LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSAll <strong>By</strong>-<strong>Laws</strong> are subject to the Constitution of the <strong>Lithgow</strong> <strong>District</strong> <strong>Netball</strong> <strong>Association</strong><strong>Inc</strong>orporated, hereafter called “the <strong>Association</strong>”.1. GENERAL MEETINGSThe first general meeting of each year shall be held immediately following the AnnualGeneral Meeting which is held on the third (3rd) Wednesday of October each year. Othergeneral meetings will be held on third (3rd) Wednesday of subsequent months as set by the<strong>Association</strong> at beginning of season and / or as called by the President or Secretary.Order of business at meetings shall be:· Opening and Apologies· Confirmation of the Previous Minutes· Business Arising from Previous Minutes· Notices of Motions· Elections· Correspondence (<strong>Inc</strong>oming and Outgoing)· Reports· Executive Committee;· Treasurer;· Liaison Officer (if Sub Groups operating);· Coaching Co-Ordinator;· Umpiring Co-Ordinator;· Sub Group Reports;· Delegates to Other Organisations; and· Any Other Reports· General Business1.1. ClubShall consist of one (1) or more teams.1.2. Club DelegateOne (1) Club Delegate and one (1) Team Representative from every team must be inattendance at all general meetings of the <strong>Association</strong>, including the Annual General Meeting.The role of these Delegates is to ensure that all information from the general meeting ispassed onto the teams of the Club as registered. Club Delegates must be sixteen (16) yearsof age or over, or approved by the Executive Committee.Each Club not represented at general meetings by one (1) club delegate and one (1) teamrepresentative per team will incur a $20.00 fine and the loss of one (1) competition point.Executives may be a representative for their team at monthly meetings, but are notconsidered to be Club delegates. All fines incurred must be paid by the Club prior to any ofthe said Clubs teams participating in further competition games.Any Club, after incurring the above fine on two (2) or more occasions, will have theireligibility to participate in future competition reviewed by the Executive Committee. If anyClub becomes ineligible in any said competition, no refund of fees will be paid to theregistered members.Page 7Updated November 2010


LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWS2. MEMBERSMembers of the <strong>Association</strong> shall be players or non-players as defined in the Constitution.Non-playing members are defined as including coaches, managers, umpires, members of theExecutive Committee, member of any Committee or Sub-Committee and appropriate fees areapplicable to ensure appropriate insurance coverage.3. UNFINANCIAL MEMBERSUnfinancial members shall be members who have not paid all monies due the <strong>Association</strong> bythe date set. They shall be considered unfinancial and lose all membership privileges. Anunfinancial player or team may re-apply for membership, stating reasons for default, and theterms of re-admission shall be decided by the Executive Committee for each case on itsmerits. Any team fielding unfinancial player(s) will incur a $5.00 fine per unfinancial player(s)for every game participated in, plus penalty as per playing rules.4. FEESThe <strong>Association</strong> shall set affiliation fees for all teams at the beginning of the annualcompetition season. Players must pay fees in full before taking the court on their secondcompetition game (unless an extension has been granted by the <strong>LDNAI</strong> Treasurer).Membership and / or <strong>Association</strong> rights may be suspended or revoked by the <strong>Association</strong> atany time, with due cause as decided by the Executive Committee.Club / Team Secretaries / Managers are responsible to the Registrar in all matters dealingwith correct nomination of their teams and collection of fees. New players registering late inthe competition (e.g. halfway) shall be eligible for a reduction in the fees as decided by the<strong>Association</strong> upon presentation of a written request at a general meeting.Life Members, who are registered players in any season, will be required to pay the currentinsurance / affiliation fees due to <strong>Netball</strong> NSW.5. DUTIES OF OFFICE BEARERSOffice Bearers must be financial members of the <strong>Association</strong>.5.1. Presidenta) To preside at all meetings of the <strong>Association</strong> and