KEY MILESTONES AND NEXT STEPSMilestoneFinal Specs DevelopedCommunications StrategyFinal Business entityStructureCouncil ApprovalMarketing StrategyProcurement PhaseConstruction Phase andProject OversightObjective and Timingnumber of kilometers required, the network topology and architecture as wellas the best approach in overall timing.Final specifications for the network build are required in order to understandthe construction costs associated with the required build. Objective is tovalidate all key construction assumptions and contain the risk within a +/-10% accuracy. An important element which has been identified in our Risk mitigationsection, recommends a communications strategy which addresses all of theproject’s key stakeholders. marketing/advertising campaignThis effort will finalize the operating structure of the new Fibre entity in termsof its legal establishment, reporting structure, organizational configuration aswell as identification of the operating management and the supportresources, their roles and responsibilities and respective authorities andaccountabilities.A final decision to proceed with this project will be made by council oncethe above details are finalized. This of course will depend on the council’srisk tolerance requirements. Stantec has assumed that a +/-10 accuracy is areasonable risk position requirement before a decision to proceed can bemade.A marketing/advertising campaign or strategy should be developed withelements of the communications strategy included as appropriate to raise theawareness of the business community and other stakeholders.A public tendering and subsequent procurement effort should be undertakento select the best contractors and/or consultants to complete the constructionof the fibre network and the co-location/technology centre components.Issued for construction (IFC) working drawings and tender documents wouldbe required for this effort. The construction of the network begins with a finalized WBS and schedule.City project team and steering committee would provide the project oversightthroughout the build cycle. An internal or external project manager could beused to manage the project budget and deliverables. In summary, the proposed fibre network expansion has substantial complexity and a sizable capitalinvestment for the City of Prince George. As such our recommendation is for the city to consider therecommended next steps above and make an appropriate decision regarding how to proceed from thispoint forward.Municipal Fibre Network & Technology Centre82 | P age
