Between Station – Joravarnagar-Sayla.3. Approx. cost of work Rs. 1,82,48,389.184. Cost of tender form (a) Direct purchase Rs.5,000.00 per document.(b) By Post Rs.5,500.005. Tender forms can be purchased at the above office during working hours on any workingday from 28-05-2013 onwards up to 11.30 hrs on 28-06-2013. On 28-06-2013. The tender box will be sealed at 15.00 hrs. on 28-06-2013and opened at 15:30 hours on 28-06-2013 in the office of Dy.Chief Engineer/Const./I,<strong>Western</strong> <strong>Railway</strong>, 2 nd Floor, BG Station Building, <strong>Railway</strong>pura, Ahmedabad – 02. If thelast date of receiving/ opening happens to be Bundh/ Holiday due to unforeseencircumstances, the tender will be issued/ received/ opened on the following working day asper same timing.9. Complete details of tender including eligibility criteria are available on <strong>Western</strong> <strong>Railway</strong>web site www.wr.indianrailways.gov.in and at the Notice Board in the above office. Incase of any clarification the firms may contact at the above office during the working hoursin person.2.0 Tender details2.1 EMD particulars2.1.1 The tenders must accompany with the requisite earnest money Rs. 2,41,250/-


2.1.2 Tenders without earnest money shall be summarily rejected.2.1.3 The earnest money should be in cash or in the form of the Deposit receipt, Pay Order,Demand draft etc. executed by State Bank of India or any of the Nationalised Bank or byScheduled bank and it should be drawn in favour of Dy.FA&CAO[C] <strong>Western</strong> <strong>Railway</strong>,Ahmedabad and payable at Ahmedabad only.2.1.4 Earnest money wherever it is deposited in cash should be remitted either to the ChiefCashier, <strong>Western</strong> <strong>Railway</strong>, Mumbai – 400 020 or to the Divisional Cashier (including Sr.Cashier of the Construction unit) nearest to their (tenderer/s) places of residence and thereceipt obtained thereon should be enclosed with the tender as a proof of deposit ofrequisite earnest money. The earnest money should not be deposited with station.2.1.5 Deposit receipts submitted by the tenderer/s should have signature of authorized person onthe reverse of the Deposit receipt duly affixed Revenue Stamp & firm’s Rubber Stamps. Thevalidity of deposit receipts should not be less than 120 days from the date of opening oftender.2.1.6 Earnest money in the form of Bank Guarantee/ Government securities (stock certificates/Bearer Bond) Promissory Note/ Cash Bond will not be accepted.3 Eligibility Criteria3.1 The minimum eligibility criteria for tenders costing above Rs.50 lakhs shall be as under:(a) Tenderers should have physically completed with in qualifying period i.e. the lastthree financial years and current financial year (even though the work might havecommenced before the qualifying period) at least one work of similar nature for aminimum value of 35% of advertised value.Note: (i) The total value of similar nature of work completed during the qualifying periodand not the payments received with in qualifying period alone, shall be considered.(ii)(iii)In case, the final bill of similar nature of work has not been passed and finalmeasurements have not been recorded, the paid amount including statutorydeduction will be considered. If final measurements have been recorded and workhas been completed with negative variation, then also the paid amount includingstatutory deduction will be considered. However, if final measurements have beenrecorded and work has been completed with positive variation but variation has notbeen sanctioned, original agreement value or last sanctioned agreement valuewhichever is lower shall be considered for judging eligibility.In the case of composite works involving combination of different works, evenseparate completed works of required value i.e. 35% of total tender value will beconsidered while evaluating the eligibility criteria.Similar nature of work shall mean “Any Civil Engineering work involvingConstruction of bridges of RCC/PSC”. He should also have experience of Boxpushing technique.”(b) Total contract amount received during the last three years (i.e. current year and threeprevious financial years) should be minimum of 150% of advertised tender value of worksupported by an attested certificate from employer/ Client, audited balance sheet dulycertified by Chartered Accountant etc.


3.2 Certificates from Private individuals, for whom the tenderer has worked, shall not beconsidered. Certificates from only those Organizations/ institutions/ bodies will beconsidered which execute works in public view and maintain verifiable records. As such, theOrganizations / bodies from which certificates will be considered are as follows:i) Government Departments, PSUs and other Government institutions.ii) Public Limited Company.iii) Private Limited Company.iv) Government recognized Institutions.v) Co-operatives registered with “Registrar of Co-operatives”.vi) Partnership firms registered with ‘Registrar of Firms’.vii) Sole Proprietary firms registered with ‘Registrar of Companies’.However, the certificates should be on the Organizations letter pad bearing contactaddress, telephone no., and fax no. e-mail address etc. further, the certificates fromsources listed at Sr. No. (ii) to (vii) should invariably be accompanied with the proof of theOrganization’s registration with, or recognition by, government without which suchcertificates shall not be considered as adequate proof for the purpose of this tender.4.0 Joint Ventures will be allowed only for tenders having value of more than Rs. 10 CroresCrores.5.0 For the tenderers, who wish to purchase the tender forms may please note that tenderforms can be obtained from this office by submitting original money receipt from any ofStation Masters of <strong>Western</strong> <strong>Railway</strong> according to the cost of the tender form as mentionedagainst the tender. If the tender form is required by registered post, additional postalexpenses @ Rs. 500/- per tender form will be charged. Both the costs are not refundable.Applications for tenders required by post must reach this office in time ( at least 10 daysbefore the date of opening of tender). <strong>Railway</strong> will not be responsible for any delay,damage of loss in post.6.0 (a) The tender document will also be available on <strong>Western</strong> <strong>Railway</strong> (Construction) websitewww.wr.indianrail.gov.in during the above mentioned period and the same can bedownloaded and used as tender document for submitting the offer. However, thedemand draft for the amount equivalent to the cost of tender document as mentionedabove will have to be enclosed while submitting the tender. Otherwise, the tender will besummarily rejected.(b) <strong>Railway</strong> administration will not be responsible for any delay/difficulty/ inaccessibility ofthe downloading facility for any reason whatsoever. In case of any discrepancy betweenthe tender document downloaded from the internet and the master copy available in theoffice mentioned above, the later shall prevail and will be binding on the tenderers. Noclaim on this account will be entertained.(b) It is the responsibility of the tenderer that they ensure to check the corrigendum if any,on the website from time to time.7.0 The <strong>Railway</strong> reserves the right to cancel the tender without assigning any reasonthereof.


8.0 Tenderer may please note that the successful tenderer/ bidder shall have tosubmit a Performance Guarantee in the form of Irrevocable bank guarantee or anyform as prescribed in the tender document amounting to 5% of the contract value.The successful bidder shall have to submit a Performance Guarantee (PG) within30 (Thirty) days from the date of issue of Letter of Acceptance (LOA). Extensionof time for submission of PG beyond 30(Thirty) days and upto 60 days from thedate of issue of LOA may be given by the Authority who is competent to sign thecontract agreement. However, a penal interest of 15% per annum shall be chargedfor the delay beyond 30 (Thirty) days, i.e. from 31 st day after the date of issue ofLOA. In case the contractor fails to submit the requisite PG even after 60 daysfrom the date of issue of LOA, the contract shall be terminated duly forfeitingEMD and other dues, if any payable against that contract. The failed contractorshall be debarred from participating in re-tender for that work.9.0 Complete details of the tender are available in the tender document.Dy.
