Butte County Sheriff - Coroner’s Officeo When remains cannot be adequately decontaminated, arrangements withthe receiving funeral service may need to be coordinated to provide for asealed container that can be externally decontaminated and must not bereopened prior to final disposition in accordance with incident directives. Green Zone: Remains are placed in a clean refrigeration unit and sent to themorgue.H- Transportation of RemainsTransportation entails movement of human remains, property and evidence to theincident morgue as well as transportation of personnel and equipment to and from theincident site. Transportation to both temporary and incident morgues is tasked andstaffed through EOC Logistics based on needs identified by the Coroner’s ServiceBranch.This transfer should be handled discretely using closed vehicles if possible. If deemednecessary, all names or logos on transport vehicles will be removed or covered.Refrigerated vehicles should be parked in a secure area close to the incident site withpreferably easy access to load the remains. Records will be kept at the staging area andat the morgue as to the identity of the driver and the tag numbers of the deceased beingtransported.The bags should be opened to verify tag and bag numbers. The bodies or body partsshould be logged with the log entry containing bag number, vehicle number, driver’sname, and time of dispatch. The driver should verify and sign the Transportation Logentry. Remains that have been bagged and tagged are loaded into the vehicle. Humanremains should not be stacked. Vehicle doors should remain locked while human remainsare inside. The remains are then transported to the morgue. Transport vehicles willfollow an assigned route to the morgue moving in convoy and escorted by lawenforcement.BCS-CO Mass Fatality Plan 49July 2009July 2009
Butte County Sheriff - Coroner’s OfficeI- Respite CenterResponding to a mass fatality incident can be overwhelming, leading to traumatic stress.Support for responders is essential to monitoring and minimizing the impact. A respitecenter for incident site workers will be required.The Respite Center will be organized and managed by the EOC Logistics Section basedupon needs identified by the Coroner’s Service Branch and other agencies/ departmentswith personnel at the incident site. The size, amount of space, and number of servicesneeded at the respite center will depend on the nature of the incident. The RespiteCenter should be located in close proximity to the incident site and designed to preservethe privacy of workers. Additional important facility components include:• Security present• Showers and bathrooms• Space for:o Storing supply of Personal Protective Equipment (as required bynature of incident)o Donning and cleaning/decontaminating and doffing PPE that is appropriateto the nature of the incident• Capability for safe disposal of used Personal Protective Equipment (PPE) anddecontamination, based on the nature of the incident.• Large room for briefings and debriefings at beginning and end of shifts• Lockers or space for storing workers’ personal belongings• Areas for rest• Availability of food and beverages• Basic first aid• Mental health/spiritual care servicesBCS-CO Mass Fatality Plan 50July 2009July 2009
