PRESENTATIONNational Institute of Science and Technology –Antarctic Environmental ResearchInstituto Nacional de Ciência e Tecnologia – Antártico de Pesquisas Ambientais (INCT-APA)The importance of Antarctica ResearchAntarctica is the most preserved region of the planet andone of the most vulnerable to global environmental changes.For this reason, alterations in the Antarctic environment,natural or caused by humans, has the potential to provokebiological, environmental and socio-economic impacts,which can affect the terrestrial system as a whole. Becauseit is an essential part of the global environmental system,the Antarctic region not only sends out climate signals thataffect global climate, but also absorbs global climatic signals.Anthropic environmental impacts occurring on the planetare reflected in Antarctica, including those that emanatefrom South America.For this reason, the scientific research in the PolarRegions is of great environmental and economic importance,since it contributes to the comprehension of climatic andenvironmental changes observed in these regions.The monitoring of terrestrial, marine and atmosphericsystems is fundamental for the evaluation of such changes,which means collecting environmental data on a continuousbasis, with quality control and for a long period of time,registered in a long temporal series, thus permitting a moreprecise evaluation of future implications, offering supportto decision-making.The protection of the environment of Antarctica isone of highest priorities of all the nations that operateon the Antarctic continent. For this reason the regionshould continue to be the most preserved of the planet,harmonizing the presence of man and the attendance ofmankind’s needs related to the mitigation of environmentalimpact of an ecosystem which is highly fragile.In 1991, the concerns over the consequences of humanactivity in the Antarctic environment became a realitythrough the Protocol of the Treaty of Antarctica for theProtection of the Environment, which came into force in1998. This protocol established directives and procedures,which should be adopted in the undertaking of activities inAntarctica. The monitoring of the environmental impact ofBrazilian activities in Antarctica is a commitment assumedby the Brazilian Government through the ratification of theMadrid Protocol.What is the INCT – AntarcticEnvironmental Research?The National Institute of Science and Technology -Antarctic Environmental Research (abbreviated as INCT inBrazilian Portuguese used in this document as INCT-APAhitherto) were created by the Brazilian Ministry of Scienceand Technology (Ministério de Ciência e Tecnologia(MCT) in search of excellence in scientific activities at aninternational level in strategic areas defined by the ActionPlan 2007-2010 of the Science Programme, Technology andInnovation for Antarctica, by means of programmes andinstruments made operational by CNPq and by FAPERJ(Research support Foundations at different levels). Thereferred initiative has the view to implement a networkof atmospheric, terrestrial and marine monitoring, in theAntarctic region.Who are we?INCT-APA consists of more than 70 researchers whoin an integrated manner evaluate the local and globalenvironmental impacts in the atmospheric, terrestrialand marine areas of Maritime Antarctica systems andin addition are involved in the related educational andscientific outreach of their activities. y INCT-APA will contribute to influence initiativesconcerning biological diversity and environmentalprotection of Antarctica, principally in the scope of theMinistry of Science and Technology and the Ministry ofthe Environment. Furthermore it assists in educationalprocesses with the purpose of divulging Antarctica researchto the public in general.MissionTo valorise the region of Antarctica as an opportunity fordevelopment of transdisciplinary scientific investigations,promoting education and divulging information andenvironmental management.AimsTo be an institute of reference in Antarctic environmentalresearch and in the preservation of this continent as anasset for humanity.The purpose of INCT-APA:• To develop scientific investigations in marine, terrestrialand atmospheric environments in the Antarctic region;• To structure and operate a local and global environmentalmanagement system; and• To promote the education and the diffusion ofinformation committed to the construction of a globalenvironmental conscience.Presentation |5
