We will review the budget in September.10) Director of Parks & Recreation Report:• Pools are up and running. The pump at the Listowel pool was seized, so the motor hasbeen repaired and everything is working now.13


• The Elma/Logan Recreation Complex tenders closed last Thursday at 4:00pm. Therewere 4 tenders received. Nith Valley submitted the lowest tender at $649,100. This doesnot include furnishing the kitchen with the equipment, architectural/engineering fees, orpaving. We received a $242,000 grant and the new compressor and water heater will beincluded with the grant. The washroom partition and vanities, paving, A/V for the hallwill be done after. The project is estimated by staff to be around $734,100. North Perth& West Perth Council are contributing $125,000, fundraising $375,000, grant $242,000.We will move forward by recommending the acceptance of the tender to Council. Theplan is to do the paving at the end depending on the finances. If we are successful withthe Trillium grant it will be used for the kitchen equipment. The other 3 tenders were;Gateman Milloy $712,000, Stahle Construction $676,000, Gordner Construction$653,700.• Splash pad Grand Opening is this Saturday.• Steve and Steve met with the Monkton Kinsmen Club last Tuesday. They are looking atwanting to replace or refurbish the playground equipment in Monkton.• Steve and Mark met with the Wallace soccer reps last Wednesday regarding the drainageditch by the kiddie-kickers soccer field. They are on board with the fence.• Steve commented about our facilities being well utilized which is nice to see.• Steve taught a class for ORFA at RIM Park last week. He was at CRFC LeadershipForum in Toronto this week.11) Sub Committee Reports:Multi Purpose Complex Committee – Meeting tomorrow night. An announcement will bein the paper this week. Pledges have hit the 1 million dollar mark. Fundraising is going verywell with great response from the corporations. The Charity golf tournament is putting theirmoney towards the complex. Final drawings and specifications are being fine tuned andeverything is on schedule. They are planning a kick-off in September for North Perth. TheCorporate stage is where they are right now, the next stage is the public/communityinvolvement stage. A naming rights list is at the corportate level. $1 million to get yourname on the facility and a wide varity of other naming rights. Campaign Coaches has been agreat resource. There is still some confusion among the public with what will be included inthe rec complex – pool, double ice pad, etc.Elma Logan Arena & Park Committee – See Steve’s report above.Memorial Park Rehabilitation Committee – This committee has been formed with 7members and they have received information packages and the past studies/reports, etc.Other Business: Discussion about trails.12) New Business: In September, we could take a tour of some of the new budget items – Monktonto see Phase 2 and then go from there. FOR IMMEDIATE RELEASEJune 6, 2013Liberals “deleting accountability” on gas plant scandal, report says(Queen’s Park) – In a scathing report from Information and Privacy Commissioner Ann Cavoukian,Liberal staff members were found to have broken the law by intentionally deleting evidence on thecancelled gas plants in Oakville and Mississauga.Cavoukian wrote in her report entitled Deleting Accountability: Records Management Practices ofPolitical Staff: “It is difficult to accept that the routine deletion of emails was not in fact an attempt bystaff in the former minister’s office to avoid transparency and accountability in relation to their work.”That, says Perth-Wellington MPP Randy Pettapiece, is strong evidence of a cover-up.“The Liberals seem prepared to do almost anything, even breaking the law, to protect their power,” hesaid. “Who will face the consequences? Later on May 21, farmers in the Wallensteinarea reported 100 mm of rain between 5p.m. and 6 p.m. The flow at St. Jacobs in the ConestogoRiver changed from 4.4 cubic metres persecond at 7 p.m. to 50 cms at 8 p.m. and 91 cms by9 p.m.As a result, on May 22 the GRCA issued a highwater safety statement to advise the public ofchanging river conditions. Another advisory wasissued May 31 due to rain during another storm.May was also about 1.8 degrees above normal atthe Shand Dam, however this year has seen swingsin temperature. Groundwater levels have recoveredfrom the dry period in 2012 and are nearnormal for this time of year, with water levels inwells still increasing. Reservoirs are in their normaloperating range for the time of year.GRCA moving to yellowbooms at damsCanoeists and anglers in the Grand River watershedare going to start seeing booms of a differentcolour at some dams.The GRCA will gradually install yellow boomsto replace orange warning booms that are installedupstream of some GRCA dams. The change isconsistent with regulations set by Transport Canada,which oversees navigable waterways. Thebooms are made of plastic floats joined togetherby a chain.Yellow booms were installed this year on Cedarwww.grandriver.ca35Grand River Conservation Authority

