REPORT FROM THE CONFERENCE “EU MERCURY PHASE OUT IN MEASURING AND CONTROL EQUIPMENT”sphygmomanometers are still essential either for calibration purposes or the treatment of specialhealth conditions, while Irel<strong>and</strong>, Netherl<strong>and</strong>s, Pol<strong>and</strong> <strong>and</strong> Sweden confirmed the existence oftechnically <strong>and</strong> economically feasible alternatives for all uses.With<strong>in</strong> the Limitation Work<strong>in</strong>g Group – via the questionnaires <strong>and</strong> <strong>in</strong> meet<strong>in</strong>gs (October <strong>and</strong>December 2008), most respond<strong>in</strong>g Member States (Latvia, Sweden, Netherl<strong>and</strong>s, Norway <strong>and</strong>France) claimed that mercury-conta<strong>in</strong><strong>in</strong>g sphygmomanometers are no longer necessary <strong>and</strong> havealready been replaced. <strong>in</strong> health care . However, Germany <strong>and</strong> Italy mentioned that mercury basedsphygmomanometers should be kept for calibration purposes. The United K<strong>in</strong>gdom <strong>and</strong> F<strong>in</strong>l<strong>and</strong>opposed an EU ban of mercury devices not<strong>in</strong>g that mercury conta<strong>in</strong><strong>in</strong>g sphygmomanometers are<strong>in</strong>dispensable for validation purposes as well as for the treatment of certa<strong>in</strong> medical conditions.DG Enterprise also <strong>in</strong>volved other stakeholders. The Environmental <strong>and</strong> Health NGOs (<strong>EEB</strong>,HEAL, Health Care With<strong>out</strong> Harm) showed a lot of <strong>in</strong>terest <strong>in</strong> this topic, <strong>and</strong> submitted very<strong>in</strong>terest<strong>in</strong>g reports concern<strong>in</strong>g the situation <strong>in</strong> the EU market as well as scientific publications <strong>and</strong>reports for worldwide <strong>in</strong>itiatives. Industry representatives such as COCIR (<strong>Eu</strong>ropean Committee ofRadiological, Electromedical <strong>and</strong> Healthcare Industry) <strong>and</strong> AAMI (Association for Advancement ofMedical Instrumentation) also sent some feedback to the Commission. Both associations claim thatmercury based sphygmomanometers must not be banned from either practical use or fromcalibration purposes because they provide the most accurate read<strong>in</strong>g possible today.Significant <strong>in</strong>put (e.g. socio-economic data, availability of alternatives) has also been provided by a2008 study carried <strong>out</strong> by COWI <strong>and</strong> Concorde SA with the name “Options for reduc<strong>in</strong>g mercuryuse <strong>in</strong> products <strong>and</strong> applications, <strong>and</strong> the fate of mercury already circulat<strong>in</strong>g <strong>in</strong> society”,commissioned by DG-Environment <strong>in</strong> the framework of the Community Strategy on <strong>Mercury</strong>. Inaddition, DG Enterprise <strong>in</strong>volved scientific organisations with expertise <strong>in</strong> the area such as the<strong>Eu</strong>ropean Society of Hypertension (ESH) who <strong>in</strong>formed that properly validated electronic<strong>in</strong>struments (but not the aneroid devices) could serve as reliable substitutes to mercury conta<strong>in</strong><strong>in</strong>gsphygmomanometers. ESH claims that automated devices are not accurate for blood measurements<strong>in</strong> patients with arrhythmia, <strong>and</strong> that mercury-sphygmomanometers are also still essential for thecalibration of electronic devices.The <strong>Eu</strong>ropean Board <strong>and</strong> College of the Obstetrics <strong>and</strong> Gynaecology (EBCOG) is currentlyconsult<strong>in</strong>g the International Society for the Study of Hypertension <strong>in</strong> Pregnancy (ISSHP), <strong>in</strong> orderto advice the Commission on the need for mercury-conta<strong>in</strong><strong>in</strong>g sphygmomanometers for thetreatment of hypertension <strong>in</strong> obstetrics.The EC review also covers the other rema<strong>in</strong><strong>in</strong>g mercury based measur<strong>in</strong>g devices for professional<strong>and</strong> <strong>in</strong>dustrial uses. Not much feedback has been received from Member States. Sweden <strong>and</strong> theNetherl<strong>and</strong>s provided some general <strong>in</strong>formation ab<strong>out</strong> mercury-conta<strong>in</strong><strong>in</strong>g measur<strong>in</strong>g devices usedfor research/analytical purposes, for some of which no alternatives may currently exist (such aspolarographs, UV-spectrophotometers, gas regulators, gyroscopes, etc.). There is a good amount of<strong>in</strong>formation <strong>in</strong> the COWI/Concorde 2008 report with special reference to stra<strong>in</strong> gauges, laboratorythermometers, porosimeters, pycnometers, hydrometers etc. Porosimeters comprises an importantcategory of Hg-based measur<strong>in</strong>g devices for <strong>in</strong>dustrial/professional uses. Accord<strong>in</strong>g to theCOWI/Concorde report, mercury circulat<strong>in</strong>g <strong>in</strong> society <strong>in</strong> the EU 27 due to the use of mercuryporosimeters is ab<strong>out</strong> 10-100 tonnes distributed <strong>in</strong> ab<strong>out</strong> 1000-2000 units.The Commission organised a workshop <strong>in</strong> April 2009 <strong>in</strong> Brussels. COWI presented their study <strong>and</strong><strong>in</strong>formed that although alternatives are available for all applications, mercury-sphygmos are stillsold ma<strong>in</strong>ly to medical practitioners. Both digital <strong>and</strong> aneroid "shock-proof" sphygmos formeasur<strong>in</strong>g blood pressure by the auscultatory method are available for all applications (their priceranges from
