Jargon BusterCluster IPTAn IPT which is responsible for a group of related projects whichindividually are not large enough to require an IPT of their own.Concept Stage<strong>The</strong> first stage of six, during which the IPT is formed. <strong>The</strong> DEC,assisted by the CWG, produces a URD. A Business Case isassembled for the Initial Gate approval.Core IPT MemberAn IPT member, either full or part-time, who is under the linemanagement of the IPT Leader. Also includes representatives fromIndustry.Cost Of Ownership<strong>The</strong> full annualised representation of resources consumed directly insupport, operation and maintenance of military equipment at allstages of its In-Service life. It employs the same resource currency asthe Short Term Plan and employs similar costing techniques as thoseemployed in Output Costing.Customer<strong>The</strong> body to which the IPT is answerable for meeting agreed cost andperformance targets within agreed and approved resources. In theearly project stages, the customer is the Equipment CapabilityCustomer, in the in-service stages it is the Second Customer.Customer Supplier Agreement(CSA)An agreement between the Customer and Supplier setting out theworking relationship between them and recording other key projectinformation such as deliverables required, and performancemeasures and targets. Such agreements will exist between theEquipment Capability Customer and each IPT for the procurementstages of a project, and between the 2nd Customer and the IPT forthe In-Service and Disposal stages.Defence EstatesDefence Estates is an Agency of the MOD which exists to ensure thatMOD land and property is managed and developed to meet the needsof the Armed Forces as efficiently and cost effectively as possibleDefence Logistics Organisation(DLO)<strong>The</strong> tri-Service logistics organisation formed on 1 Apr 1999 under thecommand of the Chief of Defence Logistics. <strong>The</strong> DLO Mission is toprovide joint logistics support to the Armed Forces.Defence Procurement Agency(DPA)An agency of the MOD formed on 1 Apr 1999 replacing the MODProcurement Executive. It procures new equipment for the ArmedForces in response to approved requirements and provides otherprocurement-related services to its customers.48