direct where necessary; andb) To fulfill duties as per Constitution.5.2. Vice-Presidenta) To assist the President and perform other such duties as directed by the <strong>Association</strong>.5.3. Secretarya) To collect all mail from the Post Office box and record all incoming and outgoingcorrespondence;b) Immediately after receiving phone calls or mail they must notify relevant Executive,record all incoming and outgoing phone calls. LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSc) Not less than seven (7) days before the Annual General Meeting, inform allDelegates, Life Members, Office Bearers and the Secretary of Affiliated Clubs of thedate, time and place of the Annual General Meeting;d) To keep a list of Life Members and Delegates names and addresses;e) Registration papers to be handed out at nomination meeting. These to include:· Information Sheet;· Player Nomination Form; and· Umpire Nomination Formf) To keep a record in a Minute Book of all proceedings of each meeting;g) Copy of minutes of every meeting to be available in the Clubroom within 10 (ten)days of the meeting for every member of the <strong>Association</strong>. A copy to be put in theClubroom on the notice board for all members;h) To conduct such other business as directed by the <strong>Association</strong>; andi) To ensure official minutes are signed by Chairperson when passed at monthlymeeting and to keep official copy of minutes in binder for <strong>Association</strong> records.5.4. Games Co-Ordinatora) To prepare competition draws and score sheets;b) To prepare records of competition conducted by the <strong>Association</strong>;c) To keep an up-to-date result and point score of competition games and also display itin Clubroom;d) To prepare draws and score sheets for carnivals;e) To prepare a roster for duty club;f) Has the power to refuse similar names;g) To keep a list of points lost through failure to fulfill <strong>Association</strong>’s requirements;h) Notify team prior to next competition game of any loss of points or monetary finesincurred;i) At conclusion of season type in triplicate a list of winners and runners-up in theirrespective grades. The list to also include names of all other awards, e.g. Service to<strong>Netball</strong>, Umpires’ Award, Junior Service to <strong>Netball</strong>;j) To notify Club Delegate if Clubs lose points for not attending general meeting; andk) To prepare a roster of Executive on Duty.5.5. Treasurera) To be responsible for all funds established by the <strong>Association</strong>;b) To keep a record of all assets and liabilities;c) To keep all necessary books of account and produce these on the instruction of the<strong>Association</strong>;d) To receive all monies payable to the <strong>Association</strong> and issue receipts for same;e) To bank all monies within seven (7) days of receipt;f) To pay all accounts submitted and passed for payment at general meetings;g) To send accounts as required;h) To submit a financial report to each meeting;i) To pay annual affiliation fees to <strong>Netball</strong> NSW;j) Responsible for all monies received at all function held or organised by <strong>Association</strong>;andPage 9Updated November 2010


LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSk) Responsible for all merchandise sold - to keep accurate records of quantity of salesand purchases for each item.5.6. Registrara) To compile records of player / team registrations;b) Prepare membership lists for submission and affiliations to <strong>Netball</strong> NSW;c) In conjunction with the Games Co-Ordinator and Treasurer, compile a list ofunregistered or unfinancial players as well as players who have not had their date ofbirth verified;d) To keep a record of player’s weekly participation eg: playing in differing grades and /or teams; ande) To prepare and distribute lists of contact names and numbers of the following asentered on nomination forms:v Club Delegates;v Umpires;v Coaches.5.7. Umpiring Co-Ordinatora) To supervise and control umpires roster for competition and representative games;b) To conduct lectures for <strong>Association</strong> members in preparation for theoreticalexaminations;c) To supervise and advise umpires controlling competition games;d) To administer other relevant matters as directed by the <strong>Association</strong>;e) To organise umpiring clinics, lectures and discussions;f) To be the Convener of the Umpires Committee;g) To keep a list of all candidates of the umpires examination and submit