Appendix• enhancing the curriculum for students inSydney Region through the ExpandingHorizons with Asia strategy and the SydneyRegion Climate Change Forum• a comprehensive leadership developmentprogram supporting the professional learningneeds of school leaders, and• enhancements to the Sydney Regionwebsite, with comprehensive informationabout the Region’s services and programs inAboriginal Education and Equity programs.Dr Lambert provided leadership to eightSchool Education Directors and three SchoolDevelopment Officers. He used structuredactivities to support the officers to contributeto cultural change, make effective use ofresources and achieve operational and policyobjectives.Dr Lambert built strong relationships with theRegion's partners from the tertiary sector,parent and community groups, principalassociations, and the business community. Heused various opportunities to highlight the manyachievements of schools in Sydney Region thatincluded:• the continued increase in student enrolmentsacross the Region• the performance of both primary andsecondary schools in external assessments,particularly the increased percentage ofstudents in the higher achievement bands• the improved performance of individualschools involved in the Priority SchoolsProgram and those with high numbers ofAboriginal students• various awards presented to schools,principals, school staff and students at bothstate and national levels.In 2007 Dr Lambert was a member of theInternational Business Council and representedthe Department and NSW on various groupsand Boards including:• the Redfern-Waterloo Human Services andEmployment and Enterprise Advisory Groups• the South East Sydney and Inner WestSenior Officers Group• the University of Sydney (Faculty ofEducation and Social Work) Advisory Board• the Australian Children’s TelevisionFoundation Board.In addition, Dr Lambert agreed to be patronof the Early Childhood Education Council fora further year and continued his links with thetertiary sector as Adjunct Associate Professorat the University of Sydney.Robyn McKerihanGeneral Manager, Access and EquitySES Level 5, $249,100Ms McKerihan is responsible for leadership,development and implementation of strategicpolicy and the provision of operational adviceto the Minister, Director- General and theDeputy Director-General (Schools), in the fivedirectorates responsible for equitable accessto quality education for all students enrolledin NSW public schools. Specifically, MsMcKerihan provides leadership in AboriginalEducation and Training, Disability Programs,Distance Education, Early Childhood andInteragency Programs and Equity Programsand Distance Education.During 2007 Ms McKerihan’s priorityobjectives included addressing the significantperformance disparity for students from adisadvantaged background and Indigenousstudents when compared to the student cohortas a whole and strengthening the focus onsupport for quality teaching and learningwhile ensuring school accountability to thelocal school community, Department andGovernment.Under Ms McKerihan’s leadership, one of theDepartment’s most innovative approaches toclosing the gap between Aboriginal and non-Aboriginal student outcomes, was established.In 2007, the Schools in Partnership initiativewas extended to a total of 30 schools withsignificant Aboriginal student populations.Two new initiatives aimed at improvingthe learning outcomes and life choices forAboriginal students were also implementedin 2007 with eight schools participating in theTargeted Aboriginal Student Strategy andfive schools included in the Targeted SchoolIntervention program bringing a total of 43schools receiving significant additional fundsto support the improvement of outcomesfor Aboriginal students. In order to meet therigorous evaluation requirements associatedwith the SiP strategy 25 external evaluationswere conducted in targeted schools resultingin clear recommendations being provided toeach school to further develop their school levelinterventions.64 NSW Department of Education and Training - Annual Report 2007
AppendixMs McKerihan through the work of theEarly Childhood and Interagency ProgramsDirectorate has worked effectively in a wholeof government environment ensuring effectiveimplementation of strategies such as the 51Schools as Community Centres located intargeted schools supporting families raisingchildren birth to eight years old. These centresare also contributing invaluable outcomesinformation that will guide successful servicedelivery in future years. Strong connectionshave been built with partner agencies involvedin school based interagency programs andpeak non-government organisations. MsMcKerihan has also made a significantcontribution to the NSW Government PreschoolInvestment Reform Plan.Under Ms McKerihan’s leadership:• 1,234 English as a Second Language (ESL)teachers were allocated to support theEnglish language needs of over 85,000 ESLstudents• on-arrival ESL support was provided toa total of 7,236 newly-arrived studentsincluding 1,238 newly arrived refugees. Ofthese newly arrived students 2,266 wereenrolled in 14 Intensive English Centres(IECs) and the Intensive English High School(IEHS), 4,074 were enrolled in primaryschools and 896 were enrolled in secondaryschools• schools and regions have a wider range ofoptions to manage students with disruptivebehaviour to successfully return to schoolor transition into other educational or workpathways through the establishment of newsuspension centres, behaviour schools andtutorial centres• a number of initiatives were implementedto manage the health care needs ofstudents at risk of anaphylaxis, includinga comprehensive set of guidelines for allschools and the delivery of an awarenesstraining program to all school staff• the Leading&Achieving conference wasconducted for schools supported bythe Priority Schools Program providingprofessional learning opportunities for some950 teachers, parents and students.The General Manager's position has facilitatedintegrated service delivery across 5 directoratesensuring a collaborative approach to equity andaccess issues. This approach has facilitatedthe delivery of core government commitments.Barry PeddleDirector, South Western Sydney InstituteSES Level 5, $253,500Mr Peddle has provided strategic businessand operational leadership to TAFE NSW -South Western Sydney Institute as well asproviding advice to the DET Executive on arange of State and national strategic issuesthrough his involvement in various committeesand ministerial appointments. His ministerialappointments during 2007 included the NSWBoard of Adult and Community Education,the NSW Vocational Education and TrainingAccreditation Board and the Illawarra RegionalDevelopment Board.Mr Peddle’s priority objective was to developand implement an achievable business planfor the Institute which incorporated all targetsrelated to local, State and national trainingpriorities and government initiatives. Mr Peddlemet all financial and student performancetargets relative to the requirements of theCommonwealth Bilateral Agreement and NSWVET Plan. He continued the implementation ofa new integrated Faculty, College and BusinessDevelopment planning and management modelwhich has resulted in significant increasesin commercial revenue at the Faculty leveland from international students. Industry andcommunity partnerships have also increasedas a result of planning for the implementation ofthe new Campbelltown Trade School.Mr Peddle resigned from his position of Chairof TAFE Directors Australia (TDA) during2007, a role that contributed to the wider publicrecognition of the strategic role of TAFE inAustralia as the public provider of choice.Mr Peddle managed the TAFE NSWWorldSkills portfolio and was for most of 2007,a Board Member of WorldSkills Australia.During this time, there has been an increasein the number of TAFE NSW competitors atnational and international levels.Mr Peddle was appointed Project Directorand subsequently interim in-country InstituteDirector for the new Abu Dhabi VocationalEducation and Training Institute (ADVETI)during the later half of 2007. In this role he leda team of TAFE staff from across all Institutesto build the Institute, develop 13 Diploma levelqualifications and enrol 650 full-time Emiratistudents between May and September 2007.NSW Department of Education and Training - Annual Report 2007 65
