112.2.1 GeneralThis chapter gives comments and guidance on the design of reclamation covering suchaspects as the reclamation layout, formation level, reclamation methods, fill, treatment of fill,environmental impacts, drainage impacts and so forth.2.2 Purpose of ReclamationReclamation may generally be carried out:® <strong>To</strong> provide land for essential major transport infrastructure in order to avoidrouting major highways through existing developed areas.® <strong>To</strong> provide land for housing, sites for additional community facilities andpublic open spaces.* <strong>To</strong> provide land for port and industrial uses.• <strong>To</strong> eliminate areas of badly polluted water and improve hydraulic conditions byrearranging the coastline.<strong>The</strong> design of reclamation should fulfil the requirements of the planned use and programmefor development, particularly with regard to time and settlement characteristics of thereclamation and foundation materials. <strong>The</strong> timing of future development, location of futureroads, drains, buildings and areas of open space are of particular importance. Sometimes itmay be necessary to design reclamation for the main initial purpose of beneficial reuse ofpublic fill. In such circumstances, future land use and development is likely to be knownonly in general terms at the time of reclamation design. It is relatively common for planneduse and development of reclamation to change with time, due to changing needs, and accountshould be taken of this where possible by designing reclamation for flexibility of use.2.3 Site InvestigationReclamation projects are usually extensive, and problems during or after the construction,may carry major financial implications.<strong>To</strong> enable the designer to devise the mostappropriate design, it is essential that site investigation is carried out prior to the design ofreclamation.
