Case study:SEA of the Integrated Coastal Z<strong>on</strong>e Management (ICZM), Portugal — example of an ecosystemservices approachEcosystem services can be integrated <strong>into</strong> SEA without the need for extensive technical exercises. An ecosystemservices approach is also a useful tool to enable the strategic c<strong>on</strong>siderati<strong>on</strong> of biodiversity which would otherwisebe difficult in very high level plans.The SEA did not c<strong>on</strong>duct a detailed analysis <strong>and</strong> assessment of existing ecosystems <strong>and</strong> services in the Portuguesecoastal z<strong>on</strong>e. Rather, it identified <strong>and</strong> compared policy opti<strong>on</strong>s in terms of their risk or benefit to strategic levelecosystem services that were identified through c<strong>on</strong>sultati<strong>on</strong> with key policy stakeholders. This required ac<strong>on</strong>siderati<strong>on</strong> of strategic ecosystem services that could be affected by policy choices relevant to ICZM: e.g. themanagement of natural coastal dynamics, especially in vulnerable z<strong>on</strong>es; the maintenance of the productivity ofcoastal z<strong>on</strong>es; the maintenance <strong>and</strong> c<strong>on</strong>servati<strong>on</strong> of the availability of natural <strong>and</strong> cultural heritage <strong>and</strong>biodiversity.Source: Including ecosystem services in coastal management by using SEA, Portugal (Partidário M.R., 2011)5.5 Assess climate change <strong>and</strong> biodiversity cumulative effectsCumulative effects — or the combined impact of any number of different effects — are particularlyimportant for climate change <strong>and</strong> biodiversity. As shown in Secti<strong>on</strong> 2, climate change <strong>and</strong>biodiversity are complex issues with l<strong>on</strong>g-term impacts <strong>and</strong> c<strong>on</strong>sequences for PPs. This means thatunderst<strong>and</strong>ing <strong>and</strong> assessing the cumulative effects is critical.There are a number of tips <strong>and</strong> approaches to assessing the cumulative effects of climate change<strong>and</strong> biodiversity in SEAs.• Recognise cumulative effects as early as possible in the SEA process, if possible in the scopingstage. Talking to the right stakeholders as early as possible can give you a broader overview,which helps you better underst<strong>and</strong> how seemingly insignificant individual effects can havegreater c<strong>on</strong>sequences when c<strong>on</strong>sidered together.• Pay attenti<strong>on</strong> to the evolving baseline when assessing the cumulative effects of climate change<strong>and</strong> biodiversity impacts. The current state of the envir<strong>on</strong>ment will not necessarily be the futurestate of the envir<strong>on</strong>ment, even if the proposed PP does not go ahead. Both the climate <strong>and</strong> thespecies that make up the natural world are in a c<strong>on</strong>stant state of flux.• Distinguish between magnitude <strong>and</strong> significance <strong>and</strong> use significance criteria. A highmagnitude impact may not be significant if the species affected is comm<strong>on</strong>, widely distributed<strong>and</strong> readily able to recover, but even a small magnitude impact may be very significant to ahighly sensitive or rare species or habitat. Significance criteria can be policy <strong>and</strong> guidancedocuments, such as: biodiversity strategies; biodiversity acti<strong>on</strong> plans for habitats <strong>and</strong> species;internati<strong>on</strong>al, nati<strong>on</strong>al <strong>and</strong> local designati<strong>on</strong>s (e.g. c<strong>on</strong>servati<strong>on</strong> objectives of Natura 2000 sites);legislati<strong>on</strong> <strong>and</strong>/or using an ecosystems approach by identifying the valued ecosystem services<strong>and</strong> how they will be affected by drivers of change over time.• Gain an underst<strong>and</strong>ing of other PPs <strong>and</strong> projects.