results toSecretary; andh) To keep ongoing records of umpiring service during the season.5.8. Publicity Officera) To keep a Publicity book of all relevant publicity;b) To promote <strong>Netball</strong> within the <strong>Lithgow</strong> <strong>District</strong>;c) To collect and collate weekly competition results and publish these in the <strong>Lithgow</strong>Mercury and local Radio Station (2LT / KissFM);d) To make use of the notice board; ande) To make use of media outlets to publicise <strong>Netball</strong>.5.9. Coaching Co-Ordinatora) Responsible for all coaching matters during season;b) To keep all players informed through regular newsletter(s);c) To be the Convener of the Coaching Committee;d) Keep records of coaches credentials / qualifications; ande) To enforce <strong>By</strong>-Law 27 re: coaches’ qualifications.5.10. Representative Coordinatora) Responsible for and to co-ordinate all <strong>Association</strong> representative team matters.Page 10Updated November 2010


LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSb) To assess, handicap or combine when necessary Junior and Senior Grades /Divisions. If combined semis, finals and grand finals are to be played this decision isto be ratified by the <strong>Association</strong>; andc) To confer with the Games Co-Ordinator on any decision regarding the grading of anyor all teams within the <strong>Association</strong>.7.6. Representative Teams Committeea) To organise all matters relating to representative teams; andb) Details of representative teams finances to be given to <strong>Association</strong> by due date withdetailed income and expenditure accounts.7.7. Development Committee (when applicable)a) To attend to all fundraising and to keep an account of all monies raised;b) To liaise with <strong>Lithgow</strong> City Council’s Sports Advisory Committee and all relevantauthorities;c) To furnish regular reports to the <strong>Association</strong>;d) To apply for any grants, building permits, etc;e) To keep an account of expenditure; andf) To obtain and approve of any building quotes and plans.7.8. Presentation Committeea) Responsible for organising all matters relating to Junior and Senior presentations;andb) All monies received to be handed to Treasurer within five (5) days of receipt.7.9. Finance Committeea) Record in a register the handing out and return of ticket books for major fundraisingventure. Results of fund raising activities must be advertised within a reasonableperiod;b) Give a report of funds raised at general meetings when necessary; andc) All monies and a written account to be given to the Treasurer within seven (7) daysof receipt.7.10. Disputes Committeea) The President shall act on all complaints / disputes as per <strong>Netball</strong> NSW MemberProtection Policy 2008 (see separate folder for policy guidelines);b) Guidelines for suspensions -· Verbal abuse of any <strong>Association</strong> Member – three (3) to six (6) weekssuspension from competition games; and or suspension from any attendanceat the venue during <strong>LDNAI</strong> competition;· Physical abuse of any <strong>Association</strong> Member – four (4) week minimum – twelve(12) month maximum suspension from competition games and / orsuspension from any attendance at the venue during <strong>LDNAI</strong> competition.Page 12Updated November 2010

Delegates to <strong>Lithgow</strong> City Council’s Sports Advisory Committeea) To attend all meetings as called by <strong>Lithgow</strong> City Council’s Sports Advisory Committeeb) To relate to <strong>Lithgow</strong> City Council’s Sports Advisory Committee all matters pertainingto the <strong>Association</strong>;c) To submit a written or verbal report on these meetings to the general meetings; andd) To give Secretary a copy of minutes from <strong>Lithgow</strong> City Council’s Sports AdvisoryCommittee meeting in all netball matters.8.2. Delegates to <strong>LDNAI</strong> Meetingsa) There shall be two (2) nominated Delegates for each Club in the <strong>Association</strong>;b) All Delegates must be financial Senior Members of the <strong>Association</strong> or have attainedthe age of sixteen (16) years; andc) Delegates to meetings must be financial members of the <strong>Association</strong> and complete aregistration form.9. DUTIES OF DUTY CLUBAt the beginning of the season all Senior team names will be rostered by Games Co-Ordinator for Duty Club.Half-Hour before commencement of first game, Clubrooms are to be opened by Executiveon