NEW OCCUPANCY REqUIREMENTSFOR HOUSES COME INTO EFFECTJANUARY 2012Commencing on January 1st, 2012 residential houses* must meetmore stringent completion requirements before occupancy <strong>of</strong> thehouse can be permitted. These new requirements found in Article1.3.3.4. <strong>of</strong> Division C <strong>of</strong> the Ontario Building Code will culminatein the issuance <strong>of</strong> an Occupancy Permit.Builders <strong>of</strong> such houses will need to be diligent to ensure theycan meet their scheduled closing dates.Here’s a summary <strong>of</strong> the current and future criteria for allowingthe occupancy <strong>of</strong> a newly constructed house:BUILDING COMPONENTS REqUIRED FOR OCCUPANCY OF A HOUSE*(a) Structure substantially completed and ready to be used for its intended purpose(b) Building envelope substantially completed (cladding, ro<strong>of</strong>ing, windows, doors, assembliesrequiring a fire resistance rating, closures, insulation, vapour barriers and air barriers)(c) Insulation and vapour barrier protected from mechanical damage where required(d) Site grading is substantially completed(e) Required electrical supply is provided(f) Required fire fighting access routes have been provided and are accessible(g) (i) Required exits, floor access and egress systems, handrails, guards, smoke alarms, carbonmonoxide detectors, fire separations and fire stopping components and systems arecompleted and operational(ii) Required exhaust fume barriers and self-closing devices on doors between attached or built-ingarage and the dwelling unit are completed and operational(h) The water system, building drain, building sewer, drainage system and venting system arecompleted, operational and tested(i) Required plumbing fixtures are substantially completed and operationalPROPERTY STANDARDS AND BY-LAW ENFORCEMENT REMINDERS• In-line skates, skateboards, scooters, rollerblades & roller skates are not permitted in downtown core as per By-law No. 100-AD-2002• All persons are to remove all animal excrement from public and private property including parks and walking trails. No dog ispermitted to run at large on any public property within the <strong>Municipality</strong> as per By-law No. 125-AD-2000.• Fireworks are only permitted to be set <strong>of</strong>f within the <strong>Municipality</strong> with approval <strong>of</strong> the Fire Chief as well as permit issued by the<strong>Municipality</strong> <strong>of</strong> <strong>North</strong> <strong>Perth</strong> as per By-law No. 56-AD-2001.• The Noise By-law is in effect year round. Certain violations including yelling, shouting and loud music are prohibited at specifictimes <strong>of</strong> the day as per By-law No. 32-AD-2001 and are subject to a fine.• Property Standards 72-2009. All properties are to maintain the prescribed standards for themaintenance and occupancy <strong>of</strong> all properties in the Municipalities.• No person shall erect a sign on public property without the permission <strong>of</strong> Council.
