Whoever collects men. arms, or ammunition, or otherwise prepares to wage war withthe intention of either waging or being prepared to wage war against the Republic, shall bepunished with imprisonment of either description for a term not exceeding twenty years,and shall forfeit all his property.Concealing withintent to facilitatea design to wagewar.117. Whoever by any act, or by any illegal omission, conceals the existence of a design towage war against the Republic intending by such concealment to facilitate, or knowing it tobe likely that such concealment will facilitate, the waging of such war, shall be punishedwith imprisonment of either description for a term which may extend to ten years, and shallalso be liable to fine.[2,12 of 2002] 118. Whoever, with the intention of inducing or compelling the President or a Member ofParliament, to exercise or refrain from exercising in any manner any of the lawful powers ofsuch President or Member of Parliament, assaults or wrongfully restrains, or attemptswrongfully to restrain, or overawes, by means of criminal force or the show of criminal force,or attempts so to overawe such President or Member of Parliament, shall be punished withimprisonment of either description for a term which may extend to seven years, and shallalso be liable to fine.120. Whoever by words, either spoken or intended to be read, or by signs; or by visiblerepresentations, or otherwise, excites or attempts to excite feelings of disaffection to thePresident or to the Government of the Republic, or excites or attempts to excite hatred to orcontempt of the administration of justice, or excites or attempts to excite the People of <strong>SriLanka</strong> to procure, otherwise than by lawful means, the alteration of any matter by lawestablished, or attempts to raise discontent or disaffection amongst the People of <strong>SriLanka</strong>, or to promote feelings of ill-will and hostility between different classes of suchPeople, shall be punished with simple imprisonment for a term which may extend to twoyears.ExplanationIt is not an offence under this section by intending to show that thePresident or the Government of the Republic have been misled ormistaken in measures, or to point out errors or defects in theGovernment or any part of it, or in the administration of justice,with a view to the reformation of such alleged errors or defects, orto excite the People of Sri Lanka to attempt to procure by lawfulmeans the alteration of any matter by Saw established, or to pointout in order to their removal matters which are producing or havea tendency to produce feelings of hatred or ill-will betweendifferent classes of the People of Sri Lanka.121.