Duty.The Duty Club shall then perform the following:· Place netball posts onto courts (this must be done by a minimum of two (2) personsover the age of ten (10) years of age). There are different sized posts for Nettagames, please check the draw and place posts accordingly. Full size posts markedwith tape at the base are for use on the inside courts only;· Set out chairs and scorers tables beside outside courts;· Check toilets and basins, make sure there is toilet paper and hand towel available foruse; and· Prepare score sheets.15 Minutes before game Ask teams (over PA system) to come to the Clubroom andcollect score sheets.Start first game Announce over PA system quarter time, half time, three quarter time andfull time. Length of games and intervals are listed in Clubroom.Time keep all games except when your team plays. A team will be nominated each weekand it will be their duty to time keep while Duty Club plays.After games or during last round:· Tidy and vacuum clubroom;· Empty rubbish bins;· Clean toilets and basins;Page 13Updated November 2010


LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWS· Sweep all floor areas, this includes indoor timber floor area;· Mop all vinyl floor areas; and· Cleaning equipment is located in the caged area nearest to the Clubroom. Largescissor brooms are located at the end of each court areaPENALTY FOR NOT FULFILLING DUTY CLUB IS $10.00 PER TIMESLOT FINE, PLUSLOSS OF 3 COMPETITION POINTS WHERE APPLICABLE.10. DUTIES OF EXECUTIVE ON DUTY· Collect completed score sheet after each game and photocopy (four (4) copies).These are to be brought in from courts by members of the winning teams;· Check against draw to make sure they are returned after each round of games;· At the end of games give copies of all score sheets to Games Co-Ordinator, UmpireCo-Ordinator, and Publicity Officer. Original score sheets are to be forwarded to theRegistrar;· Supervise fulfillment of Duty Club requirements;· Notify Games Co-Ordinator of any game infringements, and enter into fine book anyrelevant fines; and· Executive to lock Clubroom, Stadium, Car Park and School Gates.11. POINTSCOREPoint score shall be as follows: -a) Win or win on forfeit 3 pointsb) Draw 2 pointsc) Loss 1 pointd) Loss on forfeit 0 pointse) <strong>By</strong>e 0 points12. RULES OF THE GAMEThese are played according to <strong>Netball</strong> NSW Rule Book.12.1. Team RulesNo interchanging of players between teams (except where substitutes withinClub rules apply).a) Players must play three (3) games within the season with their team to be eligible toplay in the semi-finals, finals and grand finals of the competition;b) Any team not fielding nominated umpires for their stated fixture shall incur a $10.00fine payable before the next competition game, - after third (3 rd ) failure of notfielding nominated umpire the team will be automatically disqualified fromcompetition;c) Each team may register a maximum of twelve (12) players. A team must field aminimum of four (4) of their teams registered players before borrowed players maybe used. A player from a lower grade, registered in same Club, may be played in ahigher grade on any given round of competition. Players cannot be borrowed forsemis, finals or grand finals. If a junior player is to be a substitute for a senior team,the Executive on Duty must give permission for that player to participate in seniorgame. The Executive on Duty must sight and sign the score sheet;Page 14Updated November 2010


LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSd) Players may play two (2) competition games as substitutes above their own gradebut upon playing a third (3 rd ) game as a substitute for the same team, the player isto remain a registered player in this particular team / grade. No restriction on Nettaplayers.e) A team cannot use more than two (2) substitutes from a lower grade in any one (1)team on any one (1) particular day. A player may play in their own team, and alsoone (1) game in higher grade on any one (1) day;f) Borrowed players names must be recorded on the score sheet with their registeredteam clearly recorded next to their name;g) The captain of each team will be responsible for all fees for their team and to ensurethat these are paid by the specified time, i.e., by the second competition game;h) All teams are to supply a regulation ball and responsible scorers who stand togetherand score as per rulebook;i) Junior players are eligible to play in the correct age division as at 31st December ofthat year i.e. 