Vice Admiral RodneyCiraham Taylor.VADM Taylor joined the RAN in1954 as a Junior Entry CadetMidshipman and graduated from theRoyal <strong>Australia</strong>n Naval College in1957. He went on to serve both at homeand abroad.In'addition to serv ing in a number <strong>of</strong>RAN ships, he also served in HerMajesty's Yacht BRITANNIA and laterqualified as a sub-specialist navigator.VADM Taylor saw active service inVietnam and was mentioned indespatches during the first deployment<strong>of</strong> the guided missile destroyer. HMASBRISBANE.Other significant career highlightsincluded service as CommandingOfficer HMAS VAMPIRE (1979-80).Commander Third <strong>Australia</strong>n DestroyerSquadron and Commanding OfficerHMAS TORRENS (1983-85). DeputyFleet Commander and Chief <strong>of</strong> Staff(1987-88). and the inauguralCommodore Flotillas (1989).In 1990 he was promoted to RearAdmiral and held the appointments <strong>of</strong>Assistant Chief <strong>of</strong> Defence Force -Operations (1990-91) and Deputy Chief<strong>of</strong> Naval Staff (1991-94). RADM Taylorwas made an Officer in the Order <strong>of</strong><strong>Australia</strong> in 1992.Promotion to the rank <strong>of</strong> ViceAdmiral followed. along withappointment as Chief <strong>of</strong> Naval Staff inMarch 1994. VADM Taylor served inthis role with great distinction. Duringhis command. VADM Taylor oversawconsiderable development and changein the <strong>Navy</strong>. In this time the first <strong>of</strong> theAnzac class frigates and Collins classsubmarines entered service.VADM TaylorFeeling strong commitment to<strong>Navy</strong>'s people, he continuously stressedthe importance <strong>of</strong> preserving <strong>Navy</strong>'svalues. tradition. ethos andpr<strong>of</strong>essionalism during the defenceefficiency review and the subsequentdefence reform program. In February1997. VADM Taylor's title becameChief <strong>of</strong> <strong>Navy</strong>.ObservationsBy Ge<strong>of</strong>freyCOMMAND CHANGESAs reported elsewhere in THE NAVY, several changes insenior ADF appointments took plate mid-year: the followingcomments relate only to those involving naval personnel.<strong>The</strong> principal change was lhat <strong>of</strong> Chief <strong>of</strong> the DefenceForce (CDF). Admiral Chris Barric handing over to GeneralCosgrove on completion <strong>of</strong> a 4-year term. Pr<strong>of</strong>essionally wellqualified and with a Masters Degree in BusinessAdministration. Admiral Barne commanded Ihe ADF during adifficult period <strong>of</strong> "peacetime' stringency and suddenoperational demands lhat stretched the resources <strong>of</strong> the armedforces lo the limit: the demands were met but continue as achallenge for General Cosgrove.
