Format for invitation of application for “Jan Sadharan Ticket Booking Sevak(JTBS)”Applications are invited for 92 posts of JTBS selection and short listing of Jan Sadharan Ticket BookingSevak for issue of unreserved rail tickets. UTS ( Computerized Unreserved Ticketing System) frominterested parties under following conditions and such conditions as may be prescribed from time to time.(ix)1. Qualifications:(i) Applicant should be above 18 years of age and at least matric pass or equivalent.(ii) Applicant can produce a character certificate from the District Magistrate /AdditionalDistrict Magistrate/Sub- district Magistrate/ Block Development officer or Tahesildar.Applicant will also have to produce a certificate from the police station serving his/herlocality that no criminal case is pending against him/her.(iii) The premises selected for issue of Unreserved Tickets Systems should have accessibility to allthe citizens. Applicant should have a Telephone connection in his/her office.(iv) Applicant should be local resident of the area served by Station.(v) Applicant should be prepared to give Rs. 5000/- refundable interest free security deposit andRs. 20000/- Bank Guarantee to the Railway. This will be in addition to , bearing the cost ofTechnical equipment provided by Railway and the cost of network / channel etc. Oncompletion /termination of contract, pending dues will be adjusted from the security deposit andbalance refunded to JTBS.(vi) More than one application from one applicant will not be entertain. Each season ticket is to be treated as asingle ticket / single passenger for the purpose of levy of service charge.The check of lower financial limit of Rs.10,000/- up to which JTBS can issue tickets, has to beprovided in the system universally for all JTBS so that tickets by JTBS can not be issued if theamount deposited by them is less than 10,000/-.JTBS will bear all the initial and recurring cost of the equipment and channels.JTBS will collect @ Rs.1 per passenger.JTBS will be responsible for implementing all the procedures and conditions that are beingprescribed by the Railway Administration from time to time.JTBS will not issue tickets from station premises.The competent authority or an officer authorized by him shall be allowed access to thepremises and records any times during the working hours by the JTBS who shall render allnecessary assistance for inspection. A summary of transactions daily / periodical / Monthlymade by the JTBS shall be given by him to the serving station.Reservation : Following reservation will be applicable for 49.5 % of the total no of JTBSon divisional basis.

Thereafter Fresh applications will be calledfor in which the existing JTBS will also be eligible to apply. An agreement will be executedby JTBS with the railway.5. Termination of contractEach side can terminate the contract without assigning reasons by giving one months notice.

6. Appointment of JTBS(i) The selection of JTBS will be done by a committee of 3 officers appointed by thecompetent authority.(II) The Railway’s decisions in this regard to authorize JTBS for issuing of UTS ticketsfrom amongst the applicants shall be final and Railway Reserves its right to rejectany applications without assigning any reason. No canvassing or correspondence inthis regard will be entertained from unsuccessful applicants.iii. Appointment of JTBS will not confer any right on the person for appointment onRailway. The appointment is purely contractual in nature no facility viz. absorption inRailway service, regularization of service, Bonus, railway pass facilities etc. shallaccrue to JTBS.6. Arbiteration :Divisional Railway Manager will be the final authority for resolving any dispute betweenthe JTBS and Railway administration. The appeal will be lie to Chief CommercialManager/Additional General Manager in HQ.
