Society of Radiologic Technologists. In June of 1988, he was elevated to Fellow of theASRT and in 1996; ASRT honored him by selecting Dr Ward to be the Hartman Memorial Lecturer. This markedASRT’s 75th birthday and the 100th anniversary of the discovery of X-ray. He currently serves on the Board ofManagement for the International Society of Radiographers and Radiological Technologists and has representedthe United States Radiologic Science community as a member of the governing Council of this organizationat meetings in Tokyo, Japan; Lisbon, Portugal; Sydney, Australia; Bridgetown, Barbados; Amsterdam in theNetherlands; Hong Kong, China; Singapore, and Durban, South Africa. Dr Ward was appointed to the Board ofTrustees of the ASRT Education and Research Foundation (the philanthropic arm of the ASRT), and from 2000to 2003 was elected Chairman of the Board of the Foundation. This may also be a subject for a web discussion.Hopefully both will be part of the schedule in the ISRRTWorld Congress in the Gold Coast in September 2010.Thank you again to the many people who helped makethese activities possible. I am one of the few peopleprivileged to see just how thankful our members are forthese opportunities. Every instructor that has been involvedwith these workshops comments on the hard work andincredible commitment of the participants, often travelinglong distances, forgoing national holidays, family etc. toattend. President Case will besending a request of possible contacts for RadiationSafety Officers in various countries where they currentlyhave no representation. They are especially lookingfor assistance with strengthening relationships withRSO’s in the Caribbean. We indicated that we wouldtake his request to the entire ISRRT Board for assistancewith the IRPA request. Representatives from bothradiology associations look forward to working witheach other in the future as both organizations are lookingto protect the public and staff from unnecessary exposureto radiation. For instance:3.1 Candidates who wish to work in the province ofOntario must register with the provincial regulatorybody, the College of Medical Radiation Technologistsof Ontario (CMRTO) before applying for nationalcertification with the CAMRT.3.2 Candidates who wish to work in the province ofAlberta must register with the Alberta College ofMedical Diagnostic and Therapeutic Technologies(ACMDTT) before applying for national certificationwith the CAMRT.3.3 Candidates who wish to write the exam in the provinceof British Columbia must register as “non-Canadiantrained student members” with the British ColumbiaAssociation of Medical Radiation Technologists(BCAMRT) prior to applying for national certificationwith the CAMRT. However, assessment is done bythe CAMRT.3.4 The province of Quebec has its own certificationprocess. Candidates intending to reside and workin Quebec should contact the provincial regulatorybody, L’Ordre des technoloques en radiologie duQuebec (OTRQ).3.5 All other candidates must be registered through theCAMRT. Work ExperienceAlthough the following may change, currently theCAMRT expectations are that within the past five years,a minimum of 1950 hours of work hours is required of thecandidate. This is approximately equivalent to one yearfull-time work, Canadian employment hours. A letter ofreference from a previous employer(s) is acceptable butmust be submitted on letterhead and indicate the positionor title, job responsibilities, procedures performed anddates of employment. A possible proposed change,however, suggests a reduction in the number of hoursrequired with a clinical competency assessment basedon performance of specific imaging procedures.4. The CAMRT 2009 – 2011 Strategic Plan now featuresfour very important strategic directions that will ensureour national professional association better supports itsmembers as professionals and effectively promotes theprofession. A large number of stakeholders, includingall the provincial associations, regulatory bodies,associated physician Associations, and CAMRT officestaff, assisted the CAMRT Board of Directors in theprocess of reviewing, updating and focusing on thegoals and objectives of our Association. Here are someinitiatives as part of the strategic directions:Strategic Direction #1 –CAMRT will ensure the highestpossible standards in the national certification process andpractice requirements for each discipline.• The CAMRT Board has set the requirement foraccess to the CAMRT certification exam forgraduates of Canadian MR Programs as successfulcompletion of an educational program in MRthat has been accredited by the CMA ConjointAccreditation Services. The CAMRT will nolonger require graduates from an accredited MR2nd discipline program to have a previousCAMRT designation or an RDMS designation inorder to access the CAMRT certification exam.Graduation from the MR 2nd discipline programwill be sufficient.• There is continued strong registration in CPDprograms, with 569 registered to date for coursesso far in 2009. Over 1,700 participated in CAMRTCPD programs in 2008.• Work continues on the development of anInterventional Radiology Specialty CertificateProgram. It is hoped a portion of this program canbe ready for release in 2010.• CAMRT has conducted a survey of francophonetechnologists, including a mailing list fromQuebec, to identify quick self-study courses thatwould be of most interest. These courses will bemade available in French.• The Dosimetry 3 course has been released forthe winter 2009 term. This completes the seriesof didactic courses for the Dosimetry SpecialtyCertificate Program.• The CT Operation Gap Analysis Task Group hasrecently completed the 2nd draft of a paper thatdefines the additional training that technologistsneed in order to conduct CT procedures typicallyperformed by other disciplines. This draft iscurrently under review and will be revised basedon reviewer feedback, for presentation to theCAMRT Board of Directors at its June 2009meeting.Strategic Direction #2 – CAMRT will provide the highestpossible value and service to its members.Strategic Direction #3 – CAMRT will promote theprofession and encourage professionalism in the practiceof medical radiation technology.The CAMRT Board decided to endorse the ‘DisclosureGuidelines’ of the Canadian Patient Safety Institute (CPSI).These have been developed to address how health careprofessionals should handle talking with patients aboutadverse events.Our CAMRT Professional Practice Advisory Councilcontinues to work on• addressing the continuum of practice from aidepositions to advanced practice needs,• identifying further directions to take regardingoccupational health and safety issues• volunteering needs within professional practice• determining how technology can assist us as wemove forward.Strategic Direction #4-The CAMRT will advocate onbehalf of the MRT profession to influence public policyand to address issues that impact the profession, the healthcare system and quality of patient services.• The CAMRT has re-formed the joint committeewith the Canadian Association of Radiologiststo continue moving on the project to developadvanced practice roles for radiologicaltechnologists. Therewas a two week intensive CTcourse at the University CollegeHospital, Ibadan, a two weekMRI course at the Ahmadu BelloUniversity Zaria, also a management course for very seniorradiographers and a mammography course at Lagos StateTeaching Hospital, Lagos.All these courses were fully attended and very successfuland therefore the RRBN plans to repeat them in the year2009 for other radiographers who were not able to attend.The NNRA (Nigeria Nuclear Regulatory Authority)also had radiographers who are their department’s RSO(Radiation Safety Officers) attend a two week educativecourse on monitoring and radiation protection.The annual conference was held at the UniversityCollege Hospital, Ibadan. It was in November 2008. The50th anniversary of the association was also celebrated.The anniversary/conference was very exciting andeducative.
