81รายงานความรับผิดชอบต่อสังคมปี 2552PTT Group's CSR Report 2009มุ่งมั่นเป็นพลังที่ยั่งยืนเพื่อคุณภาพการดำเนินงานการบริหารงานด้านคุณภาพ ความปลอดภัย อาชีวอนามัยและสิ่งแวดล้อม (Quality, Safety, Health and Environment:QSHE) เป็นหนึ่งในองค์ประกอบสำคัญที่กลุ่ม ปตท. นำมาบริหารจัดการองค์กร เพื่อปกป้องผลกระทบต่อสิ่งแวดล้อมและผู้เกี่ยวข้องทุกฝ่ายอย่างดีที่สุดตามมาตรฐานสากลหรือสูงกว่าคณะกรรมการนโยบายคุณภาพ ความปลอดภัย อาชีวอนามัยและสิ่งแวดล้อม ของกลุ่ม ปตท. ซึ่งเป็นผู้กำกับดูแลการดำเนินงานด้านความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อม (SHE) ในภาพรวมของกลุ่ม ปตท. ได้เล็งเห็นว่าบริษัทในกลุ่ม ปตท. ที่มีการขยายตัวอย่างรวดเร็ว ควรมีแนวทางการบริหารจัดการด้าน SHE ไปในทิศทางเดียวกันจึงเห็นควรให้มีการปรับปรุงแนวทางการกำกับดูแลด้านSHE ให้สามารถกำหนดเป้าหมาย กลยุทธ์ แผนงาน และมาตรฐานการดำเนินงานที่ชัดเจนและมีประสิทธิภาพมากยิ่งขึ้น จัดทำกลยุทธ์และแผนการดำเนินงาน PTT GroupSHE Strategic Direction 2552-2556 ซึ่งมีกลยุทธ์สำคัญที่ต้องดำเนินงานในปี 2552-2553 ดังนี้• การพัฒนา PTT Group SSHE Management Standards เพื่อเป็นมาตรฐานหลักของกลุ่ม ปตท. ในการจัดการด้านความมั่นคง ความปลอดภัย อาชีวอนามัย และสิ่งแวดล้อมของทุกบริษัทในกลุ่ม ปตท. ซึ่งอยู่ระหว่างการนำไปปฏิบัติภายใน ปตท.Determined to be Sustainable Power for Quality inOperationsQuality, Safety, Health and Environment (QSHE)management is a vital component of PTT Group’sorganizational management to best prevent impactson the environment and all stakeholders. PTT Group’sQSHE management standards must be equivalent toor exceed international standards.PTT Group QSHE Policy Committee, the governingbody of safety, occupational health, and environment(SHE) at the corporate level, realizes that all PTT affiliates,which are expanding at a fast pace, should align theirSHE management with the Group’s direction. Thecommittee, therefore, agreed to review PTT Group’sSHE management to set clear goals, strategies, plans,and standards of work with higher efficiency. In thisregard, PTT Group’s SHE Strategic Direction for 2009-2013was mapped out with core strategies for implementationduring 2009-2010 as follows:• Developing PTT Group SSHE ManagementStandards as the central management standardsof security, safety, occupational health, andenvironment for all business units in PTT Group.The standards are being cascaded.
82รายงานความรับผิดชอบต่อสังคมปี 2552PTT Group's CSR Report 2009PolicyGoals & StrategyManagement StandardsCorporate Procedures, Programs,Tools, GuidelinesPTT Group SSHE PolicyPTT Group SSHE Goals & StrategyPTT Group SSHE Management StandardsPTT Group SSHE Programs & SupportsPTT Group SSHE Management SystemBusiness Unit Policies, Standard,Procedures, Programs, Guidelines• การจัดทำ PTT Group SHE Performance Measurement and Reporting System เพื่อเป็นฐานข้อมูลในการติดตามและปรับปรุงผลการดำเนินงาน รวมถึงเพื่อการรายงาน ปัจจุบันการทดลองนำมาใช้ในพื้นที่นำร่องได้จัดทำแล้วเสร็จ และจะมีการขยายการเก็บและรายงานข้อมูลให้ครอบคลุมทุกพื้นที่ปฏิบัติงานและทุกบริษัทในกลุ่ม ปตท. ในปี 2553• การจัดทำ PTT Group Volatile Organic Compounds Management Program โดยศึกษาจัดทำบัญชีการระบายสารอินทรีย์ระเหยง่าย (VOCs) ของบริษัทในกลุ่ม ปตท. ที่ตั้งอยู่ในพื้นที่เขตควบคุมมลพิษ จังหวัดระยอง และนำข้อมูลมาพิจารณากำหนดเป็นกลยุทธ์การจัดการ VOCs ของกลุ่ม ปตท. อย่างเป็นระบบ ปัจจุบันอยู่ในระหว่างการรวบรวมข้อมูลและจัดทำบัญชีการระบาย VOCs เพื่อให้การดำเนินงานตามโปรแกรมหลักสามารถบรรลุผลได้ตาม Strategic Direction ที่กำหนด จึงได้มีการแต่งตั้งคณะทำงาน Corporate SHE Programs กลุ่ม ปตท.ประกอบด้วยหน่วยงาน SHE ของทุกหน่วยธุรกิจและบริษัทในกลุ่ม ปตท. เพื่อกำหนดแผนการดำเนินงาน และจัดเตรียมข้อมูลที่จำเป็นในการออกแบบกระบวนการทำงานประกอบกับให้ข้อคิดเห็นต่อแนวทางการนำไปปฏิบัติ พร้อมประสานงานกำกับดูแล และสื่อความภายในกลุ่ม ปตท.• Developing PTT Group SHE PerformanceMeasurement and Reporting System as thedatabase for use in the follow-ups and improvementof work results as well as in the reportingprocess. At present, implementation of the PTTGroup SHE Performance Measurement andReporting System in some pilot areas iscomplete. Data collection and reporting will beexpanded to all operating sites and affiliatesin PTT Group in 2010.• Developing PTT Group Volatile OrganicCompounds Management Program by makingVOCs Emission Inventory at PTT affiliates locatedin the pollution control area of Rayong. Datacollected will be used for designing strategiesfor VOC systematic management in PTT Group.At present, data collection and compilation ofVOCs Emission Inventory are underway.To ensure that implementation of the above corestrategies achieve the desired results under the strategicdirection, a committee working on corporate SHEprograms was set up, comprising SHE units form allaffiliates. The committee is in charge of devising workplans, prepare information necessary for processdesign, and make comments on implementationmethods. The committee has to also be responsiblefor cooperation and communication in PTT Group.
