Built between 1987 and 1995 by Del Webb, the community was designed for active adults, offering a varietyof extraordinary activities and amenities. The Del Webb Company was purchased by Pulte in 2001. Del Webb transitioned thecommunity to an independently governed homeowner’s association in 1995. Originally <strong>Sun</strong> <strong>City</strong> Vistoso, and for a brief time inthe 1980s called <strong>Sun</strong> <strong>City</strong> Tucson for marketing purposes, the association changed its name to the dba (doing business as) of<strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong> in 2012.This guide covers some of the community’s rules and regulations. At the time of purchase, every homeowner is presentedwith a copy of all the governing documents including: Articles of Incorporation, Covenants, Conditions & Restrictions (CC&Rs),Tract Declarations, Bylaws, Board Policies, Development Standards, Homeowner <strong>Handbook</strong> and Club Rules, Regulations &Procedures. The Board of Directors is granted the authority adopt, amend, or repeal rules and regulations as it deemsappropriate to Board Policies, Development Standards and Homeowner <strong>Handbook</strong>. Therefore, every homeowner shouldremain familiar with current rules and regulations by reading them in printed form on online on the community website.The Board of Directors is elected by the community and many specialized committees are filled by community members. Allhomeowners are invited to participate in governing the community by attending meetings and adding their voices throughdirect participation as committee or Board members.SCOV is developed around a beautiful, Greg Nash designed, 18-hole golf course with an onsite full service Café offering takeout and catering. The Aquatic & Fitness Center (AFC) boasts six tennis courts, swimming pool, spa, fitness center,racquetball, Bocce and Pickleball courts and a miniature golf course.Located next to the AFC is the Arts and Craft Center where you will find Sewing, Pottery, Woodworking, Silversmithing,Lapidary, Ceramics, Clay and the Tumbleweed room, a multi-purpose craft room. Adjoining the Center is the Gift Shop, sellingarticles produced by the many talented residents in the community.The Vistoso Center, located at 1565 E. Rancho Vistoso Blvd., houses the SCOV administration offices, library, computerlearning center, genealogy and several meeting rooms.The Mountain Vista Recreation Center, located at 1495 E. Rancho Vistoso Boulevard, has an auditorium with a large dancefloor, meeting rooms, dance studio, two kitchens, the Kachina lounge and the large outdoor Kiva patio. In addition, the DesertOasis Recreation Center located at 14650 N. <strong>Sun</strong> <strong>City</strong> Boulevard, offers a card room, reading lounge, swimming pool, twotennis courts and a basketball court. The Catalina Vista Recreation Center located at 14055 N. Del Webb Boulevard is theproud location of the pocket billiards room, arts and craft room, photo lab, table tennis, horseshoe pit, several meeting roomsand a small kitchen.SCOV's governing documents include the Master Declaration of Covenants, Conditions and Restrictions (CC&Rs), individualtract declarations, Articles of Incorporation, Bylaws, Architectural Development Standards and the Rules & Regulations.Copies of these documents are presented to each homeowner at the time of purchase through the escrow agent and mostcan be found on our website.While all residents are entitled to use and enjoy the facilities, they must respect the rights of others while so doing. See their article in the Tipster to join.Temporary RV ParkingTemporary recreational vehicle parking is provided in the lower parking lot near the Pro Shop. Parking is intended for guestswho are visiting residents, and need a place to park for a 72 hour, or less, period of time. There are no accommodations forstaying in an RV while parked in temporary parking. Registration in the administration office is required prior to parking.The governing documents prohibit parking of residents’ RVs at an individual home site except for 72 hours in a calendarmonth for the purpose of loading, unloading and cleaning.TIPSTER (Newsletter)A publication of community news and events is published monthly and available on the first day of the month. A printedTIPSTER may be picked up from the Recreation Center, AFC, Vistoso Center, Desert Oasis, Catalina Vista, Gift Shop, ProShop and Cafe. It can also be mailed to you while away, visit the administration officefor details.Website - www.suncityorovalley.comThe website provides a wealth of current information for outsiders as well as password-protected current information forhomeowners in the Members Only section.Architectural Review ComplianceCOMMUNITY STANDARDSAs a property owner in SCOV, there are certain responsibilities that must be fulfilled in maintaining the exterior appearance ofprivate property. First, every owner is expected to ensure all landscaped areas are kept neat and well maintained at all times.Second, the