88รายงานความรับผิดชอบต่อสังคมปี 2552PTT Group's CSR Report 2009จากการประเมินผลกระทบสิ่งแวดล้อมพื้นที่โครงการพัฒนาแหล่งน้ำมันสิริกิติ์ตะวันออก แปลงเอส 1 ซึ่งอยู่ในจังหวัดกำแพงเพชรและจังหวัดพิษณุโลก พบว่ามีพื้นที่ขุดเจาะและแนวท่อส่งปิโตรเลียมบางส่วน อยู่ในเขตป่าสงวนแห่งชาติป่าหนองคล้ำและป่าดงฉัตร ซึ่งครอบคลุมพื้นที่ประมาณ 40 ไร่สำหรับการก่อสร้างฐานขุดเจาะและถนนทางเข้าฐานขุดเจาะอย่างไรก็ตาม พื้นที่ดังกล่าวถูกเปลี่ยนจากพื้นที่ป่าไม้เป็นพื้นที่เกษตรกรรม โดยไม่มีสภาพป่าสมบูรณ์หลงเหลือแต่อย่างใด ดังนั้น สัตว์และพืชสายพันธุ์หายาก จึงไม่ได้รับผลกระทบจากการดำเนินกิจกรรมดังกล่าวสำหรับแนวท่อส่งก๊าซธรรมชาติในเขตพื้นที่ป่าอำเภอทองผาภูมิจังหวัดกาญจนบุรี ความยาวประมาณ 50 กิโลเมตร ซึ่งอยู่ในพื้นที่ป่าที่ผ่านการใช้ประโยชน์มาแล้ว ประมาณ 44 กิโลเมตรและป่าดิบโปร่งสมบูรณ์ประมาณ 6 กิโลเมตรนั้น ได้มีการติดตามฟื้นฟูดูแลสภาพแวดล้อมอย่างต่อเนื่อง ตลอดจนมีการดำเนินโครงการฟื้นฟูสภาพป่าในเขตป่าสงวนแห่งชาติป่าเขาช้างเผือก ป่าสงวนแห่งชาติป่าห้วยเขย่ง ป่าสงวนแห่งชาติป่าวังใหญ่และป่าแม่น้ำน้อย อำเภอทองผาภูมิและอำเภอไทรโยค จำนวน 10,000 ไร่ (พ.ศ. 2541-2559) ตั้งแต่การจัดทำแผนที่เบื้องต้น ระบุสภาพและชนิดของป่า การปลูกป่าเสริม การป้องกันไฟป่า และการอบรมให้ความรู้แก่ชุมชนรอบพื้นที่ป่าเพื่อให้เกิดความร่วมมือในการดูแลรักษาป่านอกจากนั้น ยังได้ร่วมมือกับโครงการพัฒนาองค์ความรู้และศึกษานโยบายการจัดการทรัพยากรชีวภาพในประเทศไทย (BRT)ศึกษาวิจัยความหลากหลายทางชีวภาพตาม “โครงการทองผาภูมิตะวันตก” ในพื้นที่ 30,000 ไร่ บริเวณตำบลห้วยเขย่งอำเภอทองผาภูมิ จังหวัดกาญจนบุรี (พ.ศ. 2545-2551)ทั้งด้านพันธุ์พืช พันธุ์สัตว์ ทรัพยากรชีวภาพ วัฒนธรรมและภูมิปัญญาท้องถิ่น รวมถึงการศึกษาวิจัย “โครงการหาดขนอมระยะที่สอง” ต่อเนื่องจากโครงการจัดการทรัพยากรชีวภาพชายฝั่งทะเลถึงยอดเขา พื้นที่หาดขนอม-เขานัน ที่ดำเนินการมาตั้งแต่ พ.ศ. 2549 ในพื้นที่จังหวัดนครศรีธรรมราช ซึ่งเป็นจังหวัดที่มีโรงแยกก๊าซธรรมชาติขนอมตั้งอยู่ด้วย เพื่อเชื่อมโยงความสัมพันธ์ระหว่างชุมชนท้องถิ่นกับทรัพยากรชีวภาพในพื้นที่ให้เกิดประโยชน์ในการดูแลรักษาทรัพยากรธรรมชาติอย่างยั่งยืนในระยะยาวAccording to environmental impact assessment atEast Sirikit Project in S1 Block located in KamphaengPhet and Phitsanulok, part of the drilling site and partof the petroleum pipeline are found located in thenational protected forests of Nong Klam and Dong Chat,covering an area of approximately 6.4 squaremeters (40 rai). The plot was prepared for theconstruction of a drilling site and an access road tothe site. However, the mentioned plot of land hadearlier been turned from forest into an agricultural areawithout any sign of a virgin forest left to see. As a result,wildlife and plants of rare species are not expectedto habit in sueh area which the impact to those spiciesis unlikely to occurs.As for the gas transmission line in the forest area ofAmphoe Thong Pha Phum in Kanchanaburi, 44 kilometersof the total 50-kilometer length was found lying in aforest area which has long been turned for use, whilesix kilometers was in the sparse tropical forest area. PTTis, therefore, continuously looking after of the environmentin the area and runs a restoration project for Pa KhaoChang Phuek, Pa Huay Kayeng, Pa Wang Yai nationalforest reserves, and Pa Mae Nam Noi forest in AmphoeThong Pha Phum and Amphoe Sai Yok coveringan area of 16 square kilometers (10,000 rai) during1988-2016. The project starts from making a basicmap, identifying the conditions and type of the forest,arranging additional planting, arranging forest fireprevention, to providing knowledge to the communitysurrounding the forest to seek cooperation in lookingafter the forest.In addition, PTT Group received cooperation fromBiodiversity Research and Training Program (BRT) inbiodiversity research under the ‘West Thong Pha PhumProject’ on an area of 48 square kilometers (30,000 rai)in Tambon Huay Kayeng, Amphoe Thong Pha Phum,Kanchanaburi (2002 - 2008). The research covers floraand fauna, biological resources, culture, and localwisdom. This also includes ‘the 2 nd stage of KhanomBeach Project’, a continual project from an earlier oneinvolving the management of biological resources fromthe coast to mountain peak in Khanom Beach - KhaoNan area, which has started since 2006 in NakhonSi Thammarat province where PTT’s Khanom GasSeparation Plant is situated. The project aims tostrengthen the relationship between the communityand the local biological resources so that communitypeople will provide sustainable care for their own naturalresources.