12 years old turn 12 from 1 January to 31 December. ExecutiveCommittee must grant permission for any junior player to play above their own agedivision. Executive Committee must grant permission for special cases (such asdisability) to play below their age division;j) If a Club member wishes to transfer to another Club they shall write to the<strong>Association</strong> and the Executive Committee shall meet and decide on the transfer;k) If a team withdraws from the competition, a registered player may be granted atransfer to another team within rule guidelines, upon application to ExecutiveCommittee;l) Any player who plays in a team below their own registered age / division shall incur a$10.00 fine for every game played in that team plus penalty as per playing rules;m) If a player is found to be playing in a grade below her age division and this is due toclerical error on behalf of the Club concerned it will be fined $50.00;n) Score sheets must be filled in completely and correctly - i.e.(i) Full Christian Name and Surnames;(ii) Signed by each captain; and(iii) Refer point f);Penalty to offending team shall be a fine of $5.00. Once a score sheet has beensigned as correct by both captains and umpires, no score sheet will be handed backto any team for any correction. No disputes will be entered into regarding scoresheets. If a team records the name of an unregistered player on the score sheet, theteam shall be given seven (7) days to prove that the person who played under thatname is one (1) and the same as a person who is registered. This proof shall be inthe form of a Statutory Declaration. Failure to submit such proof within seven (7)days of notification shall result in a fine of $5.00;o) If a team does not have five (5) players ready to take the court within five (5)minutes of the nominated time of commencement, the opposing team may claim aforfeit;p) In the event of a team receiving a forfeit, whether by prior advice or on actualcompetition day, all players currently registered with that team shall be deemed ashaving played, for eligible player status;q) Any player pregnant plays at their own risk;Page 15Updated November 2010


LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSr) Any player, deemed by the Executive on Duty and / or President to be, under theinfluence of drugs and / or alcohol will be suspended immediately from any furtherparticipation in that days play. Any such player will be asked to leave the playingvenue; ands) Infringement for any breach of Team Rules will be the loss of three (3) competitionpoints and fine of $10.00 seniors and $5.00 juniors. The maximum infringement forany team on one (1) day will be loss of three (3) competition points and fine $10.00seniors and $5.00 juniors. Infringements, which incur loss of points – the affectedteam(s) to be notified prior to the next competition day for chance to recognisemistake and future prevention thereof.13. UNIFORMa) The Executive Committee shall approve uniform;b) New teams or teams changing the colour of their uniforms must obtain permissionfrom the Executive Committee before any decision is made;c) Clubs must nominate their colours on registration day. All teams within a Club mustplay in Club colours. Where there is more than one (1) team in any one (1) grade,different coloured position patches must be worn for ease of identification;d) All team players skirts, tops, tracksuit pants and position patches should be identicaland tops are required to be tucked into skirts;e) All players are required to wear black, navy or colour of uniform, full briefs. No bikinipants or shorts to be worn. Short Leg Bike Pants may be worn (bike pants are not tobe visible below skirt line);f) Position patches are to be worn by all players;g) Shoes or boots must be worn. They shall be of lightweight material. Spiked soles arenot allowed;h) All teams are to be in correct full uniform by the second competition game of theseason. Players will be unable to take the court unless they are in correct uniform -umpires will enforce this rule;i) No sharp adornment or item of jewellery except a wedding ring shall be worn. Thisincludes all forms of body piercing. If a wedding ring is worn, it shall be taped;j) Medical alert bracelets or necklets may be worn. Players are requested to pleaseadvise umpires for verification prior to taping;k) Players may play and umpire in tracksuit pants under their skirts but they mustmatch the colour of the uniform and all be identical in colour. Tracksuit pants mayonly be