exterior of the home must be kept in a good state of repair, including items such as exterior paint, garage doors,fences and walls, etc. Enforcement for these requirements is the responsibility of the Architectural Review Committee (ARC), theNeighborhood Pride Committee, Community Services Coordinator and the Board of Directors.In addition, if an owner is planning to make any exterior alterations, additions, painting, landscaping changes, or anywork that might alter the exterior appearance of the home or property, an owner must first submit plans and receivewritten approval from the ARC. Homeowners are also cautioned that the Town of <strong>Oro</strong> <strong>Valley</strong> also requires permits formany major and minor alterations or repairs as well as some mundane items. It is wise to check with both the communityand Town before undertaking any work.The forms necessary for submitting plans, and staff assistance, may be obtained through the administration office. Should there bequestions about owner obligations, or for additional information, please refer to the Declaration of Covenants, Conditions andRestrictions, and the Tract Declaration received upon the purchase of the home. Code of Conduct<strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong>HOMEOWNER’S HANDBOOK…A GUIDE TO RULES AND REGULATIONSThis Code of Conduct has been established by the SCOV Board of Directors to identify responsibilities of members and theirguests when using SCOV facilities, common areas, digital and written interaction. To protect the ambiance and enjoyment for allthose who use SCOV property and interact digitally, the following actions are not permitted against any other member, guest orstaff:• The use of loud, profane, indecent or abusive language, physical abuse, threat, harassment or like activities.• Actions that result in unsafe conditions or practices, uncivil or discourteous manners, willful misconduct, or actions that unfairlyor unreasonably impair the rights or privileges of other users.• Interference with staff functions, procedures, or discipline of staff.Violations of these or any other rules of SCOV will result in disciplinary action as outlined in the CC&Rs, including but not limited to,a disciplinary hearing before the Board of Directors, suspension of membership privileges, and/or monetary fines.Complaints regarding programs, personnel or the actions of others may be filed in writing in the administration office on theform provided.Rights and Responsibilities for Better CommunitiesPrinciples for Homeowners and Community LeadersCommunity Leaders are defined as: The Board of Directors, General Manager, Staff Department Heads, CommitteeMembers, Club and Group Officers.Homeowners Have the Right To:1. A responsive and competent community association.2. Receive honest, fair and respectful treatment from community leaders and managers.3. Participate in governing the community association by attending meetings, serving on committees and standing forelection.4. Access appropriate association books and records.5. Prudent expenditure of fees and other revenues.6. Live in a community that is managed according to established standards.7. Fair treatment regarding financial and other association obligations.8. Receive all documents that address rules and regulations governing the community association, prior to joining thecommunity.9. Appeal to appropriate community leaders those decisions affecting residents’ well-being and satisfaction.Homeowners Have the Responsibility To:1. Read and comply with the governing documents of the community.2. Maintain their property according to established standards.3. Treat association leaders with respect, honesty and courtesy.4. Vote in community elections.5. Pay association dues, assessments and fees promptly.6. Request reconsideration of decisions that adversely affect them.7. Provide current contact and emergency information to association managers.8. Ensure that anyone who resides on their property (e.g., tenants, relatives, friends) adheres to all rules andregulations.Community Leaders Have the Right To:1. Expect owners to meet their financial obligations to the community.2. Expect residents to know and comply with the rules and regulations of the community and to stay informed byreading materials provided by the association.3. Receive support and/or constructive input from residents.6. Take advantage of educational opportunities (e.g., publications, training, workshops) that are directly related to theirresponsibilities, and as approved by the association.Community Leaders Have the Responsibility To:1. Fulfill their fiduciary duties to the community.2. Act in a manner believed to be in the best interests of the community.3. Exercise sound business judgment and follow established management practices.4. Balance the needs and obligations of the community as a whole with those of individual residents.5. Manage the community association in accordance with the association's governing documents and applicable stateand local