BID DUE DATEBids should be submitted upto 15:00 hours on 22/06/2012 (Bid Due Date), at theaddress provided in clause 2.3.4 (a) in the manner and form as detailed in this RFPdocument.The secretary may, in its sole discretion, extend the Bid Due Date by issuing anamendment in accordance with clause 1.9 to all the bidders and also display onwebsite.2.5. LATE BIDSBids received by the secretary after the specified time on the Bid Due Date shall notbe eligible for consideration and shall be returned unopened.2.6. OPENING OF TECHNICAL BIDSThe Secretary of District E‐Governance Society or his authorized representative shallopen the technical bids at 16:00 hours on 22/06/2012, in the presence of thebidders who choose to attend.3. EVALUATION PROCESS3. 1 CLARIFICATIONS FROM BIDDERS FOR EVALUATION OF TECHNICAL BIDS3.1.1. To facilitate evaluation of bids the Secretary may, at its sole discretion, seekclarifications from any bidder regarding his bid. Such clarification(s) shall beprovided within the time specified by the Secretary for this purpose. 3.1.2. If a bidder does not provide clarifications sought under clause 3.1.1 abovewithin the prescribed time, his bid shall be liable to be rejected. In case thebid is not rejected, the Secretary may proceed to evaluate the bid byconstruing the particulars requiring clarification to the best of itsunderstanding, and the bidder shall be barred from subsequentlyquestioning such interpretation of the Secretary.3. 2 EVALUATION OF TECHNICAL BIDS3.2.1 The Secretary will subsequently examine and evaluate bids in accordance withthe eligibility criteria set forth in clause 1.33.2.2 Bidders are advised that pre‐qualification of bidders will be entirely at thediscretion of the Secretary. Bidders will be deemed to have understood andagreed that no explanation or justification on any aspect of the Bidding Processor Selection will be given.3.2.3 Any information contained in the technical bid shall not in any way beconstrued as binding on the Secretary or its successors or assigns, but shall bebinding on the bidder if the LokSeva Kendra is subsequently awarded to it on thebasis of such information.3.2.4 The Secretary reserves the right not to proceed with the Bidding Process at anytime without notice or liability and to reject any or all the bids without assigningany reason.3.2.5 If any information furnished by the bidder is found to be incomplete orcontained in formats other than those specified herein, the Secretary may, in itssole discretion, reject the bid.4. SHORT LISTING AND SELECTION OF BIDDER4.1. SHORTLISTING AND NOTIFICATIONThe Secretary would announce after the evaluation of technical bids a list ofqualified bidders who will be eligible for opening of their Financial Bids.