worn in cold weather with the approval of controlling umpire;l) Players are permitted to have short rounded nails of reasonable length, includingartificial nails; andm) Fingernails must not be taped.14. NETTA RULES (8 to 10 YEARS)a) Four (4) quarters each of ten (10) minutes duration to be played with three (3)minutes rest at quarter and three quarter time, and up to five (5) minutes at halftime;b) No ‘FINALS’ matches to be played;c) Each player in the competition to receive a certificate of participation;d) 8 years - non competitive only; (if separate age competition allows);e) 9 years - tougher umpiring i.e., no shuffling allowed. (if separate age competition allows); andf) No player under 8yrs of age will be able to participate in the Netta Competitionwithout participation in the FUNNET learning program, or at the discretion of theExecutive Committee.14.1. <strong>Laws</strong>a) Goalposts where possible to be adjusted to eight (8) feet;b) 24” netball, volleyball or soccer ball of all leather or composite leather, i.e., size 4ball;c) After catching the ball throw within six (6) seconds;d) Allow minimum shuffling on the spot to gain balance before throwing without movingdown the court;e) Strict “man to man” defence to all play;f) A player may defend an opponent with the ball from a distance of four (4) feet;g) When contact or obstruction occurs, the offending player is not “put out of play”.Rather, the umpire should explain and place the player where they may defend. Thatis, four (4) feet from their opponent;h) A team of up to ten (10) players may interchange its players at quarter, half andthree quarter time intervals. Each player is to play at least two (2) quarters;i) Four (4) quarters of ten (10) minutes to be played;j) Umpires:a. To use simple language to explain decisions; andb. To adopt an encouraging and pleasant manner to ensure an open and freeflowing game, particularly in the setting up of penalties and throw-ins; andk) No scores to be recorded.15. DURATIONAs per <strong>Netball</strong> NSW rulebook, intervals subject to ratification by the <strong>Association</strong>.16. FORFEITSa) Teams are to notify the Games Co-Ordinator of all forfeits no later than one (1) hourprior to game time;b) Any team which forfeits three (3) times in a season shall be deemed to have forfeitedits right to play within the <strong>Association</strong> and shall be suspended from playing for theduration of the season.16.1. Un-notified forfeits - fine to teamsc) There are no fines for Juniors, except where game forfeited is to be played on anindoor court, as per (e);d) Seniors - $10.00 fine (no fine is applicable to a notified forfeit); ande) In the event of an un-notified forfeit on an indoor court, the forfeiting team isresponsible for payment of both teams court fees.17. SEMI FINALS, FINALS AND GRAND FINALS17.1. Grading of Teams for Semi FinalsIf two (2) or more teams are on equal points after the final round, positions for the semifinalsshall be decided by the goal average.Page 17Updated November 2010

Official TimekeepersOne (1) official timekeeper will be arranged for semis, finals and grand finals. (In the eventof tied games or injury time, the officials in the Clubroom must be notified immediately).17.4. Playing of Finals (Semis, Finals and Grand Finals)i) Semi finals in all grades except for Netta;Major semi-final - 1 st versus 2 nd ;Minor semi-final - 3 rd versus 4 th ;ii) Finals in all grades except for Netta. Major semi final loser plays winner of minorsemi-final. Minor semi final is out of the competition;iii) Grand finals in all grades except for Netta;Major semi final winner plays winner of final.17.5. Tied games in Semis and FinalsIn the event of tied games in semis and finals in all grades an extra five (5) minutes eachway to be played. If still tied, the captains and both umpires toss for first centre then thefirst team to score a goal is the winner.17.6. Tied games - Grand Finals -JuniorsIn the event of tied games for grand finals they are declared joint winners.17.7. Tied games - Grand Finals - SeniorsPlay ten (10) minutes each way. If still tied, joint winners are declared.18. WET WEATHER GAMES(a) Executive on Duty / Wet Weather Committee to inspect Courts one (1) hour prior tocommencement of play, before making decision on games. If necessary the wetweather draw with be invoked;(b) In the event of extreme weather conditions, that Saturdays draw is to be totallyabandoned - points for that round to be two (2) points each team;(c) If any