laws.6. Establish committees or use other methods to obtain input from residents.7. Conduct open, fair and well-publicized elections.8. Welcome and educate new members of the community.9. Encourage input from residents.10. Encourage events that foster neighborliness and a sense of community.11. Conduct business in a manner consistent with the governing documents in a resident–friendly environment.12. Allow homeowners access to appropriate community records, when requested.13. Collect all monies due.14. Facilitate the ability of individual homeowners to meet their financial obligations to the community.15. Provide a process for residents to appeal decisions, where permitted by law and the association's governingdocuments.16. Initiate lien/foreclosure proceedings in accordance with state law.17. Make governing documents as understandable as possible.18. Provide complete and timely disclosure of personal and financial conflicts of interest related to the community.Additional ResidentsGENERAL POLICIESAdditional residents are those individuals living in a residence with the Owner of title or Occupant. Additional residentmembership cards are available for the appropriate fee at the SCOV administration office during business hours.Bocce and PickleballBocce and Pickleball courts are located between the AFC and Pro Shop. Members and their guests interested in playing mustfirst sign in at the monitor desk at the AFC. Equipment may be checked out at this time and at that location. Equipment mustbe returned in proper condition.The courts are available for open play as posted in the court areas. Both Bocce and Pickleball clubs have courts reserved forcertain days and times.Soft sole shoes are recommended when playing Bocce. Proper tennis shoes (non-marking soles) are required on thePickleball courts. No bare feet, golf shoes or flip flops are allowed on the courts.Children under the age of 16 must be accompanied by an adult at all times.Chartered ClubsChartered Clubs are sponsored by SCOV to provide an opportunity for all members to pursue common interests in hobbies,recreational, and cultural endeavors. A list of Chartered Clubs and meeting times and places is published in the TIPSTER ona monthly basis. A separate publication titled "Chartered Clubs Rules, Regulations, and Procedures" is available in theadministration office for those interested in starting a new club.7 062612 rev


Children’s Activities<strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong>HOMEOWNER’S HANDBOOK…A GUIDE TO RULES AND REGULATIONSGuest children are welcome at SCOV recreational facilities. In order to make their experience here enjoyable, children underthe age of 16 must be accompanied by an adult when using recreational facilities or participating in approved activities.Children 16 and older may use the Aquatic & Fitness Center.Children may participate in recreational activities and must follow the prescribed check-in procedure for each activity. Certainactivities and facilities have limited hours of participation for children.Common Areas MaintenanceSCOV owns common areas located throughout the community. Common areas fall into three categories; natural, maintainedand improved. Modification or maintenance in these areas, other than indicated below, is prohibited.Natural common areas are those areas left in their natural state, and altering the physical condition or appearance isprohibited.Maintained common areas are natural common areas modified to accommodate views or access, and maintenance must beperformed in accordance with the Common Area Vegetation Policy as amended from time to time. A copy of this policy maybe picked up in the administration office.Improved common areas are those areas landscaped for the purpose of enhancing views or providing aesthetics, andmaintenance must be performed in accordance with the Common Area Vegetation Policy as amended from time to time.Dressing and Shower RoomsDressing and shower rooms are located in the AFC and the Desert Oasis Recreation Center. Clothing and personal effectsshould not be left unattended.Lockers may be rented for exclusive use at the AFC for a maximum of one year at the rate established by the Board ofDirectors. Payment for locker rentals is accepted at the Vistoso Center only. To ensure equitable availability, lockers will bereassigned to the next individual on the waiting list at the end of the rental period. If no one is on a waiting list, the locker maybe re-assigned. Locks may be used on assigned lockers, but must be removed within ten days of request to do so or at theend of the rental period.Unassigned lockers are marked and may be used without charge for day use only. Temporary padlocks may be placed onlockers during daily use but must be removed at the end of each day.Locks and locker contents not removed upon request will be removed by SCOV.Facility ReservationsSCOV has numerous meeting rooms for use by members. Exclusive use is determined by priority, need and size of grouprequesting access. Priority is established according