<strong>Initial</strong> <strong>Study</strong> and Environmental Review ChecklistIn 2005, the <strong>City</strong> <strong>of</strong> <strong>Oakland</strong> disposed <strong>of</strong> approximately 416,827 tons <strong>of</strong> solid waste at theAltamont Landfill (CIWMB, 2008b). Project-generated waste will result in an increase <strong>of</strong> lessthan one-percent <strong>of</strong> the total amount <strong>of</strong> waste processed annually at this facility. The AltamontLandfill currently has adequate permitted capacity to accommodate this increase in solid wastedisposal.As required by enactment <strong>of</strong> the California Integrated Waste Management Act (AB 939) in 1989,the <strong>City</strong> has prepared a Source Reduction and Recycling Element. The <strong>City</strong>’s waste diversion ratehas increased from approximately 11 percent in 1990 to an estimated 55 percent in 2004. Theproject will be required to comply with the <strong>City</strong>’s construction and demolition debris ordinance,which will ensure that the project’s short-term impact on solid waste will be less than significant.In addition, adherence to the following Standard Condition will ensure that the project’s impact tolong-term solid waste impacts will be less than significant.STANDARD CONDITION UTIL-2: (Waste Reduction and Recycling)The project applicant will submit a Construction & Demolition Waste Reduction andRecycling Plan (WRRP) and an Operational Diversion Plan (ODP) for review and approvalby the Public Works Agency.Prior to issuance <strong>of</strong> demolition, grading, or building permitChapter 15.34 <strong>of</strong> the <strong>Oakland</strong> Municipal Code outlines requirements for reducing wasteand optimizing construction and demolition (C&D) recycling. Affected projects include allnew construction, renovations/alterations/modifications with construction values <strong>of</strong>$50,000 or more (except R-3), and all demolition (including s<strong>of</strong>t demo).The WRRP mustspecify the methods by which the development will divert C&D debris waste generated bythe proposed project from landfill disposal in accordance with current <strong>City</strong> requirements.Current standards, FAQs, and forms are available at www.oaklandpw.com/Page39.aspx orin the Green Building Resource Center. After approval <strong>of</strong> the plan, the project applicantshall implement the plan.OngoingThe ODP will identify how the project complies with the Recycling Space AllocationOrdinance, (Chapter 17.118 <strong>of</strong> the <strong>Oakland</strong> Municipal Code), including capacitycalculations, and specify the methods by which the development will meet the currentdiversion <strong>of</strong> solid waste generated by operation <strong>of</strong> the proposed project from landfilldisposal in accordance with current <strong>City</strong> requirements. The proposed program shall be inimplemented and maintained for the duration <strong>of</strong> the proposed activity or facility. Changesto the plan may be re-submitted to the Environmental Services Division <strong>of</strong> the PublicWorks Agency for review and approval. Any incentive programs shall remain fullyoperational as long as residents and businesses exist at the project site.f) See discussion e), above.g) The proposed project will result in an incremental increase in the demand for gas and electricalpower given the increase in development on the project site. Overall, the level <strong>of</strong> public energyrequired <strong>of</strong> the proposed project will not be expected to violate applicable federal, state and local<strong>Fruitvale</strong> <strong>Transit</strong> <strong>Village</strong> <strong>Phase</strong> 2 78 ESA / 208475<strong>Initial</strong> <strong>Study</strong> December 2008
