2The FY07 Invasive Species Inter-agency Performance Budget (FY07 Crosscut) builds on thesuccessful efforts in FY04, FY05 and FY06. It includes two sections: I. General Categories, acompilation of all (reported) federal expenditures for invasive species in seven broad categoriesand II. Specific Initiatives, a document that identifies ten areas of cooperation, with definedcommon strategic goals and measurable performance standards.I. GENERAL CATEGORIESThe General Categories part of the Performance Budget provides context for the initiativeswithin total invasive species funding. NISC compiled all federal funding on invasive species,divided into seven general categories, for fiscal years 2002 through 2007. The general categoriesare:• Prevention• Early Detection and Rapid Response (ED/RR)• Control and Management• Research• Restoration• Education and Public Awareness• Leadership and International CoordinationThe categories were determined in 2001 and closely mirror those used in the NISC Plan. Theseareas represent the depth and scope of federal invasive species activities.FY07 INTERAGENCY BUDGET HIGHLIGHTS (General Categories)Overall, federal departments would receive an increase of 5.9% for the seven invasive speciesGeneral Categories in the President’s fiscal year 2007 proposed budget. Most notably,Restoration receives a 34% increase, Early Detection and Rapid Response (ED/RR) receives anearly 20% increase, and Control receives a 5% decrease [Budget Chart I-A]. Of the eightfederal departments listed in the General Categories section of the FY07 Invasive SpeciesPerformance Budget, USDA receives the greatest funding with USACE, DOI, Department ofState, EPA, DOC, and DHS also receiving funds [Budget Chart I-B].(Please see last page for a list of federal agency names and abbreviations)

Fueling software is available on the LectroCount LCR 600 and the DMSand operates seamlessly in a mixed environment of refuelers, hydrant trucks, andhydrant carts. <strong>Flight</strong><strong>Connect</strong> office software provides an easy-to-use interfaceevery aspect of the <strong>Flight</strong><strong>Connect</strong> database can be created and managed. TheLCR 600 simultaneously gathers metrological data from the meter system duringfuelings and runs the <strong>Flight</strong><strong>Connect</strong> fueling software. The LCR 600 can be Weights& Measures approved and mounted directly onto a meter system.DMSThe DMS is an in-cab computer with a heavy-duty lap pad interface engineeredfor the harsh environments of the tarmac. The DMS runs the <strong>Flight</strong><strong>Connect</strong> fuelingsoftware and captures metrological data from a LectroCount electronic register.DMS and LectroCount LCR-IIDifferential Pressure (∆P) TransducerThe ΔP transducer is a safety shutdown device and amaintenance tool for aviation refueling systems. The ΔPtransducer, in conjunction with a LectroCount register and asolenoid operated valve, stops deliveries when the differentialpressure (ΔP = pressure drop) across a full flow fuel monitoror filter separator meets a preprogrammed differentialpressure shutdown value, eliminating the risk of tainted fueldeliveries and meter damage.