to sponsorship; SCOV activities are the highest priority followed by clubrequests, next are individual member requests then partnered organizations followed by commercial requests.Need is determined according to type of function proposed and the resources available in the facility. Facility size andresources available may be obtained through the Program Director's office. For example, a potluck dinner may need access toa kitchen, or a dance group may want to use a room with a dance floor.The final consideration is given to the size of the group requesting the rental. Commercial use and functions not open to thegeneral community are subject to a rental fee and are considered to have the lowest need. A rental fee schedule has beenestablished according to the facility size and complexity, therefore, the most economical rental is advisable.All facility rentals are conducted through the Program Director's office, and ample lead time should be used when making arequest for exclusive use.Facility UseSmoking is prohibited in the interior of all Association facilities plus the swimming pool, tennis court, Bocce and Pickleballcourt areas of the AFC and Desert Oasis. Please use outdoor receptacles for cigarette disposal.Placing trash from your home or unwanted items in SCOV trash bins or dumpsters is strictly prohibited.8 062612 rev


<strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong>HOMEOWNER’S HANDBOOK…A GUIDE TO RULES AND REGULATIONSNon-marking shoes must be worn in the Dance studio.Use of candles, confetti and glitter is prohibited in all facilities.Placement of notices, advertisements or posters of any kind on SCOV property without the prior permission of theadministration office is prohibited.SCOV's liquor license covers the sale of alcohol by SCOV in the restaurant and on the golf course, and does not permitindividuals to bring their own alcohol into these facilities. Alcoholic beverages are not permitted in any SCOV swimmingpool facility, except at SCOV authorized events, and may only be permitted at a B.Y.O.B. event in the Mountain VistaRecreation Center, Desert Oasis Recreation Center, and the Catalina Vista Recreation Center. State liquor laws do notallow for the sale of alcohol in any unpermitted facility (whether by an entrance fee into an event or direct sale).The Views Golf Course is available to non-golfers to walk or sight-see outside the hours of play as indicated on theentrance signs at each cart crossing location. Bicycles, rollerblades, skateboards and pets are not permitted on the golfcourse at any time.Golf CartsGolf carts driven on public roads in SCOV must be registered and have an Arizona license plate. Carts may only be driven bylicensed drivers. Carts must be operated under laws of the State of Arizona pertaining to traffic regulations (the onlyexceptions are service vehicles and handicap access vehicles). Owners and operators are responsible for all damages and/orinjuries caused due to their cart operation.Golf carts are not permitted on common or desert areas, private property, sidewalks, or paved surfaces other than roadwaysor cart paths unless otherwise authorized. Golf carts driven on any SCOV property must be registered annually with SCOVand bear a current registration decal at all times.GuestsA guest is a friend or relative of a SCOV resident (owner or renter) who is temporarily residing with a resident (house guest) orwho is occasionally visiting a SCOV resident (visiting guest) at the personal invitation and with specific knowledge andsponsorship of a resident. As a guideline, “occasionally visiting” means 12 or fewer visits per year during which time theresident and guest are using the common area facilities, other than the golf course, and Café which are open to the public.Members are responsible for their guests while in SCOV. Guests under the age of 16 must be accompanied by a residentmember or adult guest at all times when on SCOV property.Residents must accompany guests to facilities unless a separate guest card is purchased. Guest cards are available for theappropriate fee at the administration office during business hours.MembershipAll SCOV facilities are regulated by the governing documents and the rules and regulations as set forth herein. MembershipI.D. Cards must be presented upon request of the facility or event monitor. The facility or event monitor will enforce theprovisions of the governing documents and these rules and regulations to the extent that violators may be asked to vacatesuch facility or event. An appeal of the monitor's decision may be made in writing to the General Manager.Refunds of the annual homeowner fee, special assessment (if applicable) or other maintenance fee (if applicable), are notpermitted. In the event of sale or transfer of title to property, all homeowner fees or balance transfers should be handledthrough escrow. Refunds of the annual green fee or other annual fees (if applicable), are not permitted except for serioushealth reasons, death or the sale of a home.Use of SCOV facilities or common property without proper I.D. as a Member or guest of SCOV is considered trespassing andwill be enforced accordingly.Lost and FoundSCOV provides a lost and found service at all facilities. All personal items found will be retained for a reasonable length oftime then discarded or donated to charity.9 062612 rev


