Box 13021 Queen St.Ripley, OntarioN0G 2R0Phone: (519) 395-3735Fax: (519) 395-4107E-mail: info@huronkinloss.comwww.huronkinloss.com“NOT A WILLING HOST” for Industrial Wind TurbinesMay 22 nd , 2013RESOLUTION No. 143Moved by: Carl SloetjesSeconded by: Don MurrayWHEREAS the Premier of Ontario has recently conveyed the Governments desire to limit IndustrialWind Turbine (IWT) Projects to communities that are willing hosts; andWHEREAS research done by the Grey Bruce Health Unit Medical Officer of Health, Dr. Hazel Lynnand Dr. Ian Arra indicates that industrial wind turbines have a definite human annoyance on residentsliving around and near these structures; andWHEREAS the installation of Industrial Wind Turbines throughout the Province, Grey and BruceCounties and specifically Huron-Kinloss have caused considerable health effects on a number of localresidents; andWHEREAS Dr. Hazel Lynn states a new review of health impacts of turbines indicates changes neededto be made in the location of wind turbines increasing the separation distance from the currentprovincially mandated 550 metres; andWHEREAS the Township, accordingly, supports the position by a number of other rural Ontariomunicipalities that the Province should impose a moratorium on the approval of wind energy projectsuntil clear evidence is provided ruling out health impacts; andWHEREAS dozens of municipalities across the province have repeatedly asked for a moratorium on theconstruction of Industrial Wind Turbines until questions such as health concerns of people living inproximity to the Industrial Wind Turbines, proper setbacks of Industrial Wind Turbines, devaluation ofneighbouring properties, decimation of the rural landscape and destruction of wildlife habitats areproperly studied and addressed; andNOW <strong>THE</strong>REFORE BE IT RESOLVED THAT The Township of Huron-Kinloss hereby advises theProvince of Ontario and specifically the Ministry of Environment that the Township of Huron-Kinloss is“NOT A WILLING HOST “ for Industrial Wind Turbines; andFURTHUR THAT this resolution be circulated to Premier Kathleen Wynne as well as to the Minister ofEnvironment, Minister of Energy, Minister of Rural Affairs, the local MPP, and to all OntarioMunicipalities for their support and endorsement.Carried.18

Box 400Smithville, ONL0R 2A0T: 905-957-3346F: 905-957-3219www.westlincoln.caRE: Resolution to Province regarding not being a “Willing Host” for Industrial Wind TurbinesThis is to confirm that West Lincoln Township Council at its meeting of May 27 th , 2013 adopted thefollowing resolution:WHEREAS the Premier of Ontario has repeatedly conveyed the Government’s desire to limitIndustrial Wind Turbine (IWT) Projects to communities that have indicated that they are“willing hosts”;AND WHEREAS Council for the Township of West Lincoln has consistently noted itsconcern regarding the Green Energy Act, the installation of IWTs, and the restrictedjurisdiction of municipalities with respect to the Green Energy Act;NOW <strong>THE</strong>REFORE BE IT RESOLVED THAT the Council for the Township of West Lincolnhereby applauds the position taken by Premier Wynne, to focus the installation of IWT’s incommunities that have indicated that they are “willing hosts”; andTHAT, due to the lack of information on the long term health impacts, the potential negativeimpact on property values, and the long term negative economic implications to ourcommunity resulting from the proposed installation of IWTs in West Lincoln, the Council forthe Township of West Lincoln hereby confirms that it is not a “willing host” for IWTs; andTHAT, the Council of the Township of West Lincoln encourages AMO to strike a committeeto review and establish a policy position on municipal jurisdiction as it relates to the GreenEnergy Act; and,THAT, other municipalities not impacted by IWTs show their support for those municipalitieswho have been impacted by this legislation by endorsing this motion; and,THAT, this resolution be forwarded to the Premier, Leaders of the Official Oppositions;Ministers of the Ministries of the Environment, Infrastructure and Energy, Rural Affairs andAgriculture and Food, Municipal Affairs; Region of Niagara; Niagara Peninsula Energy Inc.;local MP and MPP, the Association of Municipalities of Ontario, and the Renewable EnergyApproval applicants in West Lincoln.19
