Initial Study and Environmental Review ChecklistDiscussiona) Hazardous materials associated with construction activities are likely to involve minor quantitiesof paint, solvents, oil and grease, and petroleum hydrocarbons. Best management practices(BMPs) will be implemented during storage and use of hazardous materials at the project site asrequired under the City of Oakland and Alameda County stormwater quality regulations (refer tosection VII, Hazards and Hazardous Materials). Implementation of BMPs will ensure potentialimpacts to groundwater quality or stormwater runoff associated with spills or leaks of hazardousmaterials used routinely during construction activities are less than significant.The depth to groundwater at the project site is between about 10 to 15 feet (Treadwell & Rollo,2005). Therefore, the proposed project design may require temporary dewatering for theconstruction of the basement parking level and intermittent pumping during high groundwaterperiods. As discussed in Section VII, Hazards and Hazardous Materials, the water extracted willlikely contain petroleum contaminants and if discharged into the storm system or nearbydrainages could affect the receiving water quality. Therefore the water removed from dewateringwill be discharged into the City of Oakland sanitary sewer system, treated onsite, or betemporarily stored and then transported to an appropriate disposal facility, consistent withStandard Conditions HAZ-1 and HAZ-2. Further, Standard Condition HAZ-2 requires that theproject applicant demonstrate that it has conducted the appropriate treatment of contaminatedgroundwater prior to discharge. Considering required adherence to the permitting requirementsfor treatment and discharge of groundwater generated during temporary or ongoing dewatering,the project will not violate any water quality or waste discharge standards.Following the completion of construction activities, the application of pesticides and herbicidesrelated to landscape maintenance will be potential sources of polluted stormwater runoff.However, on-site landscaping will be minimal, and the proposed project will not require asignificant use of pesticides or herbicides. The proposed project will also be required to complywith the City of Oakland and Alameda County stormwater quality protection requirements. Aconceptual storm water quality plan has been prepared for the project site. The plan outlines therequirements applicable to the site as well as provides a description of potential opportunities forimproving the storm water quality over existing conditions (BKF, 2007). Potential water qualityimpacts associated with the proposed project during operation are therefore considered less thansignificant.In accordance with standard City practices, the project sponsor shall be required to comply withall applicable regulatory standards and regulations pertaining to potential contaminants and toproject-related grading and excavation prior to issuance of grading and building permits, (seeSection VI, Geology and Soils).These requirements are embedded in the following uniformlyappliedstandard condition of approval that will apply to the project. Initial Study and Environmental Review ChecklistSTANDARD CONDITION HYD-1: (Post-Construction Stormwater PollutionManagement Plan, http://www.cleanwaterprogram.com)Prior to issuance of a building permit (or other construction-related permit)The applicant shall comply with the requirements of Provision C.3 of the National PollutantDischarge Elimination System (NPDES) permit issued to the Alameda Countywide CleanWater Program. The applicant shall submit with the application for a building permit (orother construction-related permit) a completed Stormwater Supplemental Form for theBuilding Services Division. The project drawings submitted for the building permit (orother construction-related permit) shall contain a stormwater pollution management plan,for review and approval by the City, to limit the discharge of pollutants in stormwater afterconstruction of the project to the maximum extent practicable.1) The post-construction stormwater pollution management plan shall include andidentify the following:i. All proposed impervious surface on the site;ii. Anticipated directional flows of on-site stormwater runoff; andiii. Site design measures to reduce the amount of impervious surface area anddirectly connected impervious surfaces; andiv. Source control measures to limit the potential for stormwater pollution; andv. Stormwater treatment measures to remove pollutants from stormwater runoff.2) The following additional information shall be submitted with the post-constructionstormwater pollution management plan:i. Detailed hydraulic sizing calculations for each stormwater treatment measureproposed; andii. Pollutant removal information demonstrating that any proposedmanufactured/mechanical (i.e., non-landscape-based) stormwater treatmentmeasure, when not used in combination with a landscape-based treatmentmeasure, is capable or removing the range of pollutants typically removed bylandscape-based treatment measures.3) All proposed stormwater treatment measures shall incorporate appropriate plantingmaterials for stormwater treatment (for landscape-based treatment measures) andshall be designed with considerations for vector/mosquito control. Proposed plantingmaterials for all proposed landscape-based stormwater treatment measures shall beincluded on the landscape and irrigation plan for the project. The applicant is notrequired to include on-site stormwater treatment measures in the post-constructionstormwater pollution management plan if approval is secured from Planning andZoning of a proposal that demonstrates compliance with the requirements of theCity’s Alternative Compliance Program.4) Prior to final permit inspection, the applicant shall implement the approvedstormwater pollution management plan.Fruitvale Transit Village Phase 2 53 ESA / 208475Initial Study December 2008