Occupants<strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong>HOMEOWNER’S HANDBOOK…A GUIDE TO RULES AND REGULATIONSOccupant as defined herein, is any person, other than an Owner, occupying the residence in accordance with the governingdocuments.As an active adult community SCOV is required to maintain a community occupant census, therefore, all occupants residing ata household for more than 90 days are required to complete a Government Compliance form to be kept on file in theadministration office.In order for an Occupant to use SCOV facilities, the Owner must delegate Membership privileges to the Occupant asdescribed in the governing documents. The Owner must also relinquish Membership cards prior to the issuance of cards tothe Occupant.If the Owner wishes to use the facilities when visiting SCOV (during a period when an Occupant is assigned Membershipprivileges) the Owner must purchase a guest card at the appropriate fee.Occupant cards are available for the appropriate fee at the SCOV administration office during business hours.PetsPets are not allowed in any SCOV facility or amenity, including the golf course, except those qualifying under Federal ADAregulations. Pets may be permitted on other Common Areas so long as they are on a leash and under the control of aresponsible person or in an enclosed area approved as a Pet Park (subject to the rules of the Pet Park). Pet owners areresponsible for removing and properly disposing of solid waste created by their pets on private and public property, includingCommon Areas. Pets are further governed by regulations adopted by the Town of <strong>Oro</strong> <strong>Valley</strong> and Pima County.SportsmanshipSCOV needs Members and their guests to assist in maintaining the facilities in top working and playing conditions. Items thatneed attention, or individuals misusing or abusing SCOV facilities and equipment, should be brought to the attention of thenearest monitor or other staff member.WiFiThere is free WiFi available at the Mountain Vista Recreation Center, Café, Vistoso Center, Desert Oasis and Catalina Vista.WildlifeThe feeding of wildlife can be detrimental to the natural Sonoran Desert environment. SCOV CC&Rs require owners to takeprecautions against altering common area native fauna in the community. The feeding of wild animals and birds promotes thepossibility of the spread of disease and the change of the natural habitat. Please refrain from feeding the wildlife.Fitness CenterAMENITY RULES AND REGULATIONSThe fitness center is located in the AFC. Residents and their guests who wish to use the fitness center must first sign in at theAFC monitor’s station.All persons using equipment at the fitness center do so at their own risk and as equipment is available. Users are advised toread and understand all posted notices regarding equipment usage, sign-in procedures, and the risks associated with suchusage.SCOV is not liable for injuries incurred while using fitness center equipment. Users are advised to consult their physician andfitness specialist to determine the appropriate program and equipment use for their physical condition and age.Children under the age of 16 are not permitted in the fitness center.Aerobic equipment usage is limited to 30 minutes per person when others are waiting. Sign in to use equipment. Appropriatesports apparel, including shirts and shoes, are required and must be worn at all times.10 062612 rev


Golf<strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong>HOMEOWNER’S HANDBOOK…A GUIDE TO RULES AND REGULATIONSThe information included herein is presented as a summary of The Views Golf Club official "Golf Rules and Regulations," aseparate publication. Residents and guests using the golf facilities must become familiar with the complete publication and areresponsible for compliance with all the rules and regulations.The golf course is owned and operated by and for all SCOV members, guests and the public. Upon registration and paymentof the appropriate fees, members and their guests are eligible to play. All players must register with the Pro Shop prior to play.Members are responsible for the conduct of their guests at all times while on the The Views Golf Course.Players must have their own set of golf clubs and bag, and must use an approved motorized vehicle while playing. Members and their guests interested inplaying must first sign in at the counter at the AFC. Clubs are available.The maximum number of strokes taken should be limited to five while others are waiting.Players must remain on the paved sidewalks between holes and avoid trampling on the adjoining landscaping.Children under the age of 16 must be accompanied by an adult at all times.Pocket