Approved a service and revenue agreement, in the amount <strong>of</strong> $112,500, for providing solid wastepermitting and enforcement activities in El Dorado <strong>County</strong>, and authorized the Director <strong>of</strong> Healthand Human Services to sign two subsequent one-year extensions.MOTION Santucci/Gaines/Unanimousb. Approved a contract with Guy Smyth, M.D., from December 28, <strong>2003</strong> through December 27,2004, in the amount <strong>of</strong> $217,185, as Chief Psychiatrist in the Adult System <strong>of</strong> Care.MOTION Santucci/Gaines/Unanimousc. <strong>California</strong> Healthcare for Indigents Program (CHIP) - Approved <strong>Placer</strong> <strong>County</strong>’s withdrawal fromparticipation in the Program; rescinded prior approval <strong>of</strong> <strong>County</strong> participation made earlier thisfiscal year; authorized the Department <strong>of</strong> Health & Human Service to maintain treatment servicesto the vulnerable Child Health Disability Prevention population for the remainder <strong>of</strong> this fiscal yearand signed a letter to the <strong>State</strong> Health and Human Services Agency requesting that the localhospital portions <strong>of</strong> the CHIP allocation be sent directly to the eligible hospitals.MOTION White/Weygandt/Unanimous24. PUBLIC WORKS/BICKFORD RANCH - Approved a one year renewable contract with ParsonsBrinckerh<strong>of</strong>f, in an amount not to exceed $1,700,000 on the first calendar year contract, to provideconstruction inspection services for Bickford Ranch Project; authorized the Purchasing Manager tosign the contract and any future extensions or renewals; and authorized the Director <strong>of</strong> Public Worksto renew the contract for successive years, in an amount not to exceed $2,000,000 for each renewal.Approved the agreement with Bickford Holdings, LLC, a Nevada Limited Liability Company, thedeveloper <strong>of</strong> Bickford Ranch, to fund consultant construction inspection services and authorized theDirector <strong>of</strong> Public Works to sign the agreement on behalf <strong>of</strong> the <strong>County</strong>.Approved a budget revision, in the amount <strong>of</strong> $1,300,000, to include the majority <strong>of</strong> the work in the FY<strong>2003</strong>/04 budget. COUNTY COUNSEL/CLOSED SESSION REPORT:(A) §54956.9 - CONFERENCE WITH LEGAL COUNSEL(1) Existing Litigation:(a) Residents Against Inconsistent Development (RAID) vs. <strong>County</strong> <strong>of</strong> <strong>Placer</strong>, <strong>Placer</strong> <strong>County</strong> SuperiorCourt Case No.: SCV15540. The Board gave direction to Counsel(b) Willard E. Ernst vs. <strong>County</strong> <strong>of</strong> <strong>Placer</strong>, et al., <strong>Placer</strong> <strong>County</strong> Superior Court Case No.: SCV15642.The Board gave direction to Counsel.(2) Anticipated Litigation:(a) Significant exposure to litigation pursuant to subdivision (b) <strong>of</strong> <strong>Government</strong> Code §54956.9: twopotential cases. One item was not discussed. Regarding the other potential item, thecontract for Rick Crabtree, for the Martis Valley Community Plan anticipated litigation, wasextended to $100,000.(B) §54957.6 - CONFERENCE WITH LABOR NEGOTIATOR(a) Agency negotiator: CEO/Personnel Director, Employee organization: DSA/PPEO. The Boardmet and discussed both DSA and PPEO with its labor negotiators.ADJOURNED AS THE PLACER COUNTY BOARD OF SUPERVISORS AND CONVENEDAS THE PLACER COUNTY IN-HOME SUPPORTIVE SERVICES PUBLIC AUTHORITY
