We are concerned that sucha process will have liabilities that couldexist from dissolving a legal entity.”The committee also questioned howa government operation such as CarltonTrail can be turned over to “an autonomousindependent operation, which hasbeen the description of St. Peter’s College,”located in Muenster.Norris said the government is approachingthe situation with “an openmind.” While they have yet to receive aformal proposal from the institutions, ifa merger were to be tabled, then the provincewould “begin our own consultationswith stakeholders in the region.” Theywould also do research and listen to arange of groups on specific issues.The minister said moving forwardthey will focus on student’s experienceswith the goal of post-secondary educationbeing commitmentto excellence and affordability.The local group said anindication was given thatexpenditures and renovationsare occurring already- “Over $3 millionon renovations, which theCEO indicates will see St.Peter’s spend more than$1 million to accommodatea registered nursingprogram.Eliasson said, “It is ourunderstanding that theregistered nursing programhas not even beenapproved for St. Peter’s;thus the only programin the region that has approvalis the licensed practicalnursing program in<strong>Watrous</strong>. It causes us towonder about the futureof our town’s program.”Kobussen said thereare a couple of reasonswhy money is being used for a potentialnursing program at St. Peter’s College.“When the government announced intheir platform plans to expand nursingseats, we saw that as an opportunity andexpressed interest, as did others.”Once funding was announced, the collegeproceeded to begin work because Kobussensaid if they waited for approvalof the nursing program before startingconstruction, then work would not bedone in time for the start of the programin the fall of 2011.His second reason for starting thework was a funding requirement put inplace by the government, that constructionneeded to be completed by the springof 2011.Kobussen said if the nursing programdoes not get approved at St. Peter’s, itis just a matter of moving a few thingsaround. “If the RN program does nothappen, there are minor modifications tobe made.” A couple of walls and a doorwould be added to convert the eight-bedlab into a different classroom.With regards to the LPN programin <strong>Watrous</strong>, Kobussen said a month agothey renewed the lease at the facility in<strong>Watrous</strong>. “We are committed to anothertwo-year program.”That being said, a SIAST broker programis being used to look at variousprograms. “They approve instructors,course materials and teaching facilities.They made a recommendation to upgradethe facility to continue to offer theLPN course.“A decision to not offer a program isbeyond our control.” Kobussen providedan example prior to his time with CarltonTrail where a plumbing program inWhen askedif there is areason to worrythat the collegewill be shut downin <strong>Watrous</strong>,Kobussen said,“Absolutely not.We want to workin partnershipwith town councilto deliverservices andidentify whatthey wantfrom us.”Davidson was moved to Humboldt. Hesaid many people felt it was centralizingthe programs, but the case was they couldnot find a proper facility to house the programin that community.The town’s release expressed doubt onthat topic. “We see no reason to be optimisticthat regional services will continueand we suspect that once this processgoes forward services will be centralized.. . we are deeply concerned that the programsthat have been highly successfulin <strong>Watrous</strong>, such as LPN and electricians’programs are on a short leash.”Kobussen understands the concernsand said for the program it is “business asusual. We are highly committed.”When asked if there is reason to worrythat the college will be shut down in<strong>Watrous</strong>, Kobussen said. “Absolutely not.We want to work in partnership with towncouncil to deliver services and identifywhat they want from us.”Norris said, “It is my understandingthat the <strong>Watrous</strong> campus is going bekept.” However, having said that, “Untilwe receive an official proposal it is difficultto be definitive.”Kobussen said there is a “perceptionout there where merger means closure.That is not the case.“The plan has never been to close anyoffice.”A common board containinga governance structureis being set up with St.Peter’s and Carlton Trailand if a merger does not gothrough, St. Peter’s wouldcontinue on with that particulardemocratic senate.“(It is) one we believe is important,even if the mergerdoes not happen.“Should the partnershipnot happen, then theCTRC will be looking for anew CEO. In order to realizesome efficiencies, itwas felt I could wear bothhats.”Despite an attempt toreassure the community,the town committee said,“. . . our mayor and councilbelieve we need to be clearon our position. We are notsupporting the amalgamationof the regional collegesystem with St. Peter’sCollege if centralization of services is agoal.”The Saskatchewan Government andGeneral Employees’ Union also voicedtheir displeasure with how the overallprocedure has been handled.SGEU president Bob Bymoen said,“We cannot in good conscience be silentor complacent as the government movesto destroy the network of public regionalcolleges our province has a built up overthe years.”In an SGEU release, it states that a newboard will be created with positions bothappointed and elected. At least one boardposition will be reserved for a member ofthe Benedictine community.“There has been virtually no publicdiscussion about this merger, and whatit will mean both for the Carlton Trail region,and for the future of public regionalcolleges across the province.“We believe that the plan is to centralizeprogram delivery at St. Peter’s Collegein Muenster. This could mean accessibilityproblems and new additional costs forfamilies who have to send students out oftheir communities to receive training.”Norris said the release issued by SGEUwas “fear mongering of privatization. Wehave a solid track record.”The minister also acknowledged thathe received questions from one local councillor.“The questions were fair and legitimate”and that they would be answeredand returned by late last week.“This government has put a high priorityon post-secondary education.”Carlton Trail Regional College currentlyhas five branches located in Davidson,Humboldt, Southey, <strong>Watrous</strong> and Wynyard.