BilliardsThe pocket billiards room is located in the Catalina Vista Recreation Center. Members and their guests interested in playingbilliards must first sign in at the adjoining monitor's station. Maximum number of guests per member at any one time is two.The billiards room is available for open play as posted in the CV Recreation Center. Hours are established and posted for theexclusive use of the billiards room by the Billiards Club.Food and drink are not permitted in the billiards room.To prevent damage to the equipment and for personal safety, sitting on the tables is not permitted. When taking a hard toreach shot, one foot must always be on the floor.Play should be limited to 45 minutes while others are waiting. When you are finished playing, please return your cue sticks tothe racks. Removal of balls and cue sticks from the billiards room is prohibited.Children under the age of 16 are not permitted to play.RacquetballAn indoor racquetball court is located at the AFC. Members and their guests interested in playing racquetball must first sign inat the monitor's station located in the AFC. Authorized equipment, including eye guards and no-mark composition balls, maybe checked out and returned to the monitor's station.The courts are available for open play as posted in the AFC. Hours are established for the exclusive use of the racquetballcourts by the Racquetball Club, and posted as well.Use of the racquetball court is limited to one hour when others are waiting to play.Reservations for court usage will be taken at the monitor's station in person or by phone, up to one week in advance. The pool and spa will be closeduntil the inclement weather passes.All pool and spa users are required to shower before entering the pool and spa. When suntan/sunscreen lotion or oils areused, users are required to shower again before re-entering the pool.Non-alcoholic beverages in non-glass containers may be used in the lounge and table areas. Food or drink is prohibited in ornear the pool, except drinking water in plastic containers is permitted at pool side. Users are expected to leave areas in aclean and neat condition using the trash containers available.Alcoholic beverages are prohibited, except at SCOV authorized events, and then only in non-glass containers.Pets of any kind are prohibited in the pool areas, except those qualifying under the Federal ADA rules and regulation policy.Swimsuits are required. Cut offs are prohibited. Water shoes used exclusively for pool, spa and showers are permitted.Portable radios are permitted only if earphones are used.Based upon seasonal usage and demand, the Program Director in conjunction with the General Manager will ensure anequitable division of pool hours and space among all pool activities, such as lap swimming, recreational swimming, walking,aerobics, volleyball, handicapped and other recognized activities.Pool events scheduled exclusively for a designated <strong>Sun</strong> <strong>City</strong> <strong>Oro</strong> <strong>Valley</strong> group will be allowed at the discretion of the GeneralManager.The General Manager may from time to time issue reasonable rules to be followed in the pursuit of pool activities.The wheelchair ramp is self-serve and may be used at the discretion of the user.TennisThere are six lighted tennis courts located at the AFC and two unlighted tennis courts located at the Desert Oasis RecreationCenter. Members and their guests who wish to play tennis must sign in courtside at the AFC tennis courts, or at the monitor'sstation for the courts at the Desert Oasis Recreation Center.Operating hours are posted on the bulletin board at each location. Hours are established and posted for the exclusive use ofthe tennis courts by the Tennis Club. Lessons and other activities are not permitted during prime time for member play, asindicated on the schedule.Two day advance reservations are allowed only on the Desert Oasis Recreation courts through the Desert Oasis monitor, andmay be requested in person or by phone.Holding tennis courts for an opponent or partner for more than five minutes past the designated start time is not permitted.Thereafter, said court will be released to a waiting party.Appropriate tennis apparel, including shirts and shoes, are required and must be worn at all times. "Non-mark" athletic shoesare mandatory on the courts. Street shoes, street clothing, bicycles, rollerblades and the like are prohibited on the courts.Children under the age of 16 must be accompanied by an adult while on the tennis courts.MiscellaneousRecreational activities in addition to those listed above, are available to all members and their guests. Those interested in thefollowing activities must sign in at the monitor's station at the appropriate location. Equipment may also be checked out andreturned to the monitor's station during hours of operation.Hours are established and posted for the exclusive use of these recreational activities by an authorized club.Table tennis and horseshoes are located at the Catalina Vista.
