4–9. Training literature <strong>and</strong> logistics publications.a. DA-wide training literature arid logistics publications will be prepared <strong>and</strong> submitted according to AR 310-3.b. Funding required to prepare <strong>and</strong> publish comm<strong>and</strong>- or agency-level training literature <strong>and</strong> logistics publicationswill be programmed by respective comm<strong>and</strong>s <strong>and</strong> agencies.4–10. Training devices <strong>and</strong> simulators.The cost <strong>of</strong> developing <strong>and</strong> acquiring training devices <strong>and</strong> simulators needed to permit establishment <strong>of</strong> a trainingcapability necessitated through development or configuration change will be according to AR 71-9.4–11. General.a. This chapter prescribes <strong>the</strong> <strong>policies</strong> <strong>and</strong> <strong>procedures</strong> used to plan, conduct, evaluate, <strong>and</strong> report on-(1) Test <strong>and</strong> evaluation (T&E) <strong>of</strong> <strong>medical</strong> <strong>materiel</strong> systems or items.(2) Types <strong>of</strong> T&E per<strong>for</strong>med.(3) Responsibilities <strong>of</strong> <strong>the</strong> AMEDD <strong>materiel</strong> developer, combat developer, training developer, operational tester, <strong>and</strong>o<strong>the</strong>r Army organizations in <strong>the</strong> T&E process.b. Testing in support <strong>of</strong> MEDMAP, <strong>and</strong> in <strong>the</strong> evaluation <strong>of</strong> <strong>medical</strong> sets, kits, <strong>and</strong> outfits, will be planned <strong>and</strong>conducted in accordance with <strong>policies</strong> <strong>and</strong> <strong>procedures</strong> outlined in basic Army regulations as supplemented in thisregulation.c. The process described is typical, but exceptions may occur <strong>and</strong> are encouraged when <strong>the</strong> <strong>materiel</strong> <strong>acquisition</strong> timeor cost can be lowered without increasing <strong>the</strong> risk.5–2. Responsibilities.The primary agencies involved in AMEDD T&E are USAMRDC, AHS, HSC, <strong>and</strong> USAMMA. CG, USAMRDC. as<strong>the</strong> <strong>materiel</strong> developer, is responsible <strong>for</strong> development T&E, <strong>and</strong> initial production testing (IPT). Comdt, AHS isresponsible <strong>for</strong> all operational or user T&E. CG, HSC is responsible <strong>for</strong> programming, budgeting, <strong>and</strong> assuring fundingsupport <strong>for</strong> AMEDD-originated T&E, <strong>and</strong> providing qualified AMEDD consultants <strong>and</strong> on-site test advisors to <strong>the</strong> testorganization to assist with planning, execution, <strong>and</strong> reporting. Cdr, USAMMA, as mission assignee <strong>for</strong> nondevelopmentitems, is responsible <strong>for</strong> coordinating technical feasibility testing, if required, <strong>for</strong> nondevelopment items.5–3.
