Butte County Sheriff - Coroner’s OfficeSECTION ONE - PLANNING BASISCHAPTER IMASS FATALITY MANAGEMENTA- PurposeThe purpose of this mass fatality plan is to provide a framework to facilitate anorganized and effective response to mass fatality incidents that treat the deadand their loved ones with dignity and respect. A mass fatality incident, accordingto California Health and Safety Code §103451, is “an incident where more deathsoccur than can be handled by the local Coroner/Medical Examiner resources.” Itmay be caused by infectious diseases, such as Pandemic Influenza, naturalhazards (e.g. earthquakes, floods and hurricanes), human-related hazards (e.g.,commercial airline crashes, bridge or tunnel collapses), or pro-active humanhazards (e.g. terrorist acts).Cooperation and collaboration among all mass fatality response organizations iscritical for effective mass fatality management. Successful management of amass fatality incident involves public communication, vital records administration,hospital and death care industry operations and coordination, and decedentoperations. The latter function entails human remains recovery, morgue services,and family assistance. These tasks fall under the auspices of the CountyCoroner. If any one of these operational areas is not able to carry out its criticalfunction, the entire mass fatality infrastructure will be impacted.B- Plan ObjectivesThe primary objectives for the mass fatality plan are:• To facilitate Butte County’s management of a mass fatality incident• To provide hospitals with a clear and coordinated process for handling thedeceased when decedent operations have exceeded normal capacity• To delineate the command and control structure, who is responsible foractivating the plan, and the criteria for levels of activation• To outline a means for obtaining the following support functions withscalability:o Supplies and equipmento Staffing requirementso Facility requirementsBCS-CO Mass Fatality Plan 5July 2009
Butte County Sheriff - Coroner’s Office• To provide information regarding health and safety threats when handlingdecedents• To identify decedent operational areas• To identify the stakeholders and organizations responsible formanagement and coordination of operational activities• To describe the method with which human remains will be recovered andidentified• To outline a method for the preserving and storing of human remains on atemporary basis when normal capacity has been exceeded• To detail local morgue capacity and operations• To delineate a method for assisting families during a mass fatality incident• To outline the process for obtaining death certificates and permits fordisposition of remains• To describe how the plan will be exercised, updated and maintainedC- Scope of the PlanThe Butte County Emergency Operations Center (EOC) and the Public HealthDepartment Emergency Operations Center (DOC) will be activated in responseto a mass fatality incident. They will oversee the coordination of the multiplelocal, regional, state and federal agencies and departments involved in themanagement of the incident. This plan will operate concurrent with otheremergency plans activated in response to the incident.
