Programmatic Significance of CISNHAN The organization is not directly involved in programmatic interventions with target populations, since it's mission is directed to coordinating and facilitating the work of its member organizations. Their structural position, linking large numbers of non-governmental organizations, makes them an ideal site for certain types of communications, including dissemination of IEC materials. They would also be an important resource if one were organizing meetings of various types of NGOs for discussing programmatic strategies. Their organization already has a "directory" of over 50 organizations, and they are accumulating the addresses and telephone numbers. They could be contracted to develop a more comprehensive "Directory" of HIV/AIDS NGOs; or they could be part of a "Working Group" to develop such a directory. NEPWHAN was established in the year 2000. However prior to this date, there existed 5 organisations of PLWHA in the country, prominent among them was the UNIQUE AIDS CONTROL ORGANISATION in Nyanya, (Abuja) and the Council of Positive People (COPOP), Kano. These groups, along with some faith-based organizations were under the leadership of John Ibekwe who served as their president. They had a series of meetings in Lagos and Ibadan in 1998/1999. In the year 2000, Nigerians who attended the Durban HIV/AIDS conference were impressed by the way PLWHAs from other countries had organized themselves into formidable networks. The participants therefore saw the need for a National network of PLWHAs in Nigeria. Thus in the same year, PLWHAs from all over the country came together under one umbrella called NEPWHAN and Dr Pat Matemilola was elected as the president. The key informant at NEPWHAN described that in the first year or two of their activities they had difficulties in getting up any momentum for action because of delays and bureaucratic confusions in relation to their mentors, FMOH and NACA. Evidently they had no office facilities, and lacked a coherent structure as well. In the midst of these confusions, Dr Pat Matemilola laid before the Policy Projects the difficulties experienced by the group, and how this impacted negatively on the mobilization of members. At some point in these organizational "growing pains," Dr. Matemilola had discussions with FHI‟s Dr Oke. FHI intervened by assuming the responsibility of supporting NEPWHAN‟s meetings. Subsequently the organization has been able to better communicate within its members, and to achieve some stability of funding and operations. Their funding sources in more recent times have been from UNAIDS, UNDP, NACA, Ford Foundation, , Christian AID, and the African AIDS Prevention Initiative (APIN). Women's Organizations 23
