The lowest was Carver <strong>County</strong> with 1.2percent (U.S. Census Bureau 1999).Nationally, an average of 16.7 percent of households received retirement income in1999. On average, 13.7 percent of Minnesota households received retirement income.Within the analysis area, the average was very close to that of the State with 13.6percent. The counties with the highest percentage of households receiving retirementincome were Aikin, Itasca, Hubbard, and Cass with 23.5, 22.5, 22.1, and 21.5 percentrespectively (U.S. Census Bureau 1999).4.2.5 EducationThe Upper Mississippi River basin is home to many universities, State universities,private liberal arts colleges, community colleges, and technical and business colleges.The University of Minnesota, located in Minneapolis, is one of the most comprehensivepublic universities in the United States and ranks among the most prestigious. StateUniversities are also located in St. Cloud and Bemidji.Nationally, 80.4 percent of the population over age 25 had achieved a high schooldegree or higher in 2000. It was estimated that 87.9 percent of the Minnesota populationhad accomplished this level of education.On average across the analysis area, 88.6 percent of the population had achieved ahigh school degree or higher and 29.7 had achieved a bachelor’s degree or higher in2000. The county with the highest percentage of persons achieving a high schooldegree or higher was Washington <strong>County</strong> at 94 percent. The county with the lowestpercentage of the population with a high school degree or higher was Clearwater <strong>County</strong>at 76.4 percent (U.S. Census Bureau 2000).The State of Minnesota also had a higher percentage of the population that hadcompleted a bachelor’s degree or higher at 27.4 percent compared to 24.4 percentnationally. The average across the analysis area was also higher at 29.7 percent. Thecounty with the highest percentage of the population with a bachelor’s degree or higherwas Hennepin <strong>County</strong> with 39.1 percent. The county with the lowest percentage ofresidents with this level of education was Todd <strong>County</strong> at 10 percent (U.S. CensusBureau 2000).Table 4.2.5.a.