games in a division have been played and other games in the same division orage group are being played and have to be abandoned, “due to an act of God”, acomplete replay of the games abandoned will be played at a date to be decided;(d) If all games in a division are being played at the same time and have to beabandoned “due to an act of God” the team which is leading at the time ofabandonment shall be deemed the winner, provided abandonment occurs after atleast half time; and(e) In all other instances games to be replayed if possible. INJURY TIMEUp to two (2) minutes to be allowed for injury time but no injury time to be added to game,except during semi final, final and grand finals.20. INTERCHANGE OF PLAYERSTo be applied as per <strong>Netball</strong> NSW rules.21. UMPIRESa) All junior teams must supply the names of one (1) umpire and one (1) alternateumpire. The Umpiring Co-ordinator and Sub-Committee will allocate this umpire to agame that is deemed to be neutral in the grade specified;b) All senior teams / divisions must supply the names of two (2) umpires;c) The umpires named must:· Be competent;· Hold a current pass in the Umpires’ Theoretical Examination or be prepared tosit the examination held each year;· Be approved by the Umpires Committee; and· Attend a basic umpires lecture;d) All non-playing umpires will be required to wear white.· Females: White dress or skirt and top, or full tracksuit with minimum colourtrim;· Males: White shorts with white shirt or full white tracksuit with minimumcolour trim.e) All umpires are required to: -(i) Sign on at umpires control; and(ii) Sign the score sheet at completion of game.f) All standby umpires are required to: -(i) Sign on at umpires control; and(ii) Stay at the control centre the entire game to be ready to fill in if required.g) Penalty as per Team Rules: (b)22. UMPIRING AWARDSa) A thank you gift shall be awarded to any member who has:· Umpired eight (8) competition games in a season;· Passed the <strong>Netball</strong> NSW Section 1 Umpires Theory Exam within the past six(6) years; and· Passed the <strong>Netball</strong> NSW Umpires Exam in the past three (3) years.b) Umpiring for one (1) full day at any Championships conducted by <strong>Netball</strong> NSW shallbe classed as four (4) competition games. Umpiring for one (1) full day at anyrepresentative carnival conducted under <strong>Netball</strong> NSW rules shall be classed as three(3) competition games.c) Coaching of members for district or state badges shall also be deemed to be service.Coaching given over two (2) competition games shall be classed as service for one(1) competition game.d) After three (3) cloth badges have been awarded, then a suitable gift to be awarded inthe fourth and subsequent years.e) Standby umpires shall also be deemed to be service with half (1/2) competition gamebeing allocated.Page 19Updated November 2010

DISTRICT UMPIRES AWARDSAll umpires being screened for their <strong>District</strong> Umpires Badge must:· Hold a current pass of 70% or more in the Section 1 (one) Umpires TheoryExam State Theoretical Examination Section 1;· Be coached at training or competition games by National “C” umpires orabove;· Attend any coaching days organised on behalf of LDNA <strong>Inc</strong> by nationalbadged umpires;· Be nominated by the Umpiring Co-ordinator for screening by the UmpiresCommittee;· Be given a copy of the paneling checklist before the date of screening; and· Be screened in the following format:23.1. Bronze BadgeQualifications:Game Required:Badging Panel:23.2. Silver BadgeQualifications:Game Required:Badging Panel:23.3. The white copy is to be given to the applicant whether he orshe is successful or not. The green copy is left in the badging book as a record for the<strong>Association</strong>. Panelists should strive to make comments on badging sheets positive,emphasizing strengths, but areas in which improvement is needed should be noted andexplained also.24. BIRTH CERTIFICATESAny member of the Executive Committee or the Funnet / Netta Committees may sight birthcertificates, baptismal cards or passports for junior and intermediate players. The Registrarmust attach a certificate of authenticity with nomination forms. Junior and intermediateplayers may not participate in the second and subsequent competition games, carnivals orrepresentative games until proof of age is verified.25. ENTRIES TO ALL NETBALL NSW CHAMPIONSHIPSAll entries must be submitted well before closing date as set.26. AWARDSa) The nomination