LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWS2. MEMBERSMembers of the Association shall be players or non-players as defined in the Constitution.Non-playing members are defined as including coaches, managers, umpires, members of theExecutive Committee, member of any Committee or Sub-Committee and appropriate fees areapplicable to ensure appropriate insurance coverage.3. UNFINANCIAL MEMBERSUnfinancial members shall be members who have not paid all monies due the Association bythe date set. They shall be considered unfinancial and lose all membership privileges. Anunfinancial player or team may re-apply for membership, stating reasons for default, and theterms of re-admission shall be decided by the Executive Committee for each case on itsmerits. Any team fielding unfinancial player(s) will incur a $5.00 fine per unfinancial player(s)for every game participated in, plus penalty as per playing rules.4. FEESThe Association shall set affiliation fees for all teams at the beginning of the annualcompetition season. Players must pay fees in full before taking the court on their secondcompetition game (unless an extension has been granted by the LDNAI Treasurer).Membership and / or Association rights may be suspended or revoked by the Association atany time, with due cause as decided by the Executive Committee.Club / Team Secretaries / Managers are responsible to the Registrar in all matters dealingwith correct nomination of their teams and collection of fees. New players registering late inthe competition (e.g. halfway) shall be eligible for a reduction in the fees as decided by theAssociation upon presentation of a written request at a general meeting.Life Members, who are registered players in any season, will be required to pay the currentinsurance / affiliation fees due to Netball NSW.5. DUTIES OF OFFICE BEARERSOffice Bearers must be financial members of the Association.5.1. Presidenta) To preside at all meetings of the Association and direct where necessary; andb) To fulfill duties as per Constitution.5.2. Vice-Presidenta) To assist the President and perform other such duties as directed by the Association.5.3. Secretarya) To collect all mail from the Post Office box and record all incoming and outgoingcorrespondence;b) Immediately after receiving phone calls or mail they must notify relevant Executive,record all incoming and outgoing phone calls. LITHGOW DISTRICT NETBALL ASSOCIATION INC.BY-LAWSc) Not less than seven (7) days before the Annual General Meeting, inform allDelegates, Life Members, Office Bearers and the Secretary of Affiliated Clubs of thedate, time and place of the Annual General Meeting;d) To keep a list of Life Members and Delegates names and addresses;e) Registration papers to be handed out at nomination meeting. These to include:· Information Sheet;· Player Nomination Form; and· Umpire Nomination Formf) To keep a record in a Minute Book of all proceedings of each meeting;g) Copy of minutes of every meeting to be available in the Clubroom within 10 (ten)days of the meeting for every member of the Association. A copy to be put in theClubroom on the notice board for all members;h) To conduct such other business as directed by the Association; andi) To ensure official minutes are signed by Chairperson when passed at monthlymeeting and to keep official copy of minutes in binder for Association records.5.4. Games Co-Ordinatora) To prepare competition draws and score sheets;b) To prepare records of competition conducted by the Association;c) To keep an up-to-date result and point score of competition games and also display itin Clubroom;d) To prepare draws and score sheets for carnivals;e) To prepare a roster for duty club;f) Has the power to refuse similar names;g) To keep a list of points lost through failure to fulfill Association’s requirements;h) Notify team prior to next competition game of any loss of points or monetary finesincurred;i) At conclusion of season type in triplicate a list of winners and runners-up in theirrespective grades. The list to also include names of all other awards, e.g. Service toNetball, Umpires’ Award, Junior Service to Netball;j) To notify Club Delegate if Clubs lose points for not attending general meeting; andk) To prepare a roster of Executive on Duty.5.5. Treasurera) To be responsible for all funds established by the Association;b) To keep a record of all assets and liabilities;c) To keep all necessary books of account and produce these on the instruction of theAssociation;d) To receive all monies payable to the Association and issue receipts for same;e) To bank all monies within seven (7) days of receipt;f) To pay all accounts submitted and passed for payment at general meetings;g) To send accounts as required;h) To submit a financial report to each meeting;i) To pay annual affiliation fees to Netball NSW;j) Responsible for all monies received at all function held or organised by Association;andPage 9Updated November 2010