Yellowbooms will be installed at other dams as theolder orange ones wear out.These booms and buoys warn boaters andanglers of the dangers around dams.At “low head” or “run of the river” dams,water flows across the entire width of thedam so they can sometimes be difficult tospot from upstream. The water looks peacefulbut the currents can be quite strong andexceptionally dangerous on the downstreamside. The churning water, known as the“boil” can trap people under water.Larger dams, such as Conestogo, Shand,Woolwich, Luther and Guelph, are regulatedby gates and valves, which can create dangerouscurrents in the dam area.Bobolink researchBobolinks at Luther Marsh Wildlife ManagementArea will be part of a research projectthat is looking into why the number ofbobolinks is declining.Dan Kim from Oregon and Roz Renfrewfrom Vermont have worked with bobolinksand geolocators in the United States. Theyare working with Canadian Wildlife Servicesongbird biologist Mike Cadman, a studentand some volunteers.They are searching the area for nests, andwatching birds to map territorial boundaries.They will lure the birds into the nets, bandeach with a government band and given ageolocator. The researchers hope to band 20males and 20 females.Next year, these same birds will need to berecaptured and the data downloaded to findout where they have been. This data will beadded to data about this species in othersites across Canada and the U.S. to see whatmay be causing the decline in bobolink.Jefferson salamandersIt’s confirmed — Jefferson salamanders areliving at Taquanyah Conservation Area inthe southern Grand.Jefferson salamanders are endangeredprovincially and nationally and are protectedunder the Ontario Endangered Species Act.Despite the cooler start to spring, a recordnumber of salamanders were found atTaquanyah. Two vernal ponds were confirmedas breeding ponds for the first timethis year.Yellow is the new orange for booms at GRCA dams. Yellow booms were installed at Badenand Ayr. Eventually all dams will have yellow booms as the orange ones need to be replaced,A vernal pool is a temporary water bodythat fills with water from melting snow,storm water or groundwater during thespring. These pools usually dry up duringthe summer.Eggs that were found are most likely Jeffersonsalamander, but could be Jefferson-Blue spotted complex salamander. GRCAstaff take a small tissue sample from the tailto test the salamanders DNA to find outwhich species it is, because this is the onlyway to know for sure. A visual inspection isnot enough.Beach testing underwayFrom late May to Labour Day, the GRCAand local health units regularly test the waterat designated beaches in GRCA Parks toensure the water meets the guidelines set forswimming areas in Ontario.Beaches are posted when levels of E. colibacteria exceed the Ministry of Healthguidelines. A posting is a recommendationthat swimming should be avoided or thatindividuals swim at their own risk.Testing is done at 10 locations within theconservation areas. InSeptember 2006, the North Perth Day Care implemented a Best Start program for 4 and5 year old children at St Marys School. The Best Start program has continued to be avery viable and essential program.Comments:Due to the implementation of the new Full Day Early Learning Program, the Day Carewill be losing their unique space at St Marys School. We have been workingcollaboratively with the Ministry of Education and the Avon Maitland District SchoolBoard to seek a new location. The new location for the Best Start Program will beCentral School commencing July 8 th , 2013.We will be experiencing an increase in the enrolment for the Before and After Schoolprograms at Listowel Eastdale and Listowel Central. Again working with the Ministry ofEducation and the Avon Maitland District School Board, we have secured additionalspace to operate the programs.It is anticipated, we will be entering into an Agreement with the Huron Perth CatholicDistrict School Board at a later date for at Before and After School Program at St. MarysSchool.Financial Implications: (Include amounts and funding source)We are anticipating the City of Stratford stabilization fund will be covering the costsincurred in moving the Best Start Program.Recommendation:THAT:The Council of the Municipality of North Perth authorize the Mayor and the Clerk toenter into Lease Agreements with the Avon Maitland School Board for the provisions ofspace to operate School -Age Programs at Listowel Central, Listowel Eastdale, WallacePublic and Elma Township SchoolsAnd Further That:The Council of the Municipality of North Perth authorize the Mayor and the Clerk toenter into a Lease Agreement with the Avon Maitland District School Board for theprovisions of space to operate the North Perth Best Start Program at Listowel CentralSchool.111
