Reclassify the current Operations Application Specialist position, Level VI, to aLevel V, to accommodate increased activity levels resulting from newresponsibilities.BACKGROUND & SUMMARYThis Application Specialist position was created in 1999 to provide the Operations Departmentwith a specialist for application support of the Trapeze/Seimens Intelligent TransportationSystem (ITS). The position has an incumbent in place since 2006. A review and revision of thejob description was conducted in 2005 and remained relatively unchanged. However, the latestreview of the job description resulted in the addition of major job responsibilities added to theposition that were not previously included in the 2005 review due to the expansion of elementswithin our ITS infrastructure. These responsibilities included support for the Video IntelligenceSolutions surveillance system that is used in 270 buses in the fixed route and paratransit fleet;providing surveillance security, accident/incident recordings/archiving, and monitoring ofoperator performance. The Application Specialist responds to the initial failure reports;troubleshooting software/hardware problems on 1700 cameras, 6 viewing stations, 4 servers andinterruptions in the wireless downloading. This is accomplished through developing a course ofaction with the Maintenance and Information Technology Departments, as well as workingthrough vendor support and customer care assistance technicians to bring the system back online. The incumbent has also assumed the Operations Department lead for the NextBus systemthat is expanding our ITS. The approval of this change in the Application Specialistclassification will accurately bring the job responsibilities, actual work being performed andlevel of classification into alignment with other transit agencies; enabling Omnitrans to retain34

Reclassifying the position to a level V is being requested to support the increasedvolume of technical support relating to the Operations department’s specific softwareapplications. The volume increase here is due to the outsourcing of four InformationTechnology employees. Acting as the first line of support, this position closely liaisons with theInformation Technology Services Department, application users and vendors as necessary, attimes involving support to multiple departments in critical systems.The red-lined job description is attached for consideration. The adjustments in the ApplicationsSpecialist job description is representative of the essential duties and responsibilities requiredtoday.FUNDING SOURCEFunding for the reclassification of the Operations Application Specialist does not increaseposition head count.