forms are to be sent to each Club four (4) weeks before the grandfinals each year for the following awards:· Service to <strong>Netball</strong>;· Junior Service to <strong>Netball</strong>;· Senior Umpires Award;· Junior Umpires Award;· Coaching Award Senior and Junior;· Merit Awards for Junior Umpires; and· Any other awards, which may, from time to time, be added to the list.The nomination forms shall be returned to the Secretary by the due date and voted on at thegeneral meeting held before the presentation night. Only Office Bearers, Club Delegates andLife Members can vote on candidates - one (1) vote only allowed. A secret ballot will be held,and two (2) persons elected on the night from the Office Bearers and Life Members, will takethe votes and count them. Results are to be kept confidential until presentation night.b) Senior Umpires Encouragement Awards Guidelines:· That the member of the Umpires Committee must be the sole judge of thisaward, i.e., they must nominate the umpires and vote to decide thesuccessful nominee;· Must be a senior umpire, i.e., those aged 16 years and over; and· It should go to an umpire who, in the opinion of the Committee deserves therecognition and encouragement for their efforts.27. COACHESa) All coaches must hold a current <strong>Netball</strong> NSW Foundation coaches certificate or higheror be willing to obtain a Foundation course qualification during the current season;b) All Representative coaches must hold a current <strong>Netball</strong> NSW Development certificateor higher or be willing to obtain a Development course qualification to be eligible as aRepresentative Coach for any season; andPage 21Updated November 2010

INFECTIOUS DISEASES / BLOOD POLICYa) The umpire blows the whistle to stop the game and instructs the player to leave thegame. Once instructed by the umpire the player MUST leave the court;b) The team may choose to leave that position vacant or use ONE (1) substitute playeronly. In the case of a centre (C) that is bleeding that moving ONE (1) player onlymust fill position;c) No player is allowed on court with blood anywhere on their person OR clothing.Different coloured clothing and position patches are allowed;d) The opposing team is NOT permitted to change positions or substitute players in thisinstance;e) Any blood on court is to be washed away;f) The umpire blows the whistle immediately to restart play; andg) After the game has been restarted, if there is a vacant position that player mayreturn to the vacant position AFTER notifying the umpires. The player may alsocome on after an interval or at a subsequent injury or illness providing substitutionrule is obeyed.29. SEMIS, FINALS AND GRAND FINALSFor these matches, that are all individually timed, all the above conditions apply except that:The team to which the bleeding player belongs may choose whether to:a) Delay the game (injury time) until the bleeding player returns to the court;b) Substitute another player; orc) Play on and allow the bleeding player to return to the vacant position when theplayer has complied with the rules as stated above.30. CODE OF CONDUCTThe Australian Sports Commission Code of Conduct (as adopted by <strong>Netball</strong> NSW) isapplicable to parents, umpires, coaches, players, managers, and trainers, and is to beenforced by the <strong>Lithgow</strong> <strong>District</strong> <strong>Netball</strong> <strong>Association</strong> <strong>Inc</strong>orporated. Copies of the Code ofConduct are part of the new registration package and are available at any time from theClubhouse. Ignorance of the contents of said Code of Conduct will not disrupt the penaltiesassociated with breaches of the Code of Conduct as set down. All breaches will be dealt withunder the guidelines of the Disputes Committee. (Point 7 of the <strong>By</strong> <strong>Laws</strong> of <strong>LDNAI</strong>.)31. SPECIAL CIRCUMSTANCESIf any special circumstances exist on any <strong>By</strong>-Law or Constitutional regulation, the <strong>Lithgow</strong><strong>District</strong> <strong>Netball</strong> <strong>Association</strong> <strong>Inc</strong>orporated reserves the right to consider and apply judgmentto any written submission for dispensation.32. ALTERATIONS TO BY-LAWSThe <strong>Association</strong> shall make alterations to <strong>By</strong>-<strong>Laws</strong> with the approval of <strong>Netball</strong> NSW byresolution passed by a two thirds (2/3) majority of the voting delegates present.Page 22Updated November 2010
