The Federal Capital Territory (FCT): General Features For purposes of the GHAIN program the FCT is considered as a "state," though it is smaller in area than most of the other 36 states of Nigeria. Abuja became the official capital of Nigeria in 1991, and since that time there has been a very rapid increase in population in the federal territory. Official figures put the population at around 2.5 million, but unofficial estimates run closer to four million inhabitants. The fact that Abuja and the FCT are largely made up of "new communities" is a major factor in affecting the spread of HIV and also the situations of PLWHA. People from nearby states are pouring into the FCT to work in construction, selling of goods to the more affluent part of the population, and for other economic opportunities. Housing is at a premium, which has led to the growth of slum pockets, and to overly rapid expansion of some communities on the outskirts of the main metropolitan area. Services are largely concentrated in the urban area, and costs of goods and services are higher than in many other parts of Nigeria. The differences between living conditions in the urban area versus the rural parts of the FCT are another set of factors affecting the HIV/AIDS picture. Most of the organizations involved in HIV/AIDS are in the central urban area. Other services, too, are concentrated in metropolitan Abuja. Investment in infrastructure, including the provision of equipment and supplies for health facilities tend to favor the urban area, particularly the more affluent parts of Abuja. Private health facilities are found in the rural areas, but they are fewer in relative numbers, and less well equipped to deal with aspects of the HIV/AIDS epidemic. The partial exception is Gwagwalada, which has somewhat more medical facilities, and other services, as it is a university center, with somewhat greater influx of new, better educated population. In religious affiliations, the FCT appears to be nearly equally divided between Islamic and Christian inhabitants, according to informants. Among the Christian part of the population there is a very great variety of large and small denominations among the Protestants. In addition to the Catholic church (approximately 15 percent of the population), the Evangelical Church of West Africa and the Anglican church have significant numbers of members, and one sees the roadside signs and announcements of dozens of other denominations. 13
