Problems, Issues, and Challenges 5Purpose of the ReportThe increase in GHG emissions, particularly CO 2 , is a major factor leading to climatechange. Increases in GHG emissions come mainly from mobile and nonmobileanthropogenic sources. Emissions from transportation sources need to be studied andaddressed to be able to limit these emissions to address climate change while at the sametime improving the welfare of individuals and increasing their mobility and accessibility.This report tries to (i) identify the problems and challenges of urban transport inrelation to climate change in the PRC, (ii) review international and local best practicesto address such challenges, and (iii) propose implementation options that can counteractthe negative impacts of transport activity in the PRC.Funding mechanisms for addressing climate change in transport are also discussed.
Urban Transport Developmentin the People’s Republic of ChinaThe PRC has been experiencing urbanization at an unprecedented rate over thelast decade. The population in urban areas more than doubled from 1990 to2009, as shown in Figure 4. Comparing the rate of urbanization with othercountries (Figure 5), the PRC’s rate of urbanization is very high